This funding opportunity provides financial support for a variety of clean energy projects in Washington state, prioritizing initiatives that benefit overburdened communities and enhance grid resilience.

The commission is accepting applications to fund projects that will eliminate or mitigate public safety hazards at railroad crossings and along railroad rights-of-way in Washington. The commission administers the Grade Crossing Protective Fund (GCPF) to provide grants to railroad companies, local governments, and other entities that propose to make safety improvements at a railroad crossing or along a railroad right-of-way. Funding is also available for safety improvements at passive (no lights and gates) public railroad crossings and for implementing other safety projects. The commission will consider and select projects for funding based on: The relative severity of the hazard being addressed. The safety benefits resulting from a project. The costs of implementing a project. Geographic diversity. Public equity. Available funds. Railroad companies regulated by the commission must be in compliance with all state laws and rules in order to be considered for grant funding.

Expenditures of the Multi-Use Roadway Safety Account may be used only for: (a) counties to perform safety engineering analysis of mixed vehicle use on any road within a county; (b) local governments to provide funding to install signs providing notice to the motoring public that (i) wheeled all-terrain vehicles (WATV) are present or (ii) wheeled all-terrain vehicles may be crossing; (c) the state patrol or local law enforcement for purposes of defraying the costs of enforcement of this act; (d) law enforcement to investigate accidents involving wheeled all-terrain vehicles. Funds may be used on any road owned by local, state and federal government agencies provided that the agency has authorized use of the road for wheeled all-terrain vehicles. This federal grant program provides funding to develop and renovate boating facilities targeting guest recreational boats 26 feet and larger. Grants also may be used for boater education. Funding comes through the U.S. Fish and Wildlife Service from federal gas taxes deposited in the federal Aquatic Resources Trust Fund.

The farmland preservation grant program provides funding to buy development rights on farmlands to ensure they remain available for farming in the future. Grant recipients also may use some of the funding to restore natural functions to improve the land's viability for farming. The program is part of the larger Washington Wildlife and Recreation Program, which was created in 1990 to buy land for outdoor recreation and wildlife conservation, to keep pace with a growing population. In 2005, the state Legislature expanded the Washington Wildlife and Recreation Program to include preservation of significant farmland.

The Nonhighway and Off-road Vehicle Activities program provides funding to develop and manage recreation opportunities for such activities as cross-country skiing, hiking, horseback riding, mountain bicycling, hunting, fishing, sightseeing, motorcycling, and riding all-terrain and four-wheel drive vehicles. A portion of the funding also is available for education and enforcement programs that encourage environmentally responsible use of the outdoors and for helping to minimize conflict between visitors through positive management techniques. Except for off-road vehicle facilities, activities supported by this program must be accessed via a non-highway road, which is a public road that was not built or maintained with gasoline tax funding. Non-highway roads are found most often in state and national forests and national parks.

The Fire Management Assistance Grant Program is a grant program authorized under the Stafford Act that can reimburse a large portion of the costs to state, local and federally recognized tribal governments for the mitigation, management and control of fires on publicly or privately owned forests or grasslands. The program is authorized when a fire receives a federal fire declaration from the Federal Emergency Management Agency (FEMA). A federal fire declaration may be requested and issued for an uncontrolled fire when a threat of a major disaster exists. The fire declaration process is initiated by the state when an authorized representative submits a request for a federal fire declaration to the FEMA Regional Administrator. These declarations are requested while a fire is burning uncontrolled and threatens to cause enough damage as would warrant a major disaster declaration (under the criteria for either Public Assistance or Individual Assistance). The entire process is accomplished on an expedited basis and a FEMA decision is rendered in a matter of hours. The FMAG Program provides a 75 percent Federal cost share for eligible emergency response and fire suppression costs.

The Public Works Board (Board) Broadband program is authorized by state statute (RCW 43.155.160). Its purpose is to loan and grant funding to promote the expansion of broadband access to unserved populations in rural and urban communities across the state. $2 million per project loan/grant award limit with a 50% match. Projects in financially distressed areas and Indian country may receive up to 90% of the total project cost for a total not to exceed $5 million.

