The Passenger Rail Investment and Improvement Act of 2008 (PRIIA) Section 212 requires establishment of a Northeast Corridor Commission (NEC Commission). The NEC Commission was established to promote mutual cooperation and planning pertaining to the rail operations and related activities of the Northeast Corridor. The statute requires several deliverables, including a statement of goals, recommendations, access costs and a report on Northeast Corridor economic development. The NEC Commission is comprised of 18 voting members, nine of which represent each of the eight states and the District of Columbia, five of which represent the U.S. Department of Transportation, and four of which represent Amtrak.

This program provides funding for clean transportation projects in Pennsylvania, targeting school districts, municipalities, nonprofits, and corporations to promote innovative fuel technologies and reduce environmental impact.

This notice details the application requirements and procedures to obtain grant funding for projects on the Northeast Corridor (NEC) under the Federal-State Partnership for Intercity Passenger Rail Program for Fiscal Year 2024. The program aims to reduce the State of Good Repair backlog, improve performance, or expand or establish new intercity passenger rail service. Eligible applicants include states, groups of states, interstate compacts, public agencies, political subdivisions, Amtrak, federally recognized Indian tribes, and combinations of these entities. The total funding available is $2,034,420,932, and applications are due by July 15, 2024. Silicon Valley Power is offering grants up to $5,000 for high school students to create projects or awareness campaigns that will educate the Santa Clara community about energy efficiency and/or renewable energy. The Fiscal Year (FY) 2024 Intercity Passenger Rail (IPR) Amtrak program is one of four grant programs that constitute DHS/FEMAs focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the Nations critical infrastructure against potential terrorist attacks. The IPR provides funds to Amtrak to protect critical surface transportation infrastructure and the traveling public from acts of terrorism. For FY 2024, DHS is focused on the criticality of information sharing and collaboration to building a national culture of preparedness and protecting against terrorism and other threats to our national security. DHS and its homeland security mission were born from the failures among federal agencies and between the federal agencies and state and local authorities to share critical information related to the threat of terrorism prior to the September 11, 2001, attacks. The threat profile has changed in the last two decades we now face continuous cyber threats by sophisticated actors, threats to soft targets and crowded places, threats to our democratic election process and threats from new and emerging technologies. That said, information sharing and cooperation between state, local, tribal, and territorial authorities, and federal agencies, including all DHS officials, is just as vital, and perhaps even more vital, today. Therefore, for FY 2024, we have identified two priority areas, related to some of the most serious threats that Amtrak should address with IPR funds. These two priorities areas include enhancing cybersecurity and enhancing the protection of soft targets/crowded places. Section 11528 of the Bipartisan Infrastructure Law (BIL), enacted as the Infrastructure Investment and Jobs Act (Pub. L. 117-58, November 15, 2021), established the Pollinator-Friendly Practices on Roadsides and Highway Rights-of-Way Program (Roadside Pollinator Program), codified at 23 U.S.C. 332. This is the first NOFO under this program, and the total amount of funding available in this NOFO is up to $3 million. FHWA will award funding to State DOTs, Indian Tribes, and Federal Land Management Agencies (FLMAs) who are seeking to benefit pollinators on roadsides and highway rights-of-way on routes eligible for Federal-aid.The goals of the Roadside Pollinator Program are to fund the implementation, improvement, or further development of the applicants Pollinator Friendly Practices Plan (Plan) on routes eligible for Federal-aid. The United States has an estimated 3.9 million miles of roadway and suitable roadsides and rights-of-way represent a significant area that can be transformed into pollinator habitat through the planting of native plants and wildflowers. Roadsides can provide habitat for a diverse community of pollinators, including opportunities to forage for feeding, nesting and breeding. Roadsides extend across a variety of landscapes and can support ecological connectivity and the dispersal of pollinators by linking fragmented habitats. By acting as refugia for pollinators in otherwise inhospitable landscapes, roadside habitat can contribute to the maintenance of healthy ecosystems and provision of ecological services such as crop pollination services.The Roadside Pollinator Program is a unique program that has some important differences from other FHWA and DOT discretionary grant programs, including the requirement for an applicant to submit a Plan (23 U.S.C. 332(c) and (d)), the requirement for FHWA to fund all satisfactory applications (23 U.S.C. 332(e)(1)), and the requirement for FHWA to base the amount of all awards on the number of PFPs that the applicant has implemented or plans to implement (23 U.S.C. 332(e)(2)(A)). Due to the unique nature of the Roadside Pollinator Program, FHWA is requiring applicants to use an Application Template.The Roadside Pollinator Program may fund the implementation of pollinator-friendly practices (PFPs) included in a Plan or the improvement or further development of a Plan (23 U.S.C. 332(f)). The Transportation Alternatives Set-Aside program (TA), funded by the United States Department of Transportation’s Federal Highway Administration (FHWA) through the Surface Development Block Grant, is administered by the Florida Department of Transportation (FDOT). This program is dedicated to funding smaller-scale transportation projects that enhance nonmotorized travel options and safety. Eligible projects include on- and off-road bicycle and pedestrian facilities, recreational trails, safe routes for non-drivers, safe routes to schools, and ADA compliance improvements. Furthermore, TA supports projects that incorporate cultural, historical, and environmental elements into transportation infrastructure, such as historic preservation, vegetation management, archaeological activities related to transportation, and environmental mitigation related to stormwater and habitat connectivity. Airports are vital to Washington state, fueling its economy and providing critical links to the state and national transportation system. WSDOT Aviation has been charged with the general supervision over the Airport Aid Grant Program, pursuant to RCW 47.68 on the legislature website, in which the program provides crucial financial assistance to public-use airports in the preservation of Washington's system of airports. Under RCW 47.68.090, any city, county, airport authority, political subdivision, federally recognized Indian tribe, public corporation, or person(s) that owns and operates, a public-use airport included in the Washington Aviation System Plan (WASP) is considered an eligible airport sponsor and may apply for WSDOT Airport Aid grant funds. The municipality, tribe, or person(s) may act jointly with other municipalities, tribes, or persons to plan or carry out the project. The airport sponsor must own or, in some cases, have a long-term lease (minimum twenty years) for the land upon which the project will be accomplished.

This funding program provides financial support to transit agencies and public service organizations in Tennessee for capital projects that improve public transportation infrastructure and services.
