It is not designed to test the safety or demonstrate the efficacy/effectiveness of an intervention. This NOFO is not intended to support studies designed to test the safety or demonstrate the efficacy of an intervention. Application budgets are not limited but need to reflect the actual needs of the proposed project.

Types of studies that should submit under this FOA include clinical trials that assess biomedical or behavioral outcomes in humans for the purpose of understanding the fundamental aspects of phenomena without specific application towards processes or products in mind.
