The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) invites applicants who received an official request from BJA to apply for funding to continue work on a specific prior grant award. This correspondence would have been sent to you with instructions to apply to this solicitation. All programs will follow guidelines detailed in the original solicitation under which funding was provided. The scope, purpose, award amount, and performance period of the new project will be substantially the same as the previous one.

OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. The purpose of this solicitation is to invite organizations and entities to apply for continuation funding in support of specific BJA initiatives. This solicitation is exclusively for those who received a letter from BJA to apply. All guidelines and funding rules are the same as the original funded project. The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) invites applicants who received an official request from BJA to apply for funding to offset costs in response to the law enforcement emergency that occurred in Rochester Hills, Michigan on June 15, 2024. OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety, protects the public from crime and evolving threats, and builds trust between law enforcement and the community. With this solicitation, BJA seeks to provide funding for emergency situations in which state and local resources are inadequate to protect the lives and property of citizens and/or to enforce criminal law. BJA is authorized to distribute funds to help offset the costs of an adequate response to an uncommon situation that requires law enforcement, that is or threatens to become of serious or epidemic proportions, and with respect to which state and local resources are inadequate to protect the lives and property of citizens or to enforce the criminal law. This program furthers the DOJs mission to uphold the rule of law, to keep our country safe, and to protect civil rights.

With this solicitation, OJJDP seeks to support the activities of the National Center for Missing Exploited Children (NCMEC) Program. Under Category 1, the purpose of the National Resource Center and Clearinghouse, operated by NCMEC, a nonprofit organization founded in 1984, is to help prevent child abduction and sexual exploitation; find missing children; and provide technical assistance/training to victims of child abduction and sexual exploitation, their families, and the professionals who serve them. Under Category 2, OJJDP seeks to provide operational support for the National AMBER Alert Program through its AMBER Alert Secondary Distribution (AASD) Program, Wireless Emergency Alerts (WEA) and Team Adam Deployment. Under Category 3, OJJDP seeks to provide support for the Childrens Justice Project, by providing resources to address the Unidentified Human Remains of Children.

With this solicitation, the Office of Juvenile Justice and Delinquency Prevention seeks to assist jurisdictions in planning and assessing promising and evidence-based prevention and intervention services that will inform the development of a community-based continuum of care for youth at risk of becoming or already involved in the juvenile justice system. The long-term goal of this effort is to support sustainable, research-based, and data-informed recidivism-reduction policies, practices, and programming, and the strategic reinvestment of cost savings realized through accompanying reforms into effective prevention and intervention programs for our nations youth.

With this non-competitive solicitation, BJA seeks to request applications from 6cooperative agreement recipients that have been previously funded to support training and technical assistance and/or projects that support law enforcement innovation and crime reduction (LEICR). These projects have been funded to support state, local, tribal, and territorial criminal justice agencies, practitioners, and communities.

With this solicitation, the Office of Juvenile Justice and Delinquency Prevention seeks to provide training and technical expertise to support the efforts of states, communities, tribal jurisdictions, nonprofit organizations, for-profit organizations, and institutions of higher education to implement programs and strategies that identify, respond to, treat, and support children, youth, and families impacted by the opioid epidemic to ensure public safety.

With this solicitation, OJJDP seeks to support projects designated for funding in the Consolidated Appropriations Act, 2024 (Public Law 118-42) to improve the functioning of the criminal justice system, to prevent or combat juvenile delinquency, and to assist victims of crime (other than compensation).

With this solicitation, OJJDP seeks to support state, local, and Tribal correctional agencies to adopt and achieve full compliance with the National PREA Standards to prevent, detect, and respond to sexual abuse and sexual harassment, to ensure that the state will be able to submit a certification of full compliance in future years (see 34 U.S.C. 30307(e)(2)(B)).

