Program Objectives: The program is meant to celebrate and support the bilateral MOU on cultural heritage protection agreement between the United States and Algeria (2024-2029). The U.S. Mission to the UAE announces the Notice of Funding Opportunity (NOFO) for a cultural residency program that will: (1) strengthen the foundational social and human ties between the people of the United States and the United Arab Emirates (UAE); (2) deepen U.S.-UAE partnerships with established and high-profile UAE cultural institutions and festivals; and, (3) support capacity building for the creative industry in the UAE. This program will consist of at least six in-person residencies for American artists and performers (individuals or groups) lasting from up to three weeks each and organized around one of six major UAE cultural festivals such as: Abu Dhabi Art Festival, Ras Al Khaimah Arts Festival, Sharjah Heritage Days, and Culture Summit Abu Dhabi. Each residency will consist of at least one festival performance, workshops for Emirati youth and emerging artists, and roundtable discussions with local UAE cultural institutions. American artists and performers will be confirmed based on the local partners priority genres or areas of interest, festival dates, prior experience with cultural residencies or similar programs, and artist capacity to conduct educational outreach activities. Eligibility for this NOFO is limited to U.S. not-for-profit/non-governmental organizations (NGOs) subject to section 501 (c) (3) of the U.S. tax code, including public and private educational institutions and public international organizations and governmental institutions. Applicants are also encouraged to seek partnerships with organizations that demonstrate complementary value to accomplish the wide range of proposed projects. The Public Diplomacy Section of the U.S. Embassy in Madrid and U.S. Consulate General in Barcelona (known collectively as PD Spain) of the U.S. Department of State announces an open competition for organizations to submit proposals to design, manage, and implement Defensa y Yo 5.0, a program promoting security and defense issues among Spanish and Andorran public university students. In 2021, working with a local partner organization, Mission Spain established "Defensa y Yo" (DyY) a program promoting security and defense issues among Spanish youth. The program includes three elements: 1) Lectures by U.S. experts in select Spanish public universities on a variety of topics related to security and defense. 2) Attendees can then participate in a competition where they submit a project on one of the topics covered in the lecture series. 3) A winner is selected from each university, with winning students traveling to Brussels to visit NATO headquarters and other security and defense institutions. For this fifth edition of the Defensa y Yo program, Mission Spain welcomes creative proposals to continue the program in sixteen selected Spanish public universities, strengthen the relationships with both the university administrators and professors, and engage the network of participants from the four previous editions. Program Objectives: Objective 1: Spanish public university students gain knowledge and tools to discuss and share accurate information on security and defense issues with their peers and become better informed future leaders. Objective 2: Strong relationships are formed with both the university administrators and professors. Objective 3: Mentorship relationships are formed between participating students of all four editions of DyY and the alumni association GEOSEDE. Recipient Responsibilities: This award will be separated into two parts to include a non-competitive continuation clause based on awardee performance and execution of the program objectives detailed below in part one. Funding for part two of the project is not guaranteed, and the renewal of the award to cover the second part of the project is at the discretion of the Department of State, and will be evaluated based on successful completion of the recipient responsibilities and program objectives. Part One: 1. Develop and implement a program consisting of a series of lectures (in-person or virtual, when necessary) on security and defense themes featuring a U.S. expert (i.e. representatives from academia, civil society, international organizations, think tanks, U.S. government, etc.). These lectures will take place at sixteen selected Spanish public universities - one session per university from February 2025 to May 2025. Ideally, the grantee will invite a total of four speakers, one per month. Each speaker would reach four of the participating universities during the course of one week. These U.S. speakers will be selected by the grantee in collaboration with PD Spain. 2. Prepare program guidelines and other relevant materials for professors of the participating Defensa y Yo universities. 3. Conduct a formal registration of all attendees of the Defensa y Yo sessions at the sixteen participating universities. Design and conduct qualitative and quantitative research pre and post program via survey, focus groups, etc. to measure the programs effect on the participants as well as general trends, mindsets, and knowledge of the target audience on security and defense issues. 