The purpose of CIG is to stimulate the development and adoption of innovative conservation approaches and technologies in conjunction with agricultural production in the United States and its territories. CIG projects are expected to lead to the transfer of conservation technologies, management systems, and innovative approaches (such as market-based systems) to agricultural producers, into government technical manuals and guides, or to the private sector. CIG generally funds pilot projects, field demonstrations, and on-farm conservation research. On-farm conservation research is defined as an investigation conducted to answer a specific applied conservation question using a statistically valid design while employing farm-scale equipment on farms, ranches or private forest lands. The CIG program is not a NRCS producer financial assistance program. Project outcomes should benefit a region of a state or the entire state and not just benefit one farm. NRCS will prioritize projects that will implement climate-smart agriculture conservation activities which are targeted to assist agricultural producers and nonindustrial private forestland owners in directly improving soil carbon, reducing nitrogen losses, or reducing, capturing, avoiding, or sequestering carbon dioxide, methane, or nitrous oxide emissions, associated with agricultural production. All CIG projects must involve EQIP-eligible producers that meet EQIPs eligibility requirements listed in 7 CFR 1466.6(b)(1) through (3).

The National Academy of Sciences Gulf Research Program is investing $50 million in the Gulf Futures Challenge to fund projects addressing critical challenges in the Gulf region. The Challenge aims to discover and promote innovative and transformative solutions by leveraging the talent and knowledge of the Gulf's people. The competition focuses on three main areas: energy transition, environmental change along the coast, and healthy and resilient communities. Up to ten finalists will receive up to $1 million in project development support, with two finalists awarded $20 million each to implement their solutions. Eligible applicants include nonprofits, state, local, and tribal governments, and academic institutions from Alabama, Florida, Louisiana, Mississippi, or Texas, with projects located within 100 miles of the Gulf coastline. The Department of the Interiors (DOI) Bureau of Ocean Energy Management (BOEM) is responsible for managing energy and mineral resources on the Outer Continental Shelf (OCS). BOEMs mission is to promote economic development and energy independence while ensuring protection of the environment. The Marine Minerals Program (MMP) within BOEM provides negotiated agreements for OCS sediment resources used in coastal restoration efforts. The MMP continues to look for better ways to serve the American people and to ensure that the nation receives the best value for its resources now and into the future. The Program provides information to support decision-making not only within the Department of the Interior, but also to coastal states and local governments to ensure the responsible use of OCS resources for coastal restoration activities.The Outer Continental Shelf Lands Act (OCSLA) Section 1346 mandates environmental and socioeconomic studies be conducted that are needed for the assessment and management of environmental impacts on the human, marine, and coastal environments which may be affected by offshore energy or other mineral development. The Outer Continental Shelf Lands Act (OCSLA), Section 1331 encourages state participation in policy and planning decisions related to OCS resources, including sand and gravel. OCSLA Section 1345 authorizes the use of cooperative agreements with affected States to meet the requirements of OCSLA, including sharing of information, joint utilization of available expertise, formation of joint monitoring arrangements to carry out applicable Federal and State laws, regulations, and stipulations relevant to outer continental shelf operations both onshore and offshore.Cooperative partnerships with states, through either a state agency or institution of higher learning, to conduct marine minerals investigations have successfully been completed since 1994

The principle objective of the Traditional Conservation Grant Program is to support the development and implementation of States programs to conserve and recover threatened and endangered species under the Services jurisdiction. Financial assistance, provided in the form of grants, can be used to support projects that have direct benefits for federally listed species, candidate and at-risk species, and recently delisted species. States may apply for funding to conduct conservation work on federally-listed resident species that are included in the States cooperative agreement. States may also apply for funding to monitor candidate, at-risk, and recently delisted species. Projects proposed for funding may involve management, research, monitoring, and outreach activities or any combination thereof. Applications should include clear and specific information about how the proposed work would contribute to species recovery or prevent the need to list a species under the Endangered Species Act. Successful applications will be those that clearly demonstrate a direct benefit to the species or its habitat.

Priority Region: Gabon Program Objectives: a) Rehabilitate critical mangrove areas through reforestation/replanting. b) Initiate an awareness and education campaign focused on educating local communities on the ecosystemic benefits of mangroves protection. c) Preparatory work in collaboration with the Ministry of Environment, civil society, and local NGOs leading to the adoption of a law to protect, preserve and restore mangrove ecosystems in Gabon. The project kick-off for each activity should be as follows: 1. Planting of mangrove trees in critical areas - Identify deforested mangrove areas that are most critical to flood prevention - Coordinate with local communities to plant new mangrove trees 2. An awareness campaign in local communities - Once the critical mangrove areas are identified, an educational campaign will begin in those communities to sensitize them on the importance of preserving the mangroves for economic and security reasons. 3. Collaboration with the Gabonese government on a law protecting and preserving critical mangrove forests. - [The implementer will form] a working group of NGOs, civil society, scientists, and the government to identify opportunities for improvement in existing Gabonese law and draft a new law that addresses those weaknesses. - the working group will facilitate the presentation of the new law to the appropriate governmental authorities to be considered for law.
