The U.S. Department of Agriculture, Forest Service will support projects in the Great Lakes basin that implement the following strategic, priority actions: Mitigate Invasive Forest Insect and Disease ImpactsImplement targeted reforestation and forest protection actions to minimize invasive forest insect and disease impacts on watersheds. Reduce Runoff through Green Infrastructure Capture or treat stormwater runoff by planting trees and other vegetation as an integral component of green infrastructure. Restore and Connect Coastal and Riparian Forest Habitats Protect, restore, and enhance high-quality coastal zone and connecting riparian ecosystems where trees are an important component. The minimum and maximum Federal funding requests vary depending on program area, with an overall range of $50,000 to $300,000. CDC announces the availability of approximately $7 million in competitive supplemental funding for the 32 health department jurisdictions currently receiving Ending the HIV Epidemic in the US (EHE) initiative funding resources under notice of funding opportunity (NOFO) PS24-0047: High-Impact HIV Prevention and Surveillance Programs for Health Departments. Fully aligned with PS24-0047, the supplemental NOFO prioritizes acceleration of progress toward achieving the national HIV prevention goal of 50% pre-exposure prophylaxis (PrEP) coverage by the end of 2025. Jurisdictions with greater need for PrEP and lower uptake among priority populations disproportionately affected by HIV and low PrEP prescriptions (i.e., Black and Latino gay, bisexual, and other men who have sex with men (MSM), and Black cisgender and transgender women) need these additional resources and flexibility to accelerate PrEP uptake through patient navigation/case management services and improve access to and utilization of existing PrEP services not covered by other financial resources. Recipients will implement enhanced and expanded programmatic activities to increase access to and uptake of PrEP for priority populations and to help further eliminate structural and social barriers that prevent equitable access to PrEP within EHE jurisdictions. Additionally, these enhanced and expanded PrEP programs will incorporate elements to increase HIV non-occupational post-exposure prophylaxis (PEP) and doxycycline post-exposure prophylaxis (doxy PEP) awareness and access, including activities with clinicians, non-clinical community-based organizations (CBOs), and persons at risk for HIV acquisition.The supplemental NOFO's period of performance is September 30, 2024 - May 31, 2025 (8 months). Recipients may request to continue implementation of supplemental programmatic activities during PS24-0047 Budget Year 2 (June 1, 2025 - May 31, 2026). Recipients will implement concurrently all required programmatic activities as described in both PS24-0047 and the forthcoming supplemental NOFO.

The purpose of this NOFO is to implement and evaluate PrEPmate, a mobile health (mHealth) intervention to increase HIV pre-exposure prophylaxis (PrEP) adherence and retention in PrEP care among young men who have sex with men (collectively referred to as YMSM) and transgender women of color. PrEPmate features youth-tailored interactive content, reminders (e.g., clinic appointments, prescription refills, and dosing reminders), short message service (SMS) for PrEP clinic patients and clinical providers, and a dashboard that may be integrated into electronic medical records (EMR) or as a stand-alone digital patient monitoring system. The recipient will facilitate implementation of the PrEPmate intervention at three clinical sites located in the southern region of the United States, where there is increased HIV disease burden. The recipient will monitor and evaluate how a mHealth intervention is integrated into the delivery of clinical services to improve PrEP adherence and retention in care. Evaluation will be conducted using a mixed-method approach involving EMR reviews and interviews with agency staff that implement PrEPmate. The project's primary outcomes include increased PrEP medication adherence and retention in PrEP care among patients and increased adaptability and sustainability among clinical providers. A secondary outcome will be the identification of best practices and lessons learned for implementing PrEPmate in clinics serving YMSM and transgender women of color.

The Office of Infectious Disease and HIV/AIDS Policy (OIDP) and the Office of Regional Health Operations (ORHO) are collaborating to implement this initiative. OIDP and ORHO are operational components in the Office of the Assistant Secretary for Health (OASH).This initiative seeks to expand, plan, implement, and evaluate promising practices and develop novel approaches to increase vaccine confidence in local communities, particularly partnerships with organizations that work with populations with low vaccination rates (e.g., African Americans and residents in rural communities). Practical solutions at local levels are needed to help support vaccination efforts in communities by healthcare providers, immunization program managers, immunization advocates, vaccine manufacturers, and other stakeholders. OIDP anticipates the availability of approximately $1,000,000 for this funding opportunity to support four awards ranging from $250,000 to $115,000 per year for up to three years. OIDP and ORHO will support activities by public health departments, community organizations, academic institutions, professional or trade organizations, and immunization coalitions, among others, that work with populations with low vaccination rates. Eligible applicants include any private (either profit or nonprofit) or public entity located in a State. We expect funded projects to involve a local government public health agency or local community-based organization as a partner (if the recipient is neither) in order to meet the goals of this initiative. Successful applicants will have demonstrated a clear understanding of the challenges and needs related to each of the following in the community that is the focus of the project:1. Level of confidence in vaccines.2. Level of confidence in vaccine providers in traditional or non-traditional settings, and 3. Level of confidence in policies including but not limited to the approval process, recommendations for who should and should not receive a vaccine, and when vaccines should be administered.
