Project Period The award period for this grant shall be October 1, 2024 โ€“ September 30, 2025. Eligibility Criteria State agencies, units of local government, universities, colleges, coalitions, and 501(c)(3) nonprofits are eligible to apply for TSIP funding. A unit of local government is defined as: a city, county, town, township, or other political subdivision of a state. Additionally, all applicants awarded a grant from ICJI must agree to: Comply with all provisions of the grant agreement. Comply with all award conditions set forth in the Special Conditions. Regional Councils: The General Assembly has established five regional planning and development councils to concentrate on the needs of specific rural regions and ensure that those areas are not overlooked in public policy discussions. Each council serves a three-county area that is geographically, culturally and socioeconomically similar. By working together and ignoring jurisdictional lines when need be, the rural regions have become stronger and more effective in finding solutions to the challenges before them. The regional councils have brought elected, civic, and business leaders in their regions together to help create economic development strategies, preserve and assist agricultural and resource-based industries, obtain federal funding for infrastructure improvements, coordinate and sometimes even manage regional transportation projects (including public transit services), and develop support for a diverse set of public policy initiatives. Rural regional planning and development assistance will provide grants specifically for projects and activities of the five rural regional planning and development councils and for other multi-county rural improvement efforts. The Councils have established strategic needs within the rural communities which will be reflected in the approved grant agreements. Funding Information Each regional council is eligible to receive $600,000 in FY2025 for rural regional planning and development assistance. Eligible health care projects will range from health care planning, to health program implementation and evaluation, and will include projects pertaining to the following: Improving access to health and medical/dental/behavioral health care Tele-medicine and telehealth networking Programs that focus on planning and/or coordination of health care Programs that address rural population health needs Programs that ensure health care insurance and treatment enrollment Programs that implement and measure the accomplishment of components of the stateโ€™s rural health plan Rural Nonemergency Medical Transportation: Projects could include the following components better coordination (between industries, funding sources/coverage), 2) provides interregional transportation, and 3) on-demand response. Awards made under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act1, more commonly known as the Bipartisan Infrastructure Law (BIL). The Federal Highway Administrations (FHWA) Accelerated Implementation and Deployment of Pavement Technologies (AIDPT) Program was established more than a decade ago under the Moving Ahead for Progress in 21st Century Act (Pub. L. 112-141). Since that time, the program has continued under Fixing Americas Surface Transportation Act (Pub. L. 114-94) and the Bipartisan Infrastructure Law (Pub. L. 117-58). The program encourages highway agencies to adopt and implement new technologies proven to save money, enhance safety, improve performance and quality, increase efficiency, reduce delay, and enhance road user satisfaction.The purpose of this funding opportunity and planned cooperative agreement (Agreement) is to stimulate, facilitate, and expedite the deployment and rapid adoption of new and innovative technologies relating to the design, specification, production, testing, control, construction, investigation, operation, and impacts of concrete pavements. The Agreement will support public agencies by helping to increase the knowledge related to concrete pavements and concrete materials. The proposed project is a cooperative effort between the FHWA and the Recipient to improve the quality and performance of concrete pavements. Products will include, but not be limited to, implementation plans, market analyses, training tools, case studies, reports and analyses, and supporting stakeholder engagement via conference presentations, webinars, workshops, peer exchanges, videos, and technical assistance to public agencies. To accomplish and deliver these products, it is anticipated the Recipient will leverage engaging subject matter experts and make products available and accessible to a wide-ranging audience. This effort will leverage the unique technology capabilities and facilities of the Recipient with FHWAs mission.The goals of this funding opportunity and planned Agreement are to promote the deployment and rapid adoption of new and innovative materials, design and construction procedures, specifications, practices, and methods by which the concrete pavement can realize improved pavement performance and extended pavement life while integrating sustainability.
