To ensure that employment & training programs are providing exceptional services to SNAP and TANF customers and their families in Illinois, E&T Training, Technical Assistance(E&T-TTA) is provided to community-based organizations, direct service workers, units of local government, system stakeholders, etc. in regard to Department program models, data collection systems, best practices in collaborative career planning, employability assessments, employment placement, education & training, trauma-informed motivational interviewing, principles and practices of racial equity and various other provider identified trainings and support activities. Additional E&T-TTA functions include an online resource center, networking activities, a training advisory group and the capacity to provide the staff support for various ad-hoc committees to ensure provider input related to program development and improvement activities.

"TANF Job Placement with Retention Providers primarily target current TANF clients. While clients are searching for unsubsidized employment, the Provider is responsible for assuring that they are engaged in work and training activities and hours that are consistent with Federal guidelines. Additionally, the Provider is responsible for developing, constructing and administering programs in a manner that will result in a client compliance level of at least 75%. When determining whether or not a Provider has met the 75% compliance standards, consideration will be given to two factors: 1) clients who meet compliance according to Attendance and Activity Reports submitted by the Provider; and 2) by documentation of immediate and appropriate action initiated by the Provider for clients who fail to comply with assigned activities and hours. Providers earn administrative payments for unsubsidized placements. In order for a placement to qualify the Provider for administrative payment, the client must earn at least minimum wage, work at least 30 hours per week, or less than 30 hours per week with wages of $10.00 per hour or more, resulting in the cancellation of the TANF case due to income, and meet the retention period of 30, 60, 90, 120 days. (See Attachment Cover Sheet Addendum for specific qualifications). TANF Job Placement with Retention programs are operated by the Department for persons receiving TANF. Customers participate in a variety of activities that are countable in the federal participation rate while searching for unsubsidized employment. Activities are highly structured, monitored and documented for meeting accountability requirements. Those activities include: • Work Experience • Community Service • Unsubsidized Employment • Subsidized Employment • Vocational Education Training • Job Search and Job Readiness Activities • Job Skills Training and • Education Directly Related to Employment. The client will continue to participate in these activities until unsubsidized employment is obtained, or until it is determined that participation is no longer an appropriate activity for the client. The Provider is expected to serve and engage customers in countable TANF activities each month during the contract period.

The Illinois Department of Public Health recognizes the need to improve immunization efforts across the state, and to this end, has established the Immunize Illinois Coalition Grant. The grant will provide initial funding to establish a single statewide coalition. The new coalition will bring together various immunization stakeholders with the goal with the primary goal of creating a collaborative environment where resources, expertise, and strategies can be pooled to address the complex challenges hindering optimal immunization coverage. The Food and Drug Administration (FDA)/ Center for Food and Safety and Applied Nutrition (CFSAN) is announcing its intention to receive and consider a single source application for the award of a cooperative agreement in fiscal year 2024 to the Illinois Institute of Technology to support the Institute for Food Safety and Health (IFSH). The purpose of the Sickle Cell Follow-up grant program is to increase access to hematology centers to assure the availability of statewide services to families in Illinois who have a newborn or child with a sickling disorder or trait. Medical services are those related to diagnosis and treatment of sickle cell or other hemoglobinopathies and include, but are not limited to patient assessment, counseling, laboratory services and long-term patient care, as clinically indicated.

It is the policy of the State to enhance the development of all eligible infants and toddlers to minimize developmental delays and maximize individual potential for adult independence. It is the need of the State to implement, on a statewide basis, locally based, comprehensive, coordinated, multidisciplinary, interagency, Early Intervention (EI) services for all eligible infants and toddlers. The EI Program is a statewide program for the evaluation and assessment of infants and toddlers ages birth to three, as well as the provision of services for those who have a qualifying disability or diagnosis, a 30 percent delay in development in one or more of the five developmental domains, or who are at risk of developmental delays. Children and families access EI services through one of 25 Child and Family Connections (CFC) offices. This Notification of Funding Opportunity (NOFO) issued by the Illinois Department of Human Services (IDHS), Division of Family and Community Services, Bureau of EI, seeks agencies located within Illinois to serve as the CFC offices for designated geographic areas. (See chart in Appendix I to identify the area served by each CFC office.) CFC offices are the regional intake entities defined in state statute (325 ILCS 20) and rule (89 IL Admin. Code 500) as IDHS’s designated entity responsible for implementation of the EI Program within its designated geographic area. IDHS is required to assure the designation of regional points of entry to accomplish consistent and equitable intake and service coordination throughout the State, with services defined in Section A.2. This NOFO/RFP solicits applications for 2024-25 regular school year projects to provide supplemental education and support services to eligible migratory children and youth. The MEP offers regular school year programs for migratory children from prekindergarten through high school and out‐of‐school youth. Educational support services fall into the following areas: reading and mathematics; school readiness; high school graduation and services to secondary‐aged youth, including dropouts and out‐of‐school youth; and ancillary and support services. The Illinois Migrant Education Program Service Delivery Plan and the Illinois Every Student Succeeds Act (ESSA) State Plan set the parameters for local projects. The measurable program outcomes and strategies contained in the Service Delivery Plan are listed in Exhibit A on page 15 of this document. The Service Delivery Plan is updated regularly to reflect changes in federal regulations, migratory population needs, and program evaluation results as part of a cycle of continuous improvement. Funded projects must carry out activities that align with the state Service Delivery Plan to address identified needs of migratory children and youth. The College and Career Success for All Students Act (105 ILCS 302) establishes criteria to “ensure each Illinois student has a sufficient education for success after high school and that all students have equal access to substantive and rigorous curriculum designed to challenge their minds, enhance their knowledge and skills, and prepare them for success in college and work.” The purpose of the program is to encourage eligible school districts to implement or expand AP® programs designed to offer rigorous course work necessary for all students to succeed in postsecondary education or in the workplace. Training for teachers and administrators is necessary to build capacity within schools to offer AP® courses.

General Operating Support (GOS) Grants are offered to established not-for-profit organizations that provide arts programming to their defined communities in a manner that supports the mission of the organization. The Illinois Natural Areas Stewardship Grant Program was established to make grants to conservation land trusts for the purpose of promoting stewardship actions on eligible lands. The goal of the grant program is to increase the delivery of much needed stewardship activities to natural areas protected within the Illinois Nature Preserves Commission (INPC) system. Stewardship needs on natural areas throughout the state have continued to outpace the ability to deliver these services by individuals, volunteers, organizations, and government agencies. This grant program is designed to fund projects that immediately address this deficiency and begin to expand on the stewardship capacity of conservation land trusts through grants that will expand their staff and equipment for these activities.
