The New York State Department of Environmental Conservation (DEC) is offering grants to local governments and Soil and Water Conservation Districts to assist in the initial planning of non-agricultural nonpoint source water quality improvement projects. The grants are also available for regulated MS4 Operators for mapping. The program supports projects like upgrading wastewater treatment systems and streambank stabilization. The Vermont Emergency Management (VEM) announces the availability of FEMA Hazard Mitigation Grant Program (HMGP) funds for the Presidential Declaration DR-4720 Severe Flooding. Up to $64,170,000 is available for hazard mitigation projects and up to $4,830,000 for planning activities. The program supports projects aimed at enhancing resilience, reducing loss of life, and minimizing damages to property. Eligible applicants include local governments, state agencies, and certain non-profits performing government-like functions. Priority is given to projects that benefit frontline and disadvantaged communities and those that align with the Vermont State Hazard Mitigation Plan. Pre-applications are accepted on a continual basis until August 16, 2024. Projects must be proven cost-effective through a Benefit-Cost Analysis (BCA). VEM provides technical assistance throughout the application process. HMGP funding is available statewide and does not need to be related to damages from the July 2023 flood.

The Louisiana Department of Wildlife and Fisheries (LDWF) is extending the application deadline for the Commercial and Charter Vessel Access Grant Program, funded through the LDWF 2019 Flood Disaster Grant. The National Oceanic and Atmospheric Administration (NOAA) allocated funds to mitigate the effects of freshwater flooding on Louisiana’s saltwater resources. Grants of up to $500,000 will be awarded to public and private entities for constructing new facilities, acquiring land, or improving access for saltwater commercial and charter fishing vessels. The new application deadline is May 31, 2024, extending from the original date of May 15, 2024. Projects must be in coastal areas impacted by the 2019 flood and accessible to the public. Recipients must maintain facilities for at least 20 years.

Governor Greg Abbott and the Texas Division of Emergency Management (TDEM) have announced the opening of applications for the Department of Energy's (DOE) grant program aimed at enhancing the resilience of electric grids against disruptive events. The program is designed to allocate competitive grants to improve infrastructure and reduce the likelihood and impact of such events on the electrical grid. The grant supports weatherization, fire-resistant technologies, monitoring and control systems, vegetation management, adaptive protections, and advanced modeling technologies. This grant opportunity is now active with a closing deadline of June 28, 2024.

This grant, under the authority of Public Act 53 of 2022, is part of the American Rescue Plan Act of 2021, designated to enhance public outdoor recreation facilities through the development, renovation, or redevelopment of local parks and trails. The Virginia Emergency Shelter Upgrade Assistance Fund was established by Senate Bill 350, introduced by Senator Lucas, effective from July 1, 2020. This fund is dedicated to providing matching funds to local governments for installing, maintaining, or repairing emergency shelter infrastructure to enhance resilience against natural disasters. This includes infrastructure for backup energy generation, such as solar energy generators, and wind retrofitting to improve structural integrity. The fund prioritizes projects that protect vulnerable populations, offer long-term risk solutions, and support primary shelter enhancements as verified by Local Capabilities Assessment Reports (LCAR). Eligible applicants are local governments with a current and locally-adopted emergency operations plan compliant with Virginia’s Emergency Services and Disaster Laws. Local governments are restricted to one application per year and must have completed any prior funded projects before applying.
