Agency Overview: The Advanced Research Projects Agency Energy (ARPA-E), an organization within the Department of Energy (DOE), is chartered by Congress in the America COMPETES Act of 2007 (P.L. 110-69), as amended by the America COMPETES Reauthorization Act of 2010 (P.L. 111-358), as further amended by the Energy Act of 2020 (P.L. 116-260): (A) to enhance the economic and energy security of the United States through the development of energy technologies that (i) reduce imports of energy from foreign sources; (ii) reduce energy-related emissions, including greenhouse gases; (iii) improve the energy efficiency of all economic sectors; (iv) provide transformative solutions to improve the management, clean-up, and disposal of radioactive waste and spent nuclear fuel; and (v) improve the resilience, reliability, and security of infrastructure to produce, deliver, and store energy; and (B) to ensure that the United States maintains a technological lead in developing and deploying advanced energy technologies. ARPA-E funds research on, and the development of, transformative science and technology solutions to address the energy and environmental missions of the Department. The agency focuses on technologies that can be meaningfully advanced with a modest investment over a defined period of time in order to catalyze the translation from scientific discovery to early-stage technology. Existing energy technologies generally progress on established learning curves where refinements to a technology and the economies of scale that accrue as manufacturing and distribution develop drive improvements to the cost/performance metric in a gradual fashion. This continual improvement of a technology is important to its increased commercial deployment and is appropriately the focus of the private sector or the applied technology offices within DOE. In contrast, ARPA-E supports transformative research that has the potential to create fundamentally new learning curves. ARPA-E technology projects typically start with cost/performance estimates well above the level of an incumbent technology. Given the high risk inherent in these projects, many will fail to progress, but some may succeed in generating a new learning curve with a projected cost/performance metric that is significantly better than that of the incumbent technology. ARPA-E funds technology with the potential to be disruptive in the marketplace. The mere creation of a new learning curve does not ensure market penetration. Rather, the ultimate value of a technology is determined by the marketplace, and impactful technologies ultimately become disruptive that is, they are widely adopted and displace existing technologies from the marketplace or create entirely new markets. ARPA-E understands that definitive proof of market disruption takes time, particularly for energy technologies. Therefore, ARPA-E funds the development of technologies that, if technically successful, have clear disruptive potential, e.g., by demonstrating capability for manufacturing at competitive cost and deployment at scale. The Office of Management and Budget defines applied research as an original investigation undertaken in order to acquire new knowledgedirected primarily towards a specific practical aim or objective and defines experimental development as creative and systematic work, drawing on knowledge gained from research and practical experience, which is directed at producing new products or processes or improving existing products or processes. Program Overview: The energy transition towards net-zero by 2050 demands an unprecedented level of innovation that must be completed in the span of a generation. Global primary energy usage has increased continuously for the past century. This increase is expected to continue with improved standards of living and the rapid expansion of new technologies with high levels of energy-intensive computation, such as artificial intelligence. Present grid capacity is constrained and cannot accommodate these increasing primary energy needs to reliably deliver power on demand. Meanwhile, all paths through the energy transition require concurrent efforts to decouple the production of essential carbon-based materials from harmful greenhouse gas (GHG) emissions. Since the Agencys inception, the ARPA-E OPEN program has served as an opportunity to advance transformative energy breakthroughs in critical areas that fall outside the scope of its technology-focused programs. Property acquisition – must be undertaken only with respect to a particular housing project intended to provide HOME-ARP rental housing for a minimum of 15 years. Acquisition of vacant land – must be undertaken only with respect to a particular housing project intended to provide HOME-ARP rental housing for a minimum of 15 years. Qualifying Populations HOME-ARP funds must be used to primarily benefit individuals or families from the following qualifying populations: Homeless, as defined in section 103(a) of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11302(a)). At-risk of homelessness, as defined in section 401(1) of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11360(1)). Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, as defined by the Secretary. In other populations where providing supportive services or assistance under section 212(a) of the Act (42 U.S.C. 12742(a)) would prevent the family’s homelessness or would serve those with the greatest risk of housing instability. In addition to the items listed in the Minimum Eligibility Statement and Requirements, applicant entity must also meet the following criteria: Be organized and existing to do business in the State of Louisiana, or if organized in another state, must be qualified to do business in the State of Louisiana. Demonstrate at least three (3) years of related housing development and management experience in Louisiana. For the purposes of this program, “related housing experience” means the development, ownership, and management of affordable rental housing. Demonstrate the financial capacity necessary to undertake, complete, and manage the proposed project, as demonstrated by its ability to own, construct, or rehabilitate and manage and operate affordable rental housing. The City will evaluate the experience of the entire proposed team with owning, developing, and managing projects of similar size and scope serving the intended population proposed. Applicants and their development team must undergo an evaluation by the City of their capacity before the applicant may qualify as an eligible (“Recipient”). Have demonstrated understanding of the Federal, State and local housing programs used in conjunction with HOME funds to ensure compliance with all applicable program requirements and regulations. The City of Canby is excited to announce the 2024 Business Enhancement Grant Program. Available Grants  Inspection Grants – Inventorying and mapping the existing drainage structures and inspecting the system for operating condition. Results are for planning future maintenance or for inclusion in a homeowners association (HOA) reserve study. Inspection may include a photo record or pipe video and documentation in GIS. Repair & Maintenance Grants – Repairs to maintain a drainage system. BMP Repair & Maintenance Grants – Repairs to maintain a BMP. Only non-routine maintenance or repairs will be considered. The Federal and State Technology (FAST) Partnership Program provides funding to organizations to execute state/regional programs that increase the number of SBIR/STTR proposals leading to an increase in the number of SBIR/STTR awards from women, socially/economically disadvantaged individuals, and small businesses in underrepresented areas - typically rural states.

The California Public Utilities Commission will give preference to programs and projects in communities with demonstrated low broadband access, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption. Eligible Projects: Digital Literacy Projects- Digital inclusion projects may include digital literacy training programs and public education to communities with limited broadband adoption, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption. Broadband Access Projects- may include those that provide free broadband access in community training rooms or other public spaces, such as local government centers, senior citizen centers, schools, public libraries, nonprofit organizations, and community-based organizations. It can also include funding community outreach, such as analysis, comparison of Internet plans with the community, and call centers that will increase broadband access and adoption.

The CASF Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities including, but not limited to, publicly supported housing developments, farmworker housing, and other housing developments or mobile home parks with low-income residents that do not have access to any broadband service provider that offers free broadband service that meets or exceeds state standards for the residents of the low-income community. The allocated funding for the Broadband Public Housing Account is $15 million for fiscal year 2022-2023.  The Broadband Public Housing Account will finance up to 100 percent of the costs to install inside wiring and broadband network equipment.

The CATALYST Grant aims to enhance the capabilities, efficiency, and competitiveness of small and medium-sized manufacturers in South Carolina by promoting the adoption of Advanced Manufacturing Technologies (AMT), Quality Management Systems (QMSs), and Lean Manufacturing tools. Eligible manufacturers must have a NAICS code beginning with 31, 32, or 33, be physically located in South Carolina for at least one year, operate within the Department of Defense supply chain, and employ at least four workers. The grant supports consultative assessments to identify opportunities for AMT deployment and funds pilot projects in areas such as augmented reality training, digital work instructions, and robotics. The grant application opens on October 5, 2023, following an informational webinar, and closes on June 30, 2024, or when all slots are filled. The grant provides funding for projects recommended by AMT assessments, as well as QMS and Lean Manufacturing implementations to help manufacturers eliminate waste and reduce rework, improving their effectiveness as DIB suppliers.
