This Funding Opportunity Announcement (FOA) encourages studies that develop and test the effectiveness of strategies for implementation and sustainable delivery of evidence-based mental health treatments and services to improve mental health outcomes for underserved populations in under-resourced settings in the United States. Studies should identify and use innovative approaches to remediate barriers to provision, receipt, and/or benefit from evidence-based practices (EBPs) and generate new information about factors integral to achieving equity in mental health outcomes for underserved populations. Research generating new information about factors causing/reducing disparities are strongly encouraged, including due consideration of the needs of individuals across the life span.

Applications received that do not align with the population of focus of initial award will be deemed non-responsive and will not be considered.The CDC-RFA-PW-24-0080 recipients are eligible to submit applications for new FY24 CIO Project Plans that match the Population of Focus Category (A, B, or C) and Population of Focus Description for which they received initial funding in FY24. This supplemental funding opportunity enables recipients to engage in capacity-building assistance (CBA) priorities as identified in the CIO Project Plans attached to this publication. Recipients may refer to their Funding Strategy 1 Notice of Award to determine the Category and Population of Focus theyre approved to build capacity for under this supplemental opportunity.CBA is defined as activities that strengthen and maintain the infrastructure and resources necessary to sustain or improve system, organizational, community, or individual processes and competencies. CBA is delivered through technical assistance, training, information sharing, technology transfer, or materials development that enables organizations to operate in a comprehensive, responsive, and effective manner. The goal is to fund organizations that have the capability, expertise, resources, and national reach to support public health infrastructure and workforce needs. These include directly enhancing entanglement response in Southern California, and potentially beyond if it benefits local cetaceans, coordinating with federal, state, and local resource agencies to improve the overall West Coast Marine Mammal Entanglement Response Program, and training and developing volunteer response capacity. Furthermore, proposals should outline how activities will contribute to the development of the overall capacity and infrastructure of the program. Expected outcomes include a more robust and efficient entanglement response network, a reduction in the number of entangled cetaceans, improved survival rates of entangled animals through effective disentanglement, and enhanced coordination among relevant agencies. Measurable results would likely involve metrics such as the number of successful disentanglements, the increase in trained responders, and the documented reduction in entanglement-related mortalities. An estimated $250,000 will be available for a Phase 1 project award, anticipated to last 1-2 years, with a priority geographic focus on the coastlines off Santa Barbara, Ventura, Los Angeles, and Orange Counties.

This FOA will support integrated, interdisciplinary research teams from prior BRAIN technology and/or integrated approaches teams, and/or new projects from the research community that focus on examining circuit functions related to behavior, using advanced and innovative technologies. The goal will be to support programs with a team science approach that can realize meaningful outcomes within 5-plus years. Awards will be made for 5 years, with a possibility of one competing renewal. Applications should address overarching principles of circuit function in the context of specific neural systems underlying sensation, perception, emotion, motivation, cognition, decision-making, motor control, communication, or homeostasis. Applications should incorporate theory-/model-driven experimental design and should offer predictive models as deliverables. Applications should seek to understand circuits of the central nervous system by systematically controlling stimuli and/or behavior while actively recording and/or manipulating relevant dynamic patterns of neural activity and by measuring the resulting behaviors and/or perceptions. Applications are expected to employ approaches guided by specified theoretical constructs, and are encouraged to employ quantitative, mechanistic models where appropriate. Applications will be required to manage their data and analysis methods in a prototype framework that will be developed and used in the proposed U19 project and exchanged with other U19 awardees for further refinement and development. Model systems, including the possibility of multiple species ranging from invertebrates to humans, can be employed and should be appropriately justified. Budgets should be commensurate with multi-component teams of research expertise including neurobiologists, statisticians, physicists, mathematicians, engineers, computer scientists, and data scientists, as appropriate - that seek to cross boundaries of interdisciplinary collaboration.
