The U.S. Embassy Dar es Salaam announces an open competition for organizations to submit applications to support innovative solutions to boost civic engagement and bolster media literacy as well as support information integrity efforts. Participants can present tech-based solutions including, but not limited to, education programs, gaming platforms, fact-checking tools, content-authentication tools, synthetic media detection etc. Proposal submissions should particularly seek to expand citizen participation in their communities and support digital literacy resources including to areas with limited media access. Proposals are accepted at any time until 8:59 PM Coordinated Universal Time (UTC) August 13, 2024. Grant awards are subject to the availability of funds and will not exceed $250,000 USD. Applications will be evaluated based on the alignment of proposed projects with the following two program objectives: 1. Identify and provide financial support to local tech companies to continue their development of innovative solutions aimed at boosting civic engagement, enhancing media literacy to improve the integrity of Tanzanias information environment. This includes (but is not limited to) education programs, gaming platforms, fact-checking tools, authentication tools, and digital literacy resources. 2. Foster ongoing and constructive engagement on civic participation, media literacy and the information environment between Tanzanian tech companies, educational institutions, media organizations, civil society, and government stakeholders. Please see the following for a non-exhaustive list of examples of the types of challenges and use cases the U.S. - Tanzania Tech Challenge aims to address: Boosting civic participation and engagement The limited access to accurate and verified information in rural and underserved communities and offered in local languages. Lack of media literacy to help individuals discern credible sources of information and leveraging digital tools and platforms to build resiliency. The need to reduce and overcome cultural divides by promoting accessible digital literacy resources and training programs to Tanzanian communities. Target Audiences Submissions must focus on Tanzania only. Any submission focusing on other countries or locations will be disqualified from the review process. Eligibility Information Applicants are only allowed to submit one proposal per organization. If more than one proposal is submitted from an organization, all proposals from that institution will be considered ineligible for funding. The following types of organizations are eligible to apply: Tanzanian not-for-profit organizations, including think tanks and civil society/non-governmental organizations Tanzanian public and private educational institutions Tanzanian for-profit organizations Other Eligibility Requirements: Technically eligible submissions are those which: 1) are submitted in English; 2) arrive by email by the designated deadline; 3) have heeded all instructions contained in the Notice of Funding Opportunity (NOFO), including length and completeness of submission; and 4) do not violate any of the guidelines stated in the solicitation in this document. To be eligible to receive an award, all organizations must have a Unique Entity Identifier (UEI) number issued via www.SAM.gov as well as a valid registration on www.SAM.gov. Please see the next section on Key Registrations for information on how to obtain these registrations. Individuals are not required to have a UEI number or be registered in SAM.gov. All project activities must take place outside of the United States and its territories. Key Registrations All organizations must have a Unique Entity Identifier (UEI) and an active registration with the SAM.gov. A UEI is one of the data elements mandated by Public Law 109-282, the Federal Funding Accountability and Transparency Act (FFATA), for all Federal awards. The 2 CFR 200 requires that sub-grantees obtain a UEI number. Please note the UEI for sub- grantees is not required at the time of application but will be required before an award is processed and/or directed to a sub-grantee. The US Geological Survey is offering a funding opportunity for research to study overwinter hydrodynamics on Lake Erie coldwater fish spawning reefs. Loss of winter presents a challenge for management of coldwater fishes. Ice cover has declined in recent decades in the Great Lakes, which is expected to continue based on existing climate projections. Ice cover has been linked to reproductive success for coldwater fishes, such as fishes from the genus Coregonus. Several factors have been proposed as potential mechanisms for ice cover-recruitment linkages, including wind-driven currents displacing early life stages from nursery habitats and causing burying of early life stages with fine sediments. The hypothesis is that ice cover protects the water’s surface from wind and creates a more stable hydrodynamic environment. However, the hydrodynamics on spawning reefs have not been measured under conditions of ice cover to estimate the conditions experienced by coldwater fish early life stages.

The specific research question to be addressed by this agreement is How do bed material loads, hydraulic roughness, and bedform regimes change based on hydraulic parameters, such as temperature, shear stress, stream power, slope, water velocity, etc. To answer this complex research question, a bed material load sediment transport capacity function will be derived using the best available data, including USGS suspended sediment concentration/load and the Missouri River 2014 sediment data collection effort. A bedform/roughness predictor algorithm will also be developed for the Missouri River. The effectiveness of these algorithms at predicting observed data must be demonstrated in a journal article to be coauthored by USACE. The methodology and results must also be discussed in the journal article. Two in-person meetings will be held (kickoff and final presentation) between USACE and the award recipient, as well as monthly virtual meetings.

The US Geological Survey is offering a funding opportunity to a CESU partner for research in Global Food-Security Support-Analysis Data (GFSAD) project. Climate variability and ballooning populations are putting unprecedented pressure on agricultural croplands and their water use, which are vital for ensuring global food and water security in the twenty-first century. In addition, the COVID-19 pandemic, military conflicts, and changing diets have added to looming global food insecurity. Therefore, there is a critical need to produce consistent and accurate global cropland products at fine spatial resolution (e.g., farm-scale, 30m or better), which are generated consistently, accurately, and routinely (e.g., every year). In order to address these issues, the proposed study will make use of Landsat-8, 9, and Sentinel-2A&2B surface reflectance products already available in the Google Earth Engine (GEE) cloud, and NASA’s Harmonized Landsat Sentinel-2 (HLS) Landsat derived product (HLSL30) for 2013-present and Sentinel-2 derived product (HLSS30) for 2015-present, that together have sub-5-day global coverage at nominal 30m resolution. The four cropland products will be generated using 14 mature MLAs that the team has extensive experience with such as random forest, support vector machines, decision trees, and spectral matching techniques (e.g., Thenkabail et al., 2021, Oliphant et al., 2019, Teluguntla et al., 2018, 2015, Xiong et al., 2017a, Thenkabail et al., 2012, 2009, 2007, 2005) as outlined in the methods section, utilizing GEE and\or other cloud platforms.
