The EPA is soliciting applications from eligible entities to provide support for training and related activities to build the capacity of agricultural partners, state, territorial and Tribal officials and nongovernmental stakeholders in activities to be carried out to support the goals of the Clean Water Act (CWA) Section 303(d) Program, the CWA 305(b) Program, the Total Maximum Daily Load (TMDL) Program, the Nonpoint Source (CWA Section 319) Program, the Fish Monitoring/Advisory Programs, the Recreational Waters/Beach Monitoring Programs, and the Water Quality Monitoring Program.

The U.S. Embassy Kingston Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Grants Program. This Annual Program Statement outlines our funding priorities, strategic themes, and the procedures for submitting requests for funding. The deadline is necessary to provide sufficient time to process and award programs in advance of the end of our fiscal year on September 30, 2024. Project proposals should aim to strengthen ties between the United States and Jamaica by highlighting shared values and promoting bilateral cooperation. Proposals must convey an American element, which supports a priority program area (see below) or includes a connection with American expert(s), organization(s) or institution(s) in a specific field that will promote increased understanding of U.S. policy and perspectives. Priority program areas include: • Climate, Environment, and Energy o For example, addressing the climate crisis, responding to natural disasters, conserving nature, water security, sustainable agriculture, reducing harmful pollutants, energy resilience, and renewable energy. • Combating Financial Scamming and Other Criminal Activity o For example, addressing corruption and money laundering, improving police-public relations, appreciation of the law, teaching digital literacy, detecting financial scamming, and promoting behaviors that increase community safety. • Programs for At-Risk Youth o For example, diversion programs to prevent youth violence, educational programs for critical life skills, and parent/family interventions. • Economic Prosperity o For example, business development, closing skills gaps in local communities, human resources, infrastructure, cybersecurity, resource development, and trade. • Global Health o For example, managing contagious and infectious diseases, public health workforce development, and public health policy and management. • Gender Issues o For example, women’s empowerment, improving outcomes for marginalized male youth, addressing gender-based violence, and LGBTQIA+ issues. • Human Rights and Democracy o For example, addressing fundamental human rights, human trafficking, immigration, refugees, governance, the role of civil society, and freedom of the press/media. This funding furthers the purposes of the Conservancy’s mission, enabling legislation Public Resources Code, Division 22.9, Sections 32630 et al. (“the San Diego River Conservancy Act”), the Conservancy’s Strategic Plan Update 2018-2023, and other state approved priorities and plans.

This program provides financial support to businesses, nonprofits, and public entities in Ohio for energy efficiency projects that reduce energy costs and emissions while creating or retaining jobs.

Federal Funding Floor and Ceiling Amounts The estimated funding floor for this opportunity is $25,000, and the estimated funding ceiling is $300,000. The funding floor means the minimum agreement funding amount for the Federal share per agreement awarded. The ceiling is the maximum agreement funding amount for the Federal share per agreement awarded. These numbers refer to the total agreement amount, not any specific budget period.

This grant provides funding to nonprofit and government organizations in Colorado for horticulture-related projects that focus on education, therapy, research, and community improvements.

The Virginia Emergency Shelter Upgrade Assistance Fund was established by Senate Bill 350, introduced by Senator Lucas, effective from July 1, 2020. This fund is dedicated to providing matching funds to local governments for installing, maintaining, or repairing emergency shelter infrastructure to enhance resilience against natural disasters. This includes infrastructure for backup energy generation, such as solar energy generators, and wind retrofitting to improve structural integrity. The fund prioritizes projects that protect vulnerable populations, offer long-term risk solutions, and support primary shelter enhancements as verified by Local Capabilities Assessment Reports (LCAR). Eligible applicants are local governments with a current and locally-adopted emergency operations plan compliant with Virginia’s Emergency Services and Disaster Laws. Local governments are restricted to one application per year and must have completed any prior funded projects before applying.