The Office of Community Oriented Policing Services (COPS Office) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing by the nations state, local, territorial, and tribal law enforcement agencies through information and grant resources. The COPS Office has been appropriated more than $20 billion to advance community policing, including grants awarded to more than 13,000 state, territorial, local and tribal law enforcement agencies to fund the hiring and redeployment of more than 136,000 officers. COPS Office information resources, covering a wide range of community policing topics such as school and campus safety, violent crime, and officer safety and wellness, can be downloaded via the COPS Offices home page, https://cops.usdoj.gov. The FY24 COPS Technology and Equipment Program (TEP) provides funding to state, territorial, local, Tribal, and other entities designated under the heading Community Oriented Policing Services, Technology and Equipment Community Projects/COPS Law Enforcement Technology and Equipment in JES Division C, which is incorporated by reference into Public Law 118-42, to develop and acquire effective law enforcement equipment, technologies, and interoperable communications that assist in responding to and preventing crime. With this solicitation, OJJDP seeks to support the development and implementation of a free, interactive, open-source mobile application (app) and website that will serve as a companion to youth and families navigating the juvenile legal system. These tools will be available to youth and guide them through every point of contact with the juvenile legal system. The information communicated by the mobile application will empower youth and their families to be active participants in their juvenile legal cases by equipping them with relevant legal knowledge that is easy to digest. It will also help public defenders effectively educate and inform their clients, and their clients families.

The United States Government, represented by the U.S. Agency for International Development (USAID) in Mexico, seeks to increase its understanding of the criminal justice system in Mexico, with particular interest in increasing the effectiveness of criminal prosecutions and strengthening the local capacities of justice-sector institutions.A courtesy Spanish translation is attached but in the event of any discrepancy between the two documents, the English version controls.

The OVW Violence Against Women Tribal Special Assistant United States Attorney (Tribal SAUSA) Initiative (Assistance Listing # 16.055) is authorized by the Consolidated Appropriations Act, 2024, Pub. L. No. 118-42, 138 Stat. 25, 143. This initiative supports Tribes and United States Attorneys Offices (USAOs) in their investigation and prosecution of domestic violence, sexual assault, dating violence, sex trafficking, and stalking cases in Indian country. Grant funds support salary, fringe benefits, training, travel, and supplies for dedicated tribal prosecutors who are cross-designated as Tribal SAUSAs to work directly with their USAOs. The goals of the initiative are to fill gaps in jurisdictional coverage; increase communication and coordination with Tribal, federal, and state law enforcement agencies; establish consistent relationships between federal prosecutors and the Tribal community(ies); and improve the quality of investigation and prosecution of domestic violence, dating violence, sexual assault, sex trafficking, and stalking cases through training and best practices, such as DOJs recently released framework for prosecutors on strengthening responses to these crimes.

With this solicitation, BJA seeks to fund three training and technical assistance (TTA) providers to support grantees selected through a companion solicitation titled BJA FY 2024 Byrne State Crisis Intervention Program (SCIP) Formula Solicitation. The companion solicitation provides funding to states and subrecipients for the creation and/or implementation of state crisis intervention court proceedings, extreme risk protection order (ERPO) programs, and related gun violence reduction programs/initiatives. These programs can include efforts to leverage the capacity and expand the scope of existing problem-solving courts, such as drug courts, mental health courts, and veterans treatment courts, to assess the risks and needs of persons with gun offenses and provide research-driven approaches to address their underlying needs to prevent further violence. In addition, this TTA program will also support recipients of the Edward Byrne Memorial Justice Assistance Grant (JAG) program, as the Bipartisan Safer Communities Act of 2022 modified the JAG program statute to include a program area for the implementation of state crisis intervention court proceedings and related programs or initiatives including, but not limited to, mental health courts, drug courts, veterans courts, and extreme risk protection order programs, and it added a reporting and evaluation component for grants awarded for crisis intervention programs or initiatives.

With this solicitation, the Office of Juvenile Justice and Delinquency Prevention seeks to invite eight applications for funding to support States and Territories with Training and Technical Assistance related to the Formula Grants Program authorized under title II, part B of the Juvenile Justice and Delinquency Prevention Act (JJDPA).

With this solicitation, OJJDP seeks to build the capacity of state, Tribal, and local agencies, and to encourage the development and implementation of best practices related to the investigation and prosecution of cases of missing and exploited children.

With this solicitation OJJDP seeks to provide funding for an applicant organization to support law enforcement, prosecutors and other professionals involved in investigating and prosecuting technology-facilitated child sexual exploitation. Through this program the successful applicant will provide a variety of services and support to OJJDP and the ICAC Task Force Program to fight against child sexual exploitation.
