The program provides limited reimbursable grants to organizations conducting events that will positively impact the Area and meet the Community Redevelopment Agency’s (“CRA”) goals as set forth in the Community Redevelopment Agency’s Redevelopment Plan for the Area, the DTOutlook. The DTOutlook provides variousmechanisms for bringing people and redevelopment to the Area and to alleviate blight. It specifically calls for the CRA to support diverse arts and cultural opportunities and to encourage and promote a variety of events within the Area to serve a diverse population. Additionally, the Plan specifically calls for the CRA to support the creation of a multi cultural festival and world-class large-scale signature event/festival and to support events at larger community venues within the Area. The Plan also calls for the encouragement of events focused on diversity and building social connections.  The CRA recognizes that it takes the collective efforts of many to fully implement its DTOutlook goals. This purpose of this program is to provide funding through grants to support large-scale events that promote the stated DTOutlook goals and objectives. The CRA defines large special events as those public events which attract more than 10,000 people, take place within the Area and meet the DTOutlook goals, contribute to the unique identity and diversity of downtown Orlando, make the urban core a compelling destination, provide economic impact, promote business and community involvement, and have the potential to generate a significant number of hotel stays through the attraction of visitors on a regional, national, or international level. The EPA South Florida Program provides competitive grants to address the immediate and emerging ecological pressures and threats to south Florida waters including fresh waters, estuaries, bays, and coral reef, central to south Floridas economic and ecological wellbeing. Aquatic ecosystems play a vital role supporting healthy and resilient estuaries, coastal, inland, and near-shore infrastructure by providing food, habitat, nutrient removal, water filtration, storm attenuation, carbon storage, shoreline stabilization, and other financial and tangible benefits.This NOFO solicits applications for the South Florida Program region that includes the 16-county area covered by the South Florida Water Management District as well as the Florida Keys, Florida Reef Tract, Caloosahatchee Estuary, Indian River Lagoon, St. Lucie Estuary, Florida Bay, and Biscayne Bay. Please refer to the map located in Appendix D of the NOFO.This NOFO supports the Special Studies/Research component for the South Florida Program. Special Studies are projects that provide information specific to management questions and concerns, inform policy, and provide understanding of south Florida aquatic ecosystems. Examples of eligible projects include, but are not limited to: supporting monitoring, research, or innovative restoration efforts for key species (e.g. coral, seagrass, sponges, mangroves, etc); research, investigation, and demonstration projects to mitigate harmful algal blooms; residential canal pollution reduction demonstration projects; innovative stormwater pollution reduction demonstration projects; water quality and benthic habitat monitoring; research and management strategies to address contaminants of emerging concern; identifying and understanding cause-effect relationships of pollutants in the environment; addressing specific management questions to protect sensitive ecosystems; applying innovative approaches, methods, or techniques to prevent, treat, and manage pollution from entering waterbodies; and investigating regional water quality impacts from pollution sources.

Project Requirements Applications will only be accepted during an advertised grant cycle. Applications will be reviewed and scored. Award amount is based on scoring but subject to funding and WCRA Board final approval. The WCRA Board shall have final approval of all applications. Awards shall not exceed WCRA funds available at time of approval. Applicants must be the property owner or the property owner’s registered agent. No more than 1 open grant award shall be allowed per property owner or the property owner’s registered agent. The WCRA reserves the right to modify or cancel parts of or the entire Commercial Revitalization Program at any time without notice. If the program is modified or eliminated, the Agency will ensure that any previously approved grantees undergoing renovation will be completed per contract as long as the owner(s) abide by the contract. Projects on properties that do not/will not collect property tax and contribute to the CRA Tax Increment Financing Fund (TIFF), and projects to improve property used or designed primarily for residential use (including, but not limited to apartments, condominiums, townhomes, duplexes, single family homes, and other residential housing) are not eligible to apply for the grant. Work shall not begin prior to receipt of a fully executed grant agreement. All applications shall be reviewed on a case by case basis by the WCRA Board to determine if an application meets the intended program goals. Grants are paid as reimbursement. No funds shall be paid to the Applicant until the WCRA staff have received the official Certificate of Occupancy or Certificate of Completion and any other documentation required by the grant agreement with the WCRA. Only project construction costs are eligible for the grant program. Design and permitting costs are not eligible for the grant program. All incentivized development shall conform to the current edition of the City of Wauchula Land Development Code. When agreed upon, redeveloped parking located on private property will be owned by the private property owner but be designated for public use for the life of the WCRA. Applicants must supply the WRCA 3 quotes for the project elements funded by the grant application. Applicants will not be approved for more than 1 grant extension. Approved applicants are not eligible to submit another application for the same property address for a period of 5 years. Project elements must remain unchanged for a period of 5 years.
