Silicon carbide devices have become prime candidates for future high-performance power electronics due to their high breakdown voltage, low switching loss, and high-temperature operation. However, conventional packaging techniques limit the performance of SiC power modules because of parasitic inductance and heat dissipation issues. To enable grid-based applications, SiC power module capabilities need to be expanded to handle higher voltage and higher current than commercially available products. Toward this end, the DOE Office of Electricity established the American-Made SiC Packaging Prize as a three-phase contest to achieve the goals stated above. Program Goal Requirements Only submissions relevant to the goals of this program are eligible to compete. The Prize Administrator must conclude that all the following statements are true when applied to your submission: The proposed solution is related to the SiC Semiconductor packaging industry. The majority of activities that are described in and support the submission package are performed in the United States and have the potential to benefit the U.S. market. The proposed solution represents an innovation that will move the industry beyond its current state. The proposed solution is not dependent on new, pending, or proposed federal, state, or local government legislation, resolutions, appropriations, measures, or policies. The proposed solution does not involve the lobbying of any federal, state, or local government office The proposed solution is based on fundamental technical principles and is consistent with a basic understanding of the U.S. market economy The submission content sufficiently confirms the competitor’s intent to commercialize early-stage technology and establish a viable U.S.-based business in the near future with revenues that do not solely depend on licensing fees of intellectual property Phases and Prizes Phase 1 – Design Study Competitors will describe their team, their plan to make progress toward SiC packaging, showcase their current prototypes, and provide evidence of their current metrics that are in alignment with the goals of the prize. The goal of this phase is to develop a set of design documents for a Phase 2 prototype which adheres to the requirements set. Prizes- Up to 10 winners of $50,000 each Phase 2 – Initial Demonstration In Phase 2, winners from Phase 1 will showcase and demonstrate the advancements made during the prize competition in packaging solutions for SiC modules, meeting, exceeding, or making progress toward the Phase 2 performance metrics as outlined in the rules. This phase is designed to act as a milestone towards achieving the Phase 3 target with the goal of innovating towards an improvement over state-of-the-art packaging and creating transformative solutions. Prizes- Up to 4 winners of $250,000 each Phase 3 – Final Demonstration Competitors will demonstrate an advancement in packaging solutions for SiC modules, meeting or exceeding the Phase 3 performance metrics as outlined in the rules. The goal of the final phase is to achieve the high voltage and high current targets, while continuing to innovate towards an improvement over state-of-the-art packaging and creating transformative solutions. Prizes- Up to 1 winner of $750,000 Eligibility Criteria The competition is open only to private entities (for-profits and nonprofits); nonfederal government entities such as states, counties, tribes, and municipalities; academic institutions; and individuals, subject to the following requirements: Private entities must be incorporated in and maintain a primary place of business in the United States. Academic institutions must be based in the United States. An individual prize competitor or group of competitors who are not competing as part of an incorporated private entity must all be U.S. citizens or legal permanent residents. Individuals competing as part of an incorporated private entity may participate if they are legally allowed to work in the United States. DOE employees, employees of sponsoring organizations, members of their immediate families (e.g., spouses, children, siblings, or parents), and persons living in the same household as such persons, whether or not related, are not eligible to participate in the prize. Individuals who worked at DOE (federal employees or support service contractors) within 6 months prior to the submission deadline of any contest are not eligible to participate in any prize contests in this program. Federal entities and federal employees are not eligible to participate in any portion of the prize. DOE national laboratory employees cannot compete in the prize. Entities and individuals publicly banned from doing business with the U.S. government such as entities and individuals debarred, suspended, or otherwise excluded from or ineligible for participating in federal programs are not eligible to compete. The research and development (R) activities to be funded under this FOA will support the government-wide approach to the climate crisis by driving the innovation that can lead to the deployment of clean energy technologies, which are critical for climate protection. Specifically, this FOA will aid communities with resource and energy recovery strategies associated with their organic waste streams. Organic waste streams represent major sources of fugitive methane emissions, volatile organic compounds, and other pollutants. The White House set a goal of reducing methane emissions by 30% by 2030. By developing strategies that can prevent the landfilling of these wastes, one of the major sources of fugitive methane can be mitigated. Holistic waste management strategies can also benefit communities by reducing other impacts associated with waste collection and processing infrastructure including reducing truck traffic, odors, litter, and other air, water, and health impacts. Topic Area 1 is focused specifically on helping communities beyond a conceptualization phase by supporting more in-depth feasibility or scoping analysis. Oftentimes, staff and organizational capacity in communities (particularly in rural, remote, Tribal, or smaller communities) is limited. While technical assistance programs can accomplish some of these objectives, direct financial assistance can close this capacity gap. Topic Area 2 is targeted towards communities that have previously completed feasibility analysis and are seeking funding to further refine their project concept. Municipal and non-profit staff capacity and