4. Maintain and support the existing Defensa y Yo website to convey program information and highlights with featured editorial space on the granteeβs website. 5. Develop and implement a media and social media plan, with a specific emphasis on promoting the program and highlighting program impact in the sixteen universities. The press and social media campaign should be coordinated with the communications departments of the participating universities and PD Spain. 6. Develop a competition for lecture attendees (students) that identifies the best project per University around a chosen theme related to security and defense issues. Pieces should be submitted by the student participants of the Defensa y Yo program who have registered and attended the Defensa y Yo sessions; 7. Develop a transparent review process that involves PD Spain to evaluate competition applicants (one selected candidate from each one of the participating universities) for the exchange program in Brussels. 8. Organize a professional development opportunity for all 16 professors from participating universities to strengthen their network and knowledge in defense-related topics. Coordinate travel logistics, provide necessary documentation, and implement engaging activities. Part Two: 9. Conduct a pre-departure orientation (in-person, in Madrid) for Defensa y Yo Fellows before their departures from the city where their university is located to Madrid and Brussels; 10. Create program materials (both electronic and print) to assist finalists in preparing for their fellowship in Brussels, and answer questions on programmatic issues, including, but not limited to, program responsibilities and expectations, travel, accident and sickness benefits, lodging and meals and incidentals, leadership development, etc.; 11. Arrange and cover via award the cost of all appropriate program-related travel for Defensa y Yo Fellows to participate in a 4-day exchange program in Madrid and Brussels in the fall of 2025, including but not limited to transportation, lodging, and meals and incidental expenses, etc.; 12. Develop and implement a social media plan during the exchange program in Brussels, with a specific emphasis on the student winners participating in the program; 13. Manage financial aspects of the program including timely disbursement of participant meal and incidental stipends, lodging and travel allowances, etc. and promptly report any irregularities in the budget or spending to PD Spain both for participating speakers, participating professors, and selected student winners during their exchange program; 14. Participate in regular program reviews and meetings with PD Spain (in person or by telephone) that provide general updates on program implementation and matters of concern including but not limited to a review of the effectiveness of past activities, progress on anticipated programmatic activities, and issues that may impede the implementation of planned programming; 15. Respond fully and promptly to requests for program or statistical information from PD Spain, including but not limited to providing information through spreadsheets and databases; 16. A. PROGRAM DESCRIPTION After a successful inaugural program in 2024, U.S. Embassy Seoul is excited to launch the second Academy for Women Entrepreneurs (AWE) in Korea. The U.S. Department of State created AWE to support and empower women entrepreneurs globally. The program provides the skills, knowledge, and resources needed to build, manage, and scale successful businesses a key priority highlighted by both President Biden and President Yoon during the 2023 U.S.-ROK State Visit. Participants will gain skills to maximize their contributions to the Korean economy and facilitate entry into the U.S. market. The selected grantee will facilitate a pre-made curriculum combining online and offline components. The curriculum covers topics including entrepreneurship, business planning, marketing, financial management, and pitching. The grantee will also collaborate with U.S. Embassy Seoul to organize networking activities for participants to build relationships amongst themselves and to expand their networks of Korean and American business leaders. Prior to the program, the grantee organization will receive an AWE training session to familiarize themselves with the program's curriculum. Key Outputs: Recruitment: The grantee, in close collaboration with U.S. Embassy Seoul, will recruit 25 women entrepreneurs who have been running their businesses since inception. Detailed participant selection criteria will be designed in close collaboration with the grantee organization. Program: Training: The first phase of the program will focus on Thunderbird University's three-month-long 100 Million Learners Program, delivered online. During this phase, the grantee organization will maintain regular check-ins with participants to ensure their active engagement. Monthly in-person meetings will be held to facilitate discussion of the material and best practices for adapting these skills to their own businesses. Networking: The grantee organization will organize networking activities. U.S. Embassy Seoul will supplement these