The Office of Community Oriented Policing Services (COPS Office) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing by the nations state, local, territorial, and tribal law enforcement agencies through information and grant resources. The COPS Office has been appropriated more than $20 billion to advance community policing, including grants awarded to more than 13,000 state, territorial, local and tribal law enforcement agencies to fund the hiring and redeployment of more than 136,000 officers. COPS Office information resources, covering a wide range of community policing topics such as school and campus safety, violent crime, and officer safety and wellness, can be downloaded via the COPS Offices home page, https://cops.usdoj.gov. The FY24 COPS Technology and Equipment Program (TEP) provides funding to state, territorial, local, Tribal, and other entities designated under the heading Community Oriented Policing Services, Technology and Equipment Community Projects/COPS Law Enforcement Technology and Equipment in JES Division C, which is incorporated by reference into Public Law 118-42, to develop and acquire effective law enforcement equipment, technologies, and interoperable communications that assist in responding to and preventing crime. The COPS Office is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety, protects the public from crime and evolving threats, and builds trust between law enforcement and the community.

With this solicitation, OJJDP seeks to support the development and implementation of a free, interactive, open-source mobile application (app) and website that will serve as a companion to youth and families navigating the juvenile legal system. These tools will be available to youth and guide them through every point of contact with the juvenile legal system. The information communicated by the mobile application will empower youth and their families to be active participants in their juvenile legal cases by equipping them with relevant legal knowledge that is easy to digest. It will also help public defenders effectively educate and inform their clients, and their clients families.

The United States Government, represented by the U.S. Agency for International Development (USAID) in Mexico, seeks to increase its understanding of the criminal justice system in Mexico, with particular interest in increasing the effectiveness of criminal prosecutions and strengthening the local capacities of justice-sector institutions.A courtesy Spanish translation is attached but in the event of any discrepancy between the two documents, the English version controls.

The OVW Violence Against Women Tribal Special Assistant United States Attorney (Tribal SAUSA) Initiative (Assistance Listing # 16.055) is authorized by the Consolidated Appropriations Act, 2024, Pub. L. No. 118-42, 138 Stat. 25, 143. This initiative supports Tribes and United States Attorneys Offices (USAOs) in their investigation and prosecution of domestic violence, sexual assault, dating violence, sex trafficking, and stalking cases in Indian country. Grant funds support salary, fringe benefits, training, travel, and supplies for dedicated tribal prosecutors who are cross-designated as Tribal SAUSAs to work directly with their USAOs. The goals of the initiative are to fill gaps in jurisdictional coverage; increase communication and coordination with Tribal, federal, and state law enforcement agencies; establish consistent relationships between federal prosecutors and the Tribal community(ies); and improve the quality of investigation and prosecution of domestic violence, dating violence, sexual assault, sex trafficking, and stalking cases through training and best practices, such as DOJs recently released framework for prosecutors on strengthening responses to these crimes.

With this solicitation, BJA seeks to fund three training and technical assistance (TTA) providers to support grantees selected through a companion solicitation titled BJA FY 2024 Byrne State Crisis Intervention Program (SCIP) Formula Solicitation. The companion solicitation provides funding to states and subrecipients for the creation and/or implementation of state crisis intervention court proceedings, extreme risk protection order (ERPO) programs, and related gun violence reduction programs/initiatives. These programs can include efforts to leverage the capacity and expand the scope of existing problem-solving courts, such as drug courts, mental health courts, and veterans treatment courts, to assess the risks and needs of persons with gun offenses and provide research-driven approaches to address their underlying needs to prevent further violence. In addition, this TTA program will also support recipients of the Edward Byrne Memorial Justice Assistance Grant (JAG) program, as the Bipartisan Safer Communities Act of 2022 modified the JAG program statute to include a program area for the implementation of state crisis intervention court proceedings and related programs or initiatives including, but not limited to, mental health courts, drug courts, veterans courts, and extreme risk protection order programs, and it added a reporting and evaluation component for grants awarded for crisis intervention programs or initiatives.

With this solicitation, the Office of Juvenile Justice and Delinquency Prevention seeks to invite eight applications for funding to support States and Territories with Training and Technical Assistance related to the Formula Grants Program authorized under title II, part B of the Juvenile Justice and Delinquency Prevention Act (JJDPA).

With this solicitation, OJJDP seeks applications for funding to support the activities of the National Center for Missing Exploited Children Program. The purpose of the National Resource Center and Clearinghouse, operated by NCMEC, a nonprofit organization founded in 1984, is to help prevent child abduction and sexual exploitation; find missing children; and provide technical assistance/training to victims of child abduction and sexual exploitation, their families, and the professionals who serve them.

With this solicitation, OJJDP seeks applications for funding to support training and technical assistance for project sites funding under the Supporting Effective Interventions for Youth with Problematic or Illegal Sexual Behavior program. This program furthers the DOJs mission by reducing violent crime, combating victimization, and enhancing public safety.

With this solicitation OJJDP seeks to provide funding for an applicant organization to support law enforcement, prosecutors and other professionals involved in investigating and prosecuting technology-facilitated child sexual exploitation. Through this program the successful applicant will provide a variety of services and support to OJJDP and the ICAC Task Force Program to fight against child sexual exploitation.

