They can be used for a variety of projects, such as: Retrofitting stormwater systems Establishing green technology practices Restoring streams and wetlands Small watershed studies Developing master surface water and drainage plans The program is designed to assist counties and municipalities to prepare surface water projects for funding through Delaware Water Pollution Control Revolving Loan Fund (WPCRLF). The available funding can be used to assist with surface water planning in general, and for specific project planning and designs necessary to submit a loan application to the WPCRLF for funding consideration. Program Goals Grant applicants should focus their proposals on one or more of the following program goals: Providing benefits to water quality within an impaired watershed Planning and/or preliminary design for projects associated with a watershed management plan Planning and/or preliminary design for community stormwater management improvements in existing developments and municipalities Restoration or retrofit projects to provide water quality benefits Funding Information Funding for projects receiving a grant award in any grant cycle will be capped at $50,000 with a 1:1 cash match requirement. Project Period The project shall not exceed 2 years. Eligibility Criteria Applicants may be any Delaware county or municipal government, conservation district, or Delaware estuary program. Applicants must have the matching funds available at the time of application. Non-profit organizations, educational institutions, community organizations, and/or homeowner’s associations within the State of Delaware that do not have taxing authority are ineligible to apply directly but may partner with an eligible applicant.  Agricultural operations, non-profit organizations, and private for-profit firms are not eligible for these funds. Grant Opportunity: Energize Delaware Residential Solar Loan Program Description: The Energize Delaware Residential Solar Loan program offers low-interest loans to encourage the purchase of customer-owned renewable generation. Eligibility Criteria: - Must be a Delaware resident - Must be a homeowner of a single-family home or duplex - Minimum credit score of 650 - Maximum monthly debt-to-income ratio of 40% - Total loan cannot exceed 70% of the total project cost Loan Details: - Total loan amount: $5,000 - $30,000 - Interest rate: 3.9% - Loan term: Up to 10 years Additional Requirements: - Any storage capacity must be priced such that the total system cost does not exceed $6.00/installed watt of generation. - The system must meet specific Green Energy Grant Delaware requirements regarding grid connection, array orientation and tilt, and daily sunshine hours. After Part I is submitted, applicants will receive an eligibility letter via email. 4. Approved applicants can begin their solar project within three months of acceptance. 5. Once installation is complete, applicants must complete Part II within six months. 6. After Part II documents are reviewed, funds will be dispersed directly to the installer. Payment and Repayment: - Participating installers pay an initiation fee of $100 and must provide state licensing information. - Homeowners will begin loan repayment the month following fund disbursement. - Monthly payments cannot be adjusted. - There is no penalty for prepayment. Contractor Information: - Contractors must register with the program before being selected by homeowners. - Payment to contractors is issued after all Part II documents are submitted, including a signed Authorization Form, Promissory Note

The DNREC Green Energy Program in Delaware offers grant funding for renewable energy projects. The program is available to customers of Delmarva Power, Delaware Electric Cooperative, and certain municipal electric customers. Grants are provided to offset the installed cost of photovoltaic, solar water heating, wind, and geothermal renewable energy technologies. Each utility company has its own program regulations, requirements, and application forms. To apply for a grant, applicants must use the Green Grant Delaware online application system and submit a complete application with all required attachments. Applicants are also required to sign over their Solar Renewable Energy Credits (SRECs) to the Delaware Sustainable Energy Utility. It is important to note that incomplete applications will not be reviewed. Before submitting a grant application, applicants must complete an energy audit and select an approved renewable energy contractor. After installation and operation of the renewable energy system, applicants must submit grant completion documentation for final approval. Grant payments are typically processed within 10-12 weeks after approval.