activities with invitations for participants to attend related ongoing programs or events. In particular, these networking activities should involve the inaugural 2024 AWE cohort and their mentors, when possible. Events: The program will culminate in a graduation ceremony in Fall 2025. The proposed workshop will focus on introducing existing and aspiring young game developers to the concept of designing games to combat misinformation and equipping them with the technical and narrative skill sets to create compelling interactive experiences. The program should also provide participants with nuanced background knowledge on critical issues related to misinformation that could be highlighted through a gaming medium. Proposals should seek to convene 60-70 skilled gaming industry professionals and game design students for a four-day program comprised of a two-day workshop led by American and local experts on designing games with social messages, followed by a two-day game jam during which participants form teams and conceptualize games that could address pressing misinformation issues in Cte d'Ivoire. It aims to implement a new policy approach that addresses the political drivers of fragility and supports locally driven solutions. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise one- to three-page statement of interest designed to clearly communicate program idea and objectives. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to the required development of a full proposal application. Special consideration will be given to projects benefiting rusty patched bumble bee, Franklinβs bumble bee, Karner blue butterfly, Dakota skipper, Poweshiek skipperling, and Mitchellβs satyr. Categories Grants will be awarded in two categories:Β Technical Assistance for Private Working Lands Funding in this category will support implementation of technical assistance to increase the number of private landowners voluntarily engaged in monarch butterfly and pollinator conservation practices on private working lands. Up to $2 million is expected to be available for grants ranging from $150,000 to $500,000. This category aims to support conservation planning and practice design with private landowners to advance voluntary conservation efforts on working lands that align with NRCS Working Lands for Wildlife frameworks or initiatives, and especially increase Working Lands for Wildlife participation among farmers, ranchers, and forest landowners in the Historically Underserved and Special Emphasis categories. The 2024 Pollinator Fund RFP will support projects that: Direct staff resources to help agricultural producers design and implement conservation practices. Increase Farm Bill program participation and conservation practice implementation among agricultural producers, especially farmers and ranchers in the Historically Underserved and Special Emphasis categories. Funding in this category will support the following two strategies: Hiring additional staff or contractors, based on demonstrated need, including staff to assist private landowners and NRCS with developing pollinator habitat management plans and implementation of new and existing NRCS financial assistance contracts. Targeting outreach to landowners and other partners to prioritize, plan, and deliver financial assistance available through the Conservation Stewardship Program (CSP), Environmental Quality Incentives Program (EQIP), and other Farm Bill programs to improve pollinator habitat and support at-risk pollinator species. Habitat Improvement Funding in this category will support on-the-ground work to increase the quality, quantity, and connectivity of habitat for the monarch butterfly and other native insect pollinators. Up to $3.1 million is expected to be available for grants ranging from $200,000 to $300,000. Funding will be awarded for projects up to two years in length following finalization of the grant agreement. Applicants in this category should define a step-by-step restoration plan including site preparation, equipment used, planting techniques, size of the project area, description of target native plant community, and maintenance plan (e.g., prescribed burning, mowing, grazing schedules). Projects proposed to benefit other at-risk native insect pollinators should specify habitat needs for those species and how the proposed work will support their breeding, nectaring, nesting, or other habitat needs. Funding in this category will support the following two strategies: Restore and enhance pollinator habitat, with an emphasis on regionally appropriate milkweed and a diversity of native nectar plants. Increase native seed and seedling supply, with an emphasis on improving the sustainability and affordability of regionally appropriate, local ecotypes. Program PrioritiesΒ All proposals must specifically address how the proposed project will directly and measurably contribute to the accomplishment of the Pollinator Fundβs goals as outlined in NFWFβs Monarch Butterfly Business Plan. As such, all proposals must provide the number of acres restored or enhanced as a result of the project. Proposals must include plans to restore or enhance a minimum of 100 acres in California or 500 acres in all other eligible states.