With this solicitation, OJJDP seeks to build the capacity of state, Tribal, and local agencies, and to encourage the development and implementation of best practices related to the investigation and prosecution of cases of missing and exploited children.

With this solicitation, OJJDP seeks to fund four regional childrens advocacy centers that will deliver coordinated training and technical assistance within and across the regions to members of multidisciplinary teams, programs, and organizations to improve the investigation and prosecution of child abuse and neglect and the provision of childrens advocacy center services to child victims and their families.

With this solicitation, OJJDP seeks applications to support a national network of 61 multi-agency, multi-jurisdictional task forces engaged in investigations, forensic examinations and prosecutions related to technology facilitated child sexual exploitation. Additionally, task forces provide forensic technical assistance to law enforcement and prosecutorial officials and provide community education information to parents, educators, prosecutors, law enforcement and others working to combat child exploitation. The successful applicant will provide program support to OJJDP; the ICAC task forces; ICAC National Training Program providers; and other federal, state, and local law enforcement officials partnering with the ICAC task force program specifically by maintaining, strengthening, and enhancing the ICAC Child Online Protection System (ICACCOPS) investigative tools.

With this solicitation, OJJDP seeks to provide funding to support training and technical assistance (TTA) services to develop, improve, or expand childrens advocacy centers (CACs) and multidisciplinary team responses to child abuse cases in American Indian and Alaska Native (AI/AN) communities.

With this solicitation, OJJDP seeks to fund the Center for Reducing Racial and Ethnic Disparities (R/ED) in Juvenile Justice to help strengthen state- and territory-level compliance with the R/ED core requirement of the Formula Grants Program and to support state, territory, Tribal, and community-level efforts to reduce racial and ethnic disparities among youth who come into contact with the juvenile justice system.

With this solicitation, OJJDP seeks to operate and expand the OJJDP National Mentoring Resource Center, which will provide comprehensive mentoring resources, references, tools, and training materials and advance the implementation of evidence and research-based mentoring practices. The goal of the National Mentoring Resource Center is to enhance the capacity of mentoring organizations to develop, implement, and expand effective mentoring practices. This program furthers the DOJs mission to uphold the rule of law, to keep our country safe, and to protect civil rights.

With this solicitation, OJJDP seeks to provide training and technical assistance (TTA) to enhance the national AMBER Alert network; increase and improve law enforcement response to missing, endangered, and abducted children; increase the recovery rate of abducted children; enhance public participation in the recovery of missing, endangered, and abducted children; and continue support of this work in Indian country while implementing the Ashlynne Mike AMBER Alert in Indian Country Act of 2018.

With this solicitation, OJJDP seeks to provide training and technical assistance to Second Chance Act Youth Reentry grantees and practitioners to improve community supervision practices, produce better outcomes for youth and communities, reduce recidivism, improve public safety, and enhance jurisdictions access to the tools and training to adequately identify, as well as effectively serve, these youths needs. A multidisciplinary team of experts in implementation science, community supervision, adolescent development, trauma-informed care, data analysis, and performance measurement will help the selected jurisdictions improve their community supervision and reentry programs, policies, and practices.

With this solicitation, OJJDP seeks to provide training and technical assistance to enhance state and local youth defense delivery systems. This program furthers the DOJs mission to reduce violent crime by supporting states and localities in their efforts to address barriers and gaps within their juvenile justice systems for indigent youth.

With this solicitation, BJA seeks applications for funding under the Project Safe Neighborhoods (PSN) Formula Grant Program. The PSN Program is a nationwide initiative that brings together federal, state, local, tribal, and territorial law enforcement officials, prosecutors, community-based partners, and other stakeholders to identify the most pressing violent crime problems in a community and develop comprehensive solutions to address them. PSN is coordinated by the U.S. Attorneys Offices (USAOs) in the 94 federal judicial districts throughout the 50 states and U.S. territories.

The Grants to Tribal Governments Victim Service Providers for Financial Assistance to Victims of Sexual Assault and Domestic Violence Special Initiative (Tribal Financial Assistance Initiative) (CFDA 16.029) supports flexible financial assistance to survivors of domestic violence, dating violence, sexual assault, stalking, and sex trafficking by established tribal victim service providers. This program is authorized by Consolidated Appropriations Act, 2022, Pub. L. No. 117-103, 505, 136 Stat. 49, 122, 144 (2022). At recent Annual Government-to-Government Violence Against Women Tribal Consultations, OVW consulted with Indian Tribes on piloting a program to provide grants to existing victim service providers which would be used specifically to provide victims of domestic violence, dating violence, sexual assault, stalking, and sex trafficking with financial assistance. This type of assistance allows victims the flexibility to meet self-identified needs quickly, helps avert crises such as homelessness rather than responding after the fact, and may be more efficient and cost-effective than current service models. Several Tribes described the vast unmet needs of survivors in their communities and strongly supported developing funding opportunities that afforded the greatest degree of flexibility to meet those needs. Tribal testimony supported OVW developing and piloting such a program.
