Program Summary The PATH program is designed to reduce and/or eliminate homelessness for individuals who may be experiencing (SMI) serious mental illness and co-occurring substance use disorders. Our goal is to ensure that individuals are connected to mainstream MH services and eventually transitioned into stable housing improve their health, and live a self-directed, purposeful life. Funding Priorities or Focus Areas • IDHS is working to counteract systemic racism and inequity, and to prioritize and maximize diversity throughout its service provision process. This work involves addressing existing institutionalized inequities, aiming to create transformation, and operationalizing equity and racial justice. It also focuses on the creation of a culture of inclusivity for all regardless of race, gender, religion, sexual orientation, or ability. Project Description The Grantee will operate the Projects for Assistance in Transition from Homelessness (PATH) formula grant providing flexible, community-based services throughout the State of Illinois to address the needs of adults ages 18-65+ and families, with serious mental illness and co-occurring substance use disorders, who are homeless or at imminent risk of becoming homeless. PATH links the population of individuals with serious mental illnesses (SMI)/co-occurring substance use disorders (COD), who experience persistent and pervasive health disparities, to mainstream and other supportive services. Collectively the PATH resources help individuals experiencing or at risk for homelessness with SMI/COD secure safe and stable housing, improve their health, and live a self-directed, purposeful life.

The Genetic Counseling grant program aims to increase the availability of statewide genetic services for Illinois’ children and family members with heritable conditions or at risk for genetic concerns. Supported by the Newborn Screening fund, the program aids in early detection and continuous treatment of disorders detected through newborn screening. The program seeks to enhance awareness, access to care, and prevention strategies for potentially preventable conditions. Applicants can apply for various components, including general pediatric/prenatal services, education and promotion, outreach, and biochemical genetic counseling. Eligible applicants are genetic counseling centers providing consultation, evaluation, diagnosis, and treatment services for Illinois residents. Applications are due by July 5, 2024, with awards ranging up to $250,000 per fiscal year.

This program provides financial support to local governments in Illinois for community development and resilience projects in areas impacted by the closure or reduced operation of fossil fuel power plants, coal mines, or nuclear facilities.

This funding opportunity provides $2 million to the City of Chicago for capital improvements aimed at enhancing the quality of life for residents in the specified area along South Calumet Avenue.

The Governor and the General Assembly direct the Department of Commerce and Economic Opportunity (DCEO) to administer grants for specific miscellaneous purposes to bolster the state’s economy, promote a clean environment, and improve the overall quality of life throughout the state of Illinois. This grant program is available to any entity receiving funding via lump sum appropriation. Eligible costs for this program are bondable costs associated with the acquisition of land and/or buildings. This includes acquisition costs of all improved or unimproved real property including appraisal fees; title opinions; surveying fees; real estate fees; title transfer taxes; condemnation; and related legal expenses. This may include construction on, and/or renovation to, the property after purchase.

The Route 66 Grant Program is designed to support the promotion and marketing of regions along the historic Route 66 corridor in Illinois. The program is specifically aimed at certified Convention & Visitor Bureaus (CVBs) and local tourism bureaus, which are eligible to apply for grants ranging from $20,000 to $300,000. The total program funding is $4 million. There is no cost-sharing requirement, and indirect costs are not allowed to prevent potential double dipping. Applications for the Route 66 grants will be accepted until September 16, 2024, at 5:00 p.m. Additionally, qualified entities can apply for International Tourism grants ranging from $10,000 to $250,000, with a separate application deadline of September 3, 2024, at 5:00 p.m.

The Small Fire-fighting and Ambulance Service Equipment Grant Program is a funding opportunity for small fire departments and ambulance services in Illinois to purchase essential equipment, enhancing their operational capacity and safety, with applications open from August 5 to October 1, 2024, and awards ranging from $1 to $26,000.

The Non-Profit Security Program, administered by the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS), aims to support nonprofit organizations at high risk of terrorist or extremist attacks. The program targets nonprofit organizations described under section 501(c)(3) of the Internal Revenue Code, including those automatically exempt such as churches, mosques, and synagogues. The funding can be used for target-hardening activities like the purchase or installation of security equipment. Performance metrics focus on enhancing the protection of soft targets and crowded places through planning, organization, equipment, training, and exercises.

This program provides financial and technical support to community investment vehicles and worker cooperatives in Chicago, enabling them to develop commercial real estate projects that empower local residents and promote equitable economic growth.

The Department of Commerce and Economic Opportunity (DCEO) administers grants for projects aimed at enhancing Illinois' economy and quality of life, covering costs associated with new construction or renovation of buildings and related structures, including specific interior and exterior works.

This program supports the creation of community learning centers that provide academic enrichment opportunities during non-school hours for children, particularly students who attend high-poverty and low-performing schools. The program helps students meet state and local student standards in core academic subjects, such as reading and math; offers students a broad array of enrichment activities that can complement their regular academic programs; and offers literacy and other educational services to the families of participating children.

The Illinois Criminal Justice Information Authority (ICJIA) is requesting proposals for grants for the Byrne State Crisis Intervention Program (SCIP). This program aims to develop and implement effective and equitably targeted Firearm Restraining Order (FRO) public information, outreach, and training strategies. The focus is on supporting FRO partner agencies (courts, law enforcement, and behavioral health providers), potential FRO petitioners, individuals and organizations in contact with persons at risk, and the general public. Grants can be used to subaward to local governments and non-profits. A total of $655,741 is available for a 12-month period from December 1, 2024, to November 30, 2025.

The Hospital Health Protection Grant Program (HHPGP-Sustain25) for State Fiscal Year 2025 provides funding to named safety-net hospitals in Illinois to support their sustainability. The aim is to preserve their operations and ensure continued provision of healthcare services, particularly for those participating in the State’s Medicaid managed care program. The grant is authorized under the Safety-Net Hospital Health Equity and Access Leadership Grant Program. Build relationships with faith-based communities in the targeted communities and ensure that those organizations are aware of the behavioral health resources available. 2. Build relationships with local community mental health centers (CMHCs) and other behavioral health providers to help facilitate linkage to mental health services for people in targeted communities. 3. Support faith-based communities in advocating for community members who are affected by behavioral health conditions to access mental health treatment and recovery services that shall assist them in living healthy and productive lives. 4. Deliver mental health training to faith-based leadership and provide connection through personal stories from persons with lived expertise to the leadership of faith communities or their congregations. 5. Ensure that consumers in the program experience a warm handoff between the grantee and the CMHC or other service provider. 6. Assist consumers in navigating or bypassing wait lists and other barriers to accessing care to the greatest possible extent. 7. Provide information about the Certified Recovery Support Specialist (CRSS) credential to interested individuals. 8. Use their relationships with CMHCs and service providers to support expansion of services when needed and where possible.
