Housing Grants

The 2023 Property Tax Relief Grant is a one-time grant proposed by Governor Brian Kemp to refund $950 million in property taxes to homestead owners in Georgia. The grant, also known as the Homestead Tax Relief Grant, was signed into law on March 13, 2023. The Department of Revenue has been allocated $950 million to reduce the assessed value of Georgia homesteads by $18,000. To receive the grant, property owners will see a $18,000 reduction in the assessed value of their property. Local tax officials will notify the Department of Revenue of the anticipated revenue, and the Department of Revenue will issue credits to the local taxing authorities. The grant does not apply to rental properties and is only available to homesteads claimed by Georgia taxpayers before the April 1 deadline. It is important to note that the Property Tax Relief Grant is different from a homestead exemption. Georgia offers various homestead exemptions, including exemptions for seniors over 65, disabled veterans, and surviving spouses of public safety officers. The grant program was created in the late 1990s and discontinued after the 2008 Recession, but it has been reinstated due to the State's excess reserves. The grant does not provide a paper check or direct deposit, but rather appears as a reduction on the property tax bill.

The Equitable and Affordable Solutions to Electrification (EAS-E) Home Electrification Prize offers up to $2.4 million in prizes for innovative solutions that advance the electrification retrofits of residential homes across all building types and geographies. The goal is to make electrification more affordable and accessible in existing U.S. homes, with a focus on equitable solutions for all homeowners, including those in low-income and under-resourced communities. The prize supports design solutions, tools, and technology innovations that enable the switch to electric products and reduce carbon emissions. The Promise Grant program, supported by the DeKalb County Community Foundation, provides funding to charitable community organizations that serve underserved populations in DeKalb County. The program aims to inspire, educate, and empower individuals facing challenges related to ethnicity, immigration status, and abilities. The grant is funded by two funds: The Promise Fund-El Fondo de la Promesa and the Howard and Mildred Eychaner Fund. Eligible applicants include 501(c)3 nonprofit organizations in DeKalb County, school districts, schools, education facilities, churches (non-religious programs), and municipal or governmental entities. Grant applications open on August 15 with an October 1 deadline. Funding decisions are typically made within one month of the deadline. Since 1986, the state’s Housing Trust Fund has invested over $2 billion in capital funding and helped build or preserve more than 58,600 affordable housing units statewide. The Washington Legislature makes biennial appropriations in the capital budget and directs the Department on how to invest the funds. The Housing Trust Fund provides capital financing through loans or grants to affordable housing projects through annual competitive application cycles.For over 25 years the Policy Advisory Team (PAT) has provided recommendations and advice on affordable housing policy for Commerce and the Affordable Housing Advisory Board (AHAB). RCW 43.185A.020 requires Commerce to develop and administer its affordable housing program with advice and input from AHAB. Commerce has made it a priority to make our community feedback more representative of communities most impacted by the housing crisis and discrimination in housing. Incorporating the voices of community members, and particularly centering voices of communities that experience marginalization and discrimination in access to housing, was a priority throughout a consultant-led process, which involved multiple public meetings across 2023. As a result of this process, Commerce recognizes the need to improve engagement holistically, and is presenting a proposal that replaces the current PAT. This proposal focuses on the following strategies to increase transparency of decision making by incorporating input from diverse stakeholders with reasonable timelines, presentations and multiple feedback channels.

The LOCAL program provides Washington municipalities with a cost-effective way to finance equipment and/or real estate projects. Participants will benefit from the current program rating of Moody’s Aa1, low fees and expenses, technical assistance, and access to the tax-exempt bond market. The LOCAL Program allows participants access to the national tax-exempt market through a competitive bid process, regardless of the size of their financing contract • By pooling with the State’s Aa1 rated COP issuances, LOCAL participants are able to take advantage of the State’s very low tax-exempt interest rates

Priority will be given to organizations operating within these areas of impact. The Little Haiti Revitalization Trust is launching the Small Business Grant Program to support economic growth and revitalization in Little Haiti, Miami. The Trust will oversee and facilitate the city's revitalization efforts in line with the Five-Year Consolidated Plan. The program aims to stimulate employment, business growth, and investment within the Little Haiti boundaries.
