As directed by Congress, SSP makes federal funds available to enable non-federal entities to off-set allowable costs incurred for services associated with noncitizen migrants recently encountered and released by DHS. As stated in the FY 2024 appropriation, the primary purpose of SSP is to reliev[e] overcrowding in short-term holding facilities of [CBP]. Recipients of SSP may also seek grant funds for renovations or costs associated with modifications to existing facilities in support of individuals who have recently been released from the custody of CBP. Refer to Appendix A of the NOFO for allowable activities.The Department of Homeland Security (DHS) has committed to bolstering the capacity of non-federal entities to receive noncitizens after they have been processed by U.S. Customs and Border Protection (CBP) and released from a DHS facility. The National Park Service Species Inventories Program (https://www.nps.gov/im/species-inventories.htm) funds projects that address specific management actions underway or planned at a park and the timeline for these projects typically is 12-18 months, resulting in a standard set of deliverables including a report. Four parks in the southeastern United States need an inventory of bat species occurrence (presence/absence) particularly of tricolored bats and their roost site locations and foraging habitat. The parks are Canaveral National Seashore, Fort Matanzas National Monument, Cumberland Island National Seashore and Timucuan Ecological and Historic Preserve. Each park would like to understand bat presence/absence in natural habitat and selected structures. They anticipate a sample set of at least five sites at each park could be sufficient to provide insights to their management needs. Our project development workflows involve engaging park managers to clarify their needs. Once an agreement is in place, we coordinate project calls and assist with deliverables and product reviews.

The U.S. Embassy Port Louis Public Diplomacy Section (PDS) of the U.S. Department of State announces an open competition for organizations or individuals to submit a Statement of Interest (SOI) to carry out a program (or programs) to promote bilateral relationships between the U.S. and Mauritius and Seychelles. Please carefully read and follow all instructions below. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise (1500 word) statement of interest designed to clearly communicate program ideas and objectives. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to requiring the development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their program idea(s) by submitting a full proposal application. Full proposals will go through a second merit review before final funding decision are made. Two-round process: In Round 1, applicants submit a concise Statement of Interest (SOI) of no more than 1,500 words that describes the program ideas and their objectives. The Public Diplomacy Section will review SOIs and invite a limited group of applicants to continue in Round 2. In Round 2, applicants expand their ideas into full funding proposals for formal consideration. SOIs may be submitted for consideration through June 1, 2024. PDS invites organizations interested in potential funding to submit SOI applications outlining program concepts that reflect this goal. Please carefully follow all instructions below. The submission of a SOI is the first step in a two-part process. Investigative Journalism: Activities that link Beninese journalists to American journalists or media institutions, and/or empower community radios with best practices to handle an adversarial debate, and/or develop tools and skills to combat myths and disinformation and to verify information before sharing with the public in order to strengthen free press and journalism as an institution in Benin. Target audience: community radios, mid-career journalists. (One to two awards anticipated, maximum $15,000 each). U.S.-Benin Partnership: Activities featuring popular American and/or Beninese artists, musicians, cultural figures, and other influencers in order to promote a deeper understanding of the United States long support for improving trade and prosperity in Benin, as well as habits that lead to healthier and more prosperous lives (e.g. promoting U.S.-Benin trade with linkage to AGOA). Target audiences include: women entrepreneurs who specialize in handicrafts, youth and young adults who use social media or listen to radio as their primary source of information; and/or educated urban adults unaware of U.S. initiatives to support Benins development. (One to two awards anticipated, maximum $25,000 each). Skills for Success: Activities to promote STEM, learning American English, especially through soft skills (such as resume writing, digital communications, basic financial literacy, public speaking, entrepreneurial skills) and digital literacy, drawing on American and Beninese examples, in order to encourage successful participation in the global economy. Applicants are strongly encouraged to partner with English Clubs, American Spaces, or U.S. exchange program alumni to conduct these activities. Target audiences include: underemployed and unemployed youth who will soon complete or have completed formal education; female microentrepreneurs; and/or graduate/undergraduate students in Science, Technology, Engineering, or Math with a strong interest in improving their English or pursuing graduate study in the United States. Section 2391(d) of Title 10, United States Code (10 U.S.C. 2391(d)), authorizes the Secretary of Defense to make grants, conclude cooperative agreements, and supplement funds available under Federal programs administered by agencies other than the Department of Defense to assist State and local governments to address deficiencies in community infrastructure supportive of a military installation. Community infrastructure projects are transportation projects, community support facilities (e.g., schools, hospitals, police, fire, and emergency response), and utility infrastructure projects (e.g., water, wastewater, telecommunications, electric, gas, etc.) that are located off of a military installation or on property under the jurisdiction of a Secretary of a military department that is subject to a real estate agreement (including a lease or easement), and are owned by a state or local government or a not-for-profit, member-owned utility service. This Notice identifies the criteria established for the selection of community infrastructure projects. Proposals will be competitively scored across these criteria, identified in Section E., paragraph 1. of this Notice. Program funding at $100 million is available and will expire if not obligated prior to the close of business on September 30, 2024. Project proposals must include a letter of support from the local installation commander representing the installation benefitting from the proposed project. Letters of support must, at a minimum, indicate the benefitting installations need for the project, willingness to support the civilian execution of the project to the extent practicable, including assisting the Office of Local Defense Community Cooperation with technical review and execution of any required National Environmental Policy Act documentation for the proposed project, and, where applicable, indicate if the proposed project is defense-related critical infrastructure. For proposals for projects that will contribute to the training of cadets enrolled in an independent program at a covered educational institution, the letter of support must include the support of an installation commander for an installation benefitting from the proposed project, regardless of the distance between the covered educational institution and the installation benefitting from the project.

