The Louisiana Department of Wildlife and Fisheries (LDWF) is extending the application deadline for the Commercial and Charter Vessel Access Grant Program, funded through the LDWF 2019 Flood Disaster Grant. The National Oceanic and Atmospheric Administration (NOAA) allocated funds to mitigate the effects of freshwater flooding on Louisiana’s saltwater resources. Grants of up to $500,000 will be awarded to public and private entities for constructing new facilities, acquiring land, or improving access for saltwater commercial and charter fishing vessels. The new application deadline is May 31, 2024, extending from the original date of May 15, 2024. Projects must be in coastal areas impacted by the 2019 flood and accessible to the public. National Fish and Wildlife Foundation (NFWF) and the National Oceanic and Atmospheric Administration (NOAA) established the Hurricane Response Marine Debris Removal Fund to support projects to assess, remove, and dispose of marine debris in and around coastal communities impacted hurricanes and other episodic storm events. Funding has been made available by the FY 2023 Consolidated Appropriations Act, P.L. 117-328. Program Priroites  This program will prioritize projects that provide dual benefits – both benefit for human communities and benefits for fish and wildlife. The program will use assessment and prioritization efforts conducted by local, state, and federal response agencies or their designees to prioritize projects that will address marine debris in areas of greatest impact and most critical to prevent communities and ecosystems from further harm. The majority of funds are anticipated to support direct removal and proper disposal efforts although limited funding may also be available for assessment and capacity building for future response. All proposals must clearly describe how projects will support achieving the overall goals of the Hurricane Response Marine Debris Removal Fund, including: Relative benefit to coastal communities from reducing the impact of marine debris to properties and community infrastructure, assets of economic and cultural importance, and navigational safety; and Anticipated enhancement of the ecological integrity and functionality of ecosystems and/or prevention of further harm to fish and wildlife and their habitats. Due to the relief nature of these funds, the Hurricane Response Marine Debris Removal Fund will primarily fund projects that are ready for direct clean-up efforts to remove and dispose of marine debris that resulted from the storms to provide the most accelerated and comprehensive outcomes for impacted coastal resources and communities.  Eligible projects will include marine debris assessment and/or removal activities within the coastal uplands, shorelines and coastal waterways of the affected areas, with the goal of preventing further harm to economic, cultural and ecological resources of importance to impacted coastal resources and communities. Projects will be prioritized based on the targeted debris’ existing or potential impact to coastal resources and communities and to prevent further harm to sensitive habitats and species. Priority will be given to projects that have already completed a marine debris assessment to prioritize debris from the storm(s) and where hazardous materials have already been addressed. Projects that have secured all necessary permits and have mapped out all disposal and recycling logistics will also receive higher priority for funding. Assessment work may be included to locate submerged debris and help prioritize removal efforts. Community Impact and Engagement: Projects that incorporate outreach to communities, foster community engagement, and pursue collaborative management leading to measurable conservation benefits are encouraged. When possible, projects should be developed through community input and co-design processes ensuring traditional knowledge elevation. Additionally, projects should engage community-level partners (e.g., municipalities, NGOs, community organizations, community leaders) to help design, implement, and maintain projects to secure maximum benefits for communities, maintenance, and sustainability post-grant award. Governor Greg Abbott and the Texas Division of Emergency Management (TDEM) have announced the opening of applications for the Department of Energy's (DOE) grant program aimed at enhancing the resilience of electric grids against disruptive events. The program is designed to allocate competitive grants to improve infrastructure and reduce the likelihood and impact of such events on the electrical grid. The grant supports weatherization, fire-resistant technologies, monitoring and control systems, vegetation management, adaptive protections, and advanced modeling technologies. The Fiscal Year (FY) 2024 Intercity Bus Security Grant Program (IBSGP) is one of four grant programs that constitute the Department of Homeland Security (DHS)/Federal Emergency Management Agencys (FEMA) focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nations critical infrastructure against potential terrorist attacks. The IBSGP provides funds to intercity bus companies to protect critical surface transportation infrastructure and the travelling public from acts of terrorism. For FY 2024, DHS is focused on the criticality of information sharing and collaboration to building a national culture of preparedness and protecting against terrorism and other threats to our national security. DHS and its homeland security mission were born from the failures among federal agencies and between the federal agencies and state and local authorities to share critical information related to the threat of terrorism prior to the September 11, 2001, attacks. The threat profile has changed in the last two decades we now face continuous cyber threats by sophisticated actors, threats to soft targets and crowded places, threats to our democratic election process and threats from new and emerging technologies. That said, information sharing and cooperation between state, local, tribal, and territorial authorities, and federal agencies, including all DHS officials, is just as vital, and perhaps even more vital, today. Therefore, for FY 2024, we have identified two priority areas, related to some of the most serious threats that Amtrak should address with IPR funds. These two priorities areas include enhancing cybersecurity and enhancing the protection of soft targets/crowded places. To help marine businesses recover from the devastating impacts of January 2024’s coastal storms, Island Institute is expanding our Business Resilience Grant program. Grant awards of up to $5,000 are available for working waterfront businesses that directly support fishing and aquaculture on islands, and in fishing-dependent communities that were impacted by the storms on January 10 and 13, 2024. Maine’s fishing industry accounts for nearly $1 billion in annual revenue and it is under a multitude of pressures. Taking up a mere 20 miles of the more than 5,000 miles of Maine’s coastline, the working waterfront infrastructure along our shorelines is in grave danger of being lost forever. The more rural the community, the more reliant communities are on the marine economy. Without safe and reliable wharves, docks, and access ramps, Maine’s fishing communities grind to a halt. This infrastructure is the backbone of the coastal economy and importantly supports the families and communities that rely upon what they catch or grow. It is for this reason we are choosing to urgently support the resilient rebuilding of our working waterfront infrastructure. We will review grant applications weekly and have streamlined our application process to ensure these limited funds will quickly arrive in communities. Eligible applicants are for-profit businesses with shoreside infrastructure that supports multiple individuals or that plays a critical role in communities with demonstrable impact from these storms. Act 2A of 2020, known as the COVID-19 Emergency Supplement to the General Appropriation Act of 2019, appropriated $10,000,000 from the COVID-19 Response Restricted Account to the Department of Health. Through a sub-grant, the Department of Community and Economic Development will administer this program to eligible applicants for the rapid advancement of vaccines, treatments, and therapies in response to COVID-19. The Highly Pathogenic Avian Influenza (HPAI) Recovery Reimbursement Grant, administered by the Pennsylvania Department of Agriculture, aims to support farms, integrators, and allied industries directly impacted by HPAI, particularly those within control or quarantine zones.
