The U.S. Embassy Kingston Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Grants Program. This Annual Program Statement outlines our funding priorities, strategic themes, and the procedures for submitting requests for funding. The deadline is necessary to provide sufficient time to process and award programs in advance of the end of our fiscal year on September 30, 2024. Project proposals should aim to strengthen ties between the United States and Jamaica by highlighting shared values and promoting bilateral cooperation. Proposals must convey an American element, which supports a priority program area (see below) or includes a connection with American expert(s), organization(s) or institution(s) in a specific field that will promote increased understanding of U.S. policy and perspectives. Priority program areas include: • Climate, Environment, and Energy o For example, addressing the climate crisis, responding to natural disasters, conserving nature, water security, sustainable agriculture, reducing harmful pollutants, energy resilience, and renewable energy. • Combating Financial Scamming and Other Criminal Activity o For example, addressing corruption and money laundering, improving police-public relations, appreciation of the law, teaching digital literacy, detecting financial scamming, and promoting behaviors that increase community safety