The U.S. Embassy Kingston Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Grants Program. This Annual Program Statement outlines our funding priorities, strategic themes, and the procedures for submitting requests for funding. The deadline is necessary to provide sufficient time to process and award programs in advance of the end of our fiscal year on September 30, 2024. Project proposals should aim to strengthen ties between the United States and Jamaica by highlighting shared values and promoting bilateral cooperation. Proposals must convey an American element, which supports a priority program area (see below) or includes a connection with American expert(s), organization(s) or institution(s) in a specific field that will promote increased understanding of U.S. policy and perspectives. Purpose of PAS Public Diplomacy Grants: The Public Affairs Sections of the U.S. Embassy and Consulates in Brazil invites proposals for programs that strengthen ties between the United States and Brazil through cultural, arts, educational, media, information, and exchange programming that highlights shared values and promotes bilateral cooperation. The bilateral nature of proposals is especially important during calendar year 2024, the 200th anniversary of the establishment of diplomatic relations between Brazil and the United States. All programs must include an American cultural element, or connection with American expert(s), organization(s), or institutions in a specific field that will promote increased understanding of U.S. policies, values, and perspectives as well as incorporate a cross-cutting approach to diversity, equity, inclusion, and accessibility (DEIA). Examples of PAS public diplomacy grants include, but are not limited to: Academic and professional lectures, seminars, and speaker programs that include U.S. speakers; Artistic and cultural workshops, joint performances, and exhibitions; Cultural heritage conservation and preservation programs; Programs that strengthen U.S. college and university relationships with local higher education institutions, businesses, and/or regional organizations; Media trainings PAS encourages applications from eligible civil society organizations, community representatives, think tanks, non-governmental organizations, academic institutions, government institutions, and international organizations. The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to support the Nigerian interagency in designing, revising, and implementing crisis response plans and protocols. Nigeria is Africaβs largest democracy with a population of over 230 million people and the continentβs largest economy. However, Nigeria currently faces a terrorist threat from primarily the Islamic State of Iraq and Syria West Africa Province (ISIS-WA), the largest ISIS affiliate outside Iraq and Syria, that continues to expand throughout the country. Boko Haram, alQa'ida-aligned Ansaru, and a myriad of gangs and bandit organizations also remain persistent threats. Ensuring that Nigeriaβs civilian security services are capable of responding to and managing a crisis is critical to ensuring the safety, stability, and prosperity of the country. This program should identify how the Nigerian interagency prepares crisis response plans, who is involved in that process, and how those plans are tested. CT expects the selected implementer to build the Nigerian interagencyβs capacity to develop and/or update these crisis response plans through trainings, mentorship, and simulation exercises and assist the Nigerian interagency with developing their own trainings and exercises to maintain those crisis response plans after the program is over. The application should show an emphasis on interagency coordination in the programβs theory of change and an explanation of how interagency coordination will be assessed and measured. CT is also interested in how the implementer will facilitate sustainability through preparing the Nigerian interagency to institutionalize crisis response reviews. CT can also assist the selected implementer in coordinating and deconflicting program activities with previous foreign assistance programs that worked on this topic. Program Goal: Nigeriaβs civilian security services are capable of effectively executing crisis response measures using interagency coordination and institutionalizing emergency management procedures, including the allocation of resources for response activities. Program Objective(s): This program seeks to achieve the following objectives: 1. By 2026, Nigeria has assessed its current interagency coordination efforts and crisis response plans. This objective must be met before the period of performance ends as all other objectives will build on it. 2. By 2027, Nigeria has developed or updated crisis response management plans that delineate roles, responsibilities, and authorities among applicable agencies and/or entities depending on where, when, and what type of crisis has occurred. 3. By 2027, Nigeriaβs designated civilian security agencies (noted in Participants and Audiences) and interagency coordination capacities are strengthened through training, exercises, and simulations based on the crisis response plans developed with the assistance of the selected implementer. 4. By 2027, Nigeriaβs designated civilian security agencies and interagency coordination capacities are assessed through tabletop exercises to determine the sustainability of crisis response planning, development, and validation procedures. Participants and Audiences: The intended target audience includes Nigeriaβs Office of the National Security Advisor, the Department of State Security Services, Nigeria Police Force, Nigeriaβs Security and Civil Defense Corps, INTERPOLβs Abuja National Central Bureau, Nigeriaβs National Counterterrorism Center, Nigeria Immigration Service, and other Nigerian civilian security agencies and relevant ministries.
