In addition to increasing charging station access, MassCEC, in close collaboration with the MA Department of Energy Resources (DOER), plans to pilot innovative On-Street Charging technologies, models, and ownership structures. Through this program, MassCEC intends to demonstrate successful deployments of innovative On-Street Charging options in order to promote wide-scale adoption across the Commonwealth. Note: For the elements being requested, a department must provide at least three (3) measurable target objectives that should be clearly related to a particular element. It’s important that these objectives are measurable (meaning that an indicator of progress can be quantifiable) and reasonable (able to be attainable via the proposed programming). Please see the following examples that may assist when developing your objectives: Traffic Enforcement: Deploy 8 overtime patrols to enforce speeding violations at the intersection of A and B Streets during June 2025 to reduce the number of speeding vehicles by 10%. A department should provide the monthly average of speeding vehicles identified in this intersection for June 2024 (e.g., 30 vehicles were cited for speeding in ’24) and track progress made during their 2025 enforcement campaign with the goal of reducing this number to 27. Pedestrian & Bicyclist Enforcement: Conduct 18 crosswalk decoy patrols over the course of the 6 enforcement campaigns at the intersection of C and D Streets to reduce the number of pedestrian crashes by 50% from 2024. A department should provide the number of pedestrian crashes at this intersection for 2024 (e.g., 4 pedestrian crashes in ’24) and track progress made during their 2025 enforcement campaign with the goal of reducing this number to 2. Non-Enforcement Traffic Safety Activities: Ten Officers to complete ARIDE training. Officers targeted pedestrian outreach activities (e.g., distributed 1,000 pedestrian safety flyers) on Main St. to address this high problem area as five crashes involving pedestrians occurred at this location in the past three years. Distribute 1,000 pieces of educational materials to pedestrians on Main St. since five crashes involving pedestrians occurred at this location in the past three years. Distribute 25 bicycle helmets during a Bike Rodeo event Officers provided 4 presentations at elementary schools on the topic of pedestrian safety. The Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA) is announcing potential availability of cooperative agreements for the purpose of leveraging NRCS resources to assist our agency with conducting and implementing important energy efficient agricultural operation evaluations on multiple private landowner properties throughout Massachusetts. NRCS recognizes the importance of incorporating on-site energy evaluations on agricultural operations including greenhouses and the beneficial outcomes it can have on the environment. Energy Efficient Agricultural Operations (conservation standard 374) has been an underutilized practice in Massachusetts. This agreement will be used to provide training on energy efficiency for NRCS staff and affiliates while also providing needed technical assistance for NRCS customers with energy focused site visits. NRCS Massachusetts is making a funding opportunity available for applicants to submit proposals with an award ceiling of $400,000 and a minimum project award of $200,000. NRCS will be awarding a cooperative agreement for up to a five-year period. If, in coordination with NRCS, additional resources are needed at a rate that exceeds this schedule, NRCS may add funds to this agreement to support continued partnership over the performance period. The primary goal is to expand energy efficiency to NRCS customers throughout Massachusetts. The project list ranges in size from 1-acre farms to several hundred-acre farms. Applicants will identify the average number of energy efficiency site visits and written on-site energy improvement plans that they could complete in any year with a minimum of ten per year being acceptable for this agreement. NRCS will work with the selected applicant to make the choice of priority energy site visits each year of the agreement based on interest and need. Applicants will be required to hold 1-2 energy efficiency focused trainings per year for NRCS staff and partners to expand their knowledge on the subject. Applicants should provide a list of training ideas to NRCS for the length of the contract. Applicants will be awarded based on the specified scoring criteria in Section E of this announcement. The Business must be a physical (brick-and-mortar) storefront; home-based businesses are not eligible. The Business must have fewer than 20 full-time employees. The Business must have a lease agreement for at least one year following the grant award. The Business must be operating in 5 or fewer locations. The Business must not meet the definition of formula retail – franchises, including independently owned locations, are not eligible for this Program. The Business must agree that if awarded, the Business will prioritize hiring local Somerville, MA residents, with a preference for low to moderate-income individuals when possible and suitable. The Agricultural Food Safety Improvement Program (AFSIP) is a reimbursement grant program aimed at supporting produce and aquaculture operations to enhance their food safety practices. The program's primary goal is to minimize microbial contamination and food-borne illnesses risks, thereby expanding market access for the operations.