The Land and Water Conservation Fund provides funding to preserve and develop outdoor recreation resources, including parks, trails, and wildlife lands. There are two separate LWCF programs: State Program: Congress created the fund in 1965 with the passage of the Land and Water Conservation Fund Act, which authorizes the Secretary of the Interior to provide financial assistance to states for the acquisition and development of public outdoor recreation areas. All communities may compete for funding in this program. Legacy Program: In 2014, Congress established the Land and Water Conservation Fund Outdoor Recreation Legacy Partnership program, which provides grants to help urban communities with 30,000 or more people buy or develop land to create or reinvigorate public parks and other outdoor recreation spaces. Priority is given to projects in economically disadvantaged areas that lack outdoor recreation opportunities.

The Washington Emergency Management Division Human Services Program works with Federal, State, and Local partners to support disaster preparedness and recovery for Washington’s individuals, households, and businesses. Programs include: The Individual Assistance Program (IA): IA is the Federal Emergency Management Agency (FEMA) program to support individual and business recovery and is authorized through a Presidential Major Disaster Declaration. When oil spills impact our natural, cultural and historic, and publicly owned resources, we work with other federal, state, and local agencies and tribes to restore those resources to pre-spill conditions. The Coastal Protection Fund (CPF) was created as a way to fund restoration and enhancement projects and studies with money collected through oil spill penalties and natural resource damage assessments. Since 1993, over 125 restoration projects have been funded by the Coastal Protection Fund Spills Program sub-accounts. Amount of funding available: Variable. Funding awards depend on revenue from damage assessment claims and oil spill penalties. Maximum available funding is usually between $100,000 and $400,000. Grant award limit: To maximize available funding, the typical grant award ranges from $10,000 to $50,000. Amount of matching funds required: There are no recipient match or cost-share requirements, since Spills CPF grants provide 100 percent of project Total Eligible Cost. Spills CPF grants also can help meet match requirements for other state grants.

Since 1986, the state’s Housing Trust Fund has invested over $2 billion in capital funding and helped build or preserve more than 58,600 affordable housing units statewide. The Washington Legislature makes biennial appropriations in the capital budget and directs the Department on how to invest the funds. The Housing Trust Fund provides capital financing through loans or grants to affordable housing projects through annual competitive application cycles.For over 25 years the Policy Advisory Team (PAT) has provided recommendations and advice on affordable housing policy for Commerce and the Affordable Housing Advisory Board (AHAB). RCW 43.185A.020 requires Commerce to develop and administer its affordable housing program with advice and input from AHAB. Commerce has made it a priority to make our community feedback more representative of communities most impacted by the housing crisis and discrimination in housing. Incorporating the voices of community members, and particularly centering voices of communities that experience marginalization and discrimination in access to housing, was a priority throughout a consultant-led process, which involved multiple public meetings across 2023. As a result of this process, Commerce recognizes the need to improve engagement holistically, and is presenting a proposal that replaces the current PAT. This proposal focuses on the following strategies to increase transparency of decision making by incorporating input from diverse stakeholders with reasonable timelines, presentations and multiple feedback channels.

Our Water Quality Combined Funding Program is an integrated funding program for projects that improve and protect water quality throughout the state. The program combines grants and loans from state and federal funding sources. We also provide technical assistance to program applicants to help them navigate this process. Applicants submit just one application for all of the funding sources under the Water Quality Combined Funding Program. Forestland preservation grants provide funding to lease or buy voluntary land preservation agreements (also called conservation easements) for forests to ensure they remain available for timber production in the future. Grant recipients also may use some of the funding to restore habitats in forests. The program is part of the larger Washington Wildlife and Recreation Program, which was created in 1990 to conserve land for outdoor recreation and wildlife, to keep pace with a growing population. In 2016, the Legislature expanded the Washington Wildlife and Recreation Program to include preservation of forestland with the goal of supporting working forests that also provide habitat for wildlife, environmental benefits, and public access.

The Construction Loan Program focuses on the activities that repair, replace, or create a facility. A construction loan project may comprise any combination of pre-construction and construction elements. It was created by the Legislature in 1990 after a report assessing the needs of law enforcement, sports groups, and the public identified a need for a program and funding to support shooting facilities. This funding is exclusively available to Amtrak to enhance security measures for intercity passenger rail systems, protecting them from potential terrorist threats.