availability of funding often makes detailed design work out of reach for many communities and this topic aims to close that gap. Projects selected under Topic Area 2 will have an opportunity to construct and operate their designed pilot facility based on the down-select process described in the FOA. The Energy Auditor Training (EAT) Program will provide Grant funding to States for the purpose of training individuals to conduct energy audits, or surveys, of commercial and residential buildings. This program was established by Section 40503 of the Infrastructure Investment and Jobs Act (IIJA), more commonly known as the Bipartisan Infrastructure Law (BIL). The goals of the program are to offer auditor training certifications that include informed curriculum and program design that aligns with current and future standards; inform or empower States with current, standardized framing of the education and training requirements for energy auditors; enlarge the pipeline of diverse talent by closing gaps in job access; address workforce inclusion deficiencies and improve disparities with underrepresented groups; connect auditor trainees to career opportunities that promote job quality and economic mobility; and inspire sustainability through intentional practices and partnerships that support infrastructure development and the long-term value of a clean energy workforce. ELIGIBLE APPLICANTS: In accordance with the BIL Section 40503, funding is only available to States, the District of Columbia, and United States territories that have a demonstrated need for assistance for training energy auditors. These eligible entities are referred to throughout this FOA as States. No other entity types, including Local Government and Tribes, may be considered for this funding. In accordance with 2 CFR Section 910.126 and DOE Program Rule 10 CFR Part 420, eligibility for these awards is restricted to State Energy Offices. Eligible Project Types and Funding Levels Environmental Conservation Law (ECL) Section 54-1507 provides that adaption and mitigation projects must demonstrate an ability to identify, mitigate and/or adapt to climate change vulnerability and risk or demonstrate potential to reduce greenhouse gas emissions.” Projects that do not meet this requirement are not eligible for grant funding under this program. The CSC grant program includes two different project categories: implementation and certification. The implementation category is divided into two subcategories: GHG mitigation and adaptation. Each category and the related project types are detailed below. Implementation Category Eligible implementation projects must be GHG mitigation or climate change adaptation projects, as described below, and be located within the State of New York. The expected useful life of an implementation project is a minimum of 10 years, pursuant 6 NYCRR § 492-3.3(e).  Funding available – $21.5 million  Minimum grant award – $50,000  Maximum grant award – $2,000,000 Design and engineering expenses are limited to a maximum of fifteen percent (15%) of the grant request. For projects with outreach or educational components, curriculum or program development expenses are limited to fifteen percent (15%) of the grant request. No more than fifty percent (50%) of the total available funds for implementation projects will be awarded to municipalities with populations greater than 100,000 or to any single municipality. If funding in the implementation category remains after all awards in the implementation category are made based on eligibility, program requirements and goals, and passing score, DEC reserves the right to apply the remaining funding to eligible proposals in the certification category. GHG Mitigation Projects Eligible projects in the mitigation category must reduce GHG emissions. Projects shall be one of the following types to be eligible: Reduction of Vehicle Miles Traveled (VMT). Grantees will be required to document dates and hours worked and tasks completed via time records Contractual Services Tasks completed by professional and technical consultants or contractors, e.g., engineering, planning, construction, and legal services, directly related to the project Equipment Purchase or rental of Equipment, e.g., backhoe, directly required to implement the project Travel Project related travel costs. Mileage will be reimbursed at the current federal rate and lodging at current state per diem rates for the location. Note that consultants should include travel in the overall cost proposal and not bill the grantee separately Supplies and Materials Supplies and Materials are defined as consumable products needed to directly implement the project, e.g., printing, copying, paving material, crushed stone Real Property The cost of fee simple land acquisition and associated legal fees, filing fees, closing costs, and transactional costs, provided they result in the final acquisition of land. Transactional costs can be submitted for reimbursement as incurred throughout the contract term, but grantees may be required to return payments to the State should the land transaction not successfully close. Transactional costs are limited to property surveys, appraisals, certified appraisal review, map and GIS/remote sensing data, phase I environmental assessment, title reports and title insurance, prorated property taxes, and state or local real estate transfer taxes, that are directly related to the project and necessary to facilitate a climate adaptation or mitigation implementation project. Eligibility Criteria All municipalities in the State of New York are eligible to apply for funding in response to this request for applications (RFA). For the purposes of this RFA and pursuant to 6 NYCRR § 492-1.1(j), a municipality is defined as a county, city, town, village, or borough (referring only to Manhattan, Bronx, Queens, Brooklyn, and Staten Island) residing within New York State Political subdivisions such as municipal corporations, school districts, district corporations, boards of cooperative educational services, fire districts, public benefit corporations, industrial development authorities, and similar organizations are not eligible to apply in response to this RFA Applicants do not need to be a certified or registered CSC or be working toward CSC certification to apply in response to this RFA Applicants must submit a resolution, adopted by the municipal legislative body, authorizing the application and specifying the match amount and the source of the local match.