Notice of Funding Opportunity Summary The Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA), is announcing the potential availability of funding for the development of small-scale and urban-focused agriculture production activities. The Tennessee NRCS Small-Scale Urban-Focused Agriculture Project is an effort to challenge local Conservation Districts, non-profit organizations, non-government organizations, institutions of higher learning and other community partners to work toward the development of demonstration urban, community, and pollinator gardens across Tennessee. Awarded projects will demonstrate the process of planning and applying natural resource conservation practices, systems, and treatment in urban agricultural environments. Awarded structural practices will promote agricultural production and optimize environmental benefits in urban agricultural environments. Proposals will be accepted from eligible entities for projects located in Tennessee. NRCS anticipates the total amount awarded under this announcement in Federal fiscal year 2024 will be approximately $320,000.00. The Green Transportation Capital Grant Program, administered by the Washington State Department of Transportation, aims to fund cost-effective capital projects for transit authorities. Its core mission is to reduce the carbon intensity of Washington's transportation system, aligning with broader climate action efforts supported by the state's Climate Commitment Act (CCA). The CCA's strategic priority is to decrease climate pollution, create jobs, and enhance public health, making this grant a direct mechanism to achieve these goals by investing in sustainable transportation solutions. The primary beneficiaries of this program are transit agencies within Washington state, including various city, county, metropolitan, public, unincorporated, regional, and special purpose district transit systems. The impact goals are centered on transforming public transportation infrastructure to be more environmentally friendly. This includes the electrification of transit vehicle fleets and the development of necessary supporting infrastructure, such as charging and fueling stations, and associated electrical system upgrades. The program prioritizes capital projects that directly contribute to fleet electrification and the transition to zero-emission transportation. Eligible projects encompass the acquisition of battery and fuel cell-operated electric vehicles, modification of facilities for electrification or hydrogen refueling, and the construction of new facilities that primarily support electrified fleets. Additionally, it covers essential upgrades to electrical transmission and distribution systems, in-house staff managing capital construction, and property rights acquisition for these projects. The expected outcomes and measurable results include a significant reduction in carbon emissions from the Washington transportation sector, directly contributing to the state's climate goals. Historically, the program has awarded between $12 million and $50 million per biennium, indicating a substantial investment in achieving these outcomes. The project period for most applications is two years (July 1, 2025 – June 30, 2027), with construction projects potentially extending to four years, allowing for tangible progress in transitioning to green transportation.

The Rural Outreach Grant, offered by the National Association of REALTORS® (NAR), supports state and local REALTOR® association initiatives focusing on rural issues such as broadband access, well and septic systems, open space preservation, environmental standards, and planning and zoning issues. The program consists of two levels of funding: Level 1 supports efforts to educate REALTORS® and the public about rural issues, with a maximum award of $3,000; Level 2 supports initiatives such as studies, events, and public outreach on rural issues in partnership with public and private stakeholders, with a maximum award of $7,500. Applications for 2024 are open from January 2 through October 15 or until commitment levels reach 100%.

The Scranton Area Community Foundation is offering Community Needs Grants ranging from $10,000 to $100,000 to nonprofit organizations in Lackawanna County, Pennsylvania, to fund projects addressing community needs in areas such as education, arts, environment, human services, animal welfare, and civic affairs, with applications evaluated based on community impact, organizational capability, and project feasibility & sustainability.

This funding opportunity supports organizations working to improve shoreland habitat and water quality by implementing best practices on behalf of multiple property owners in Wisconsin.

The Cultural Facilities Grants are designed to support Vermont nonprofit organizations and municipalities in enhancing, creating, or expanding the capacity of existing buildings to offer cultural activities to the public. These activities broadly include artistic, creative, aesthetic, historic, or scholarly events such as performances, exhibits, readings, film screenings, workshops, and more. Eligible projects may involve improvements to wiring, heating, lighting, plumbing, accessibility features, stage enhancements, permanent display installations, environmental controls, hazard mitigation, and energy efficiency upgrades. The grant period is set from September 1, 2024, to August 31, 2025, and includes a mandatory match on a 1:1 basis with specific requirements for cash and in-kind contributions. Applications are encouraged from entities that own a facility in Vermont that has been in existence for at least ten years.
