Residents often need to travel great distances to seek health care services due to health workforce shortages. This problem is in primary care and is particularly acute in specialty care such as surgical specialties, dentistry, mental health, and other medical specialty areas. Eligible health care projects will range from health care planning, to health program implementation and evaluation, and will include projects pertaining to the following: Improving access to health and medical/dental/behavioral health care Tele-medicine and telehealth networking Programs that focus on planning and/or coordination of health care Programs that address rural population health needs Programs that ensure health care insurance and treatment enrollment Programs that implement and measure the accomplishment of components of the state’s rural health plan Rural Nonemergency Medical Transportation: Projects could include the following components better coordination (between industries, funding sources/coverage), 2) provides interregional transportation, and 3) on-demand response. Regional Councils: The General Assembly has established five regional planning and development councils to concentrate on the needs of specific rural regions and ensure that those areas are not overlooked in public policy discussions. By working together and ignoring jurisdictional lines when need be, the rural regions have become stronger and more effective in finding solutions to the challenges before them. The regional councils have brought elected, civic, and business leaders in their regions together to help create economic development strategies, preserve and assist agricultural and resource-based industries, obtain federal funding for infrastructure improvements, coordinate and sometimes even manage regional transportation projects (including public transit services), and develop support for a diverse set of public policy initiatives. This grant is designed to support licensed emergency medical services that have been operational for at least 12 months. It aims to fund the purchase of equipment, vehicles, and training materials to help improve response times and patient outcomes. Eligible entities include county/city governments, volunteer/non-profit organizations, and other eligible services. The funding requests can cover training, communications equipment, ambulances, emergency response vehicles, and specific medical equipment. In cases where a third-party, who will not operate the vehicles directly, applies for funding, information on ownership of the vehicles must be included with the application materials for consideration. Applicants must operate awarded vehicles per the terms and conditions provided by the state. Applicants are required to provide proof they are currently registered and in good standing with the Colorado Secretary of State. Business entities outside of Colorado must review and, where applicable, file a Statement of Foreign Entity Authority (SOFEA) with the Colorado Secretary of State before submitting their application. Requested vehicles must be insured and authorized for use in the state of Colorado. Requested new vehicles must be procured in their original manufactured condition from a retail business or dealership, with no previous ownership. Used and/or demonstration vehicles are not eligible for funding through the Clean Fleet Enterprise. The Fiscal Year (FY) 2024 Transit Security Grant Program (TSGP) is one of four grant programs that constitute DHS/FEMAs focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nations critical infrastructure against risks associated with potential terrorist attacks. The TSGP provides funds to transit agencies to protect critical surface transportation infrastructure and the traveling public from acts of terrorism. For FY 2024, DHS is focused on the criticality of information sharing and collaboration to building a national culture of preparedness and protecting against terrorism and other threats to our national security. DHS and its homeland security mission were born from the failures among federal agencies and between the federal agencies and state and local authorities to share critical information related to the threat of terrorism prior to the September 11, 2001, attacks. The threat profile has changed in the last two decades we now face continuous cyber threats by sophisticated actors, threats to soft targets and crowded places, threats to our democratic election process and threats from new and emerging technologies. That said, information sharing and cooperation between state, local, tribal, and territorial authorities, and federal agencies, including all DHS officials, is just as vital, and perhaps even more vital, today. Therefore, for FY 2024, we have identified two priority areas, related to some of the most serious threats that Amtrak should address with IPR funds. The Transportation Alternatives (TA) Set-Aside, part of the Federal Highway Administration (FHWA) Surface Transportation Block Grant Program, offers reimbursable federal aid for transportation-related community projects that enhance the intermodal transportation system. Maryland’s TA Program aims to improve mobility and accessibility, and enrich the cultural, aesthetic, historic, and environmental facets of the state’s transportation network. It supports the creation of bicycle and pedestrian facilities, the restoration of historic transportation buildings, the conversion of abandoned railway corridors to trails, and the mitigation of highway runoff, with a focus on projects that enhance community connectivity and the overall transportation landscape.

The Rural Arterial Program (RAP) is a biennial road and bridge reconstruction funding program in which counties compete for Rural Arterial Trust Account (RATA) funds within their respective regions Taken from fuel tax revenues, the RATA account generates approximately $40 million per biennium. Less than 3% is used for administration of the program (WAC 136-100). In 1983 the Washington State legislature created the RAP to help finance (via the Rural Arterial Trust Account - RATA) the reconstruction of rural arterial roads which faced severe deterioration in the wake of railroad abandonments. The nearly 13,000 mile rural arterial road system owned by the counties, provides the initial transportation link of Washington State's harvested resources to the marketplace. RAP was so successful in addressing local haul road needs that the initial funding of 0.33 cents of the Motor Vehicle Fuel Tax (MVFT) was increased to 0.58 cents by the 1990 legislature. In addition to serving county wide commercial transport needs, RAP funds are often used to improve rural roads which are primarily local use or recreational. This has been encouraged by Federal and State Growth Management requirements. Those statutes stress multi-modal transportation facilities and cooperation among the local groups that acquire road funding. The County Arterial Preservation Program is similar to the Department of Transportation's Highway Preservation Program. The CAPP program is designed to help counties preserve their existing paved arterial road networks. The program generates approximately $30 million per biennium. Less than 3% of the revenue is spent for administration (WAC 136-300). The County Arterial Trust Account (CAPA) was created by Washington State Legislature in 1990 to fund the preservation of paved arterials on the statewide county road system. The CRABoard administers these funds through the County Arterial Preservation Program (CAPP) program via WAC 136 - 300. The CAPP is funded with 0.45 cent of the fuel tax, which generates approximately $30 million per biennium and $3 million per biennium from the Transportation Partnership Account (TPA). These funds are allocated directly to the counties to help them avoid costly roadway failures had the surface repairs been delayed. The County Road Administration Board, utilizing less than three percent of the revenue, monitors each county's overall arterial preservation program and accomplishments year by year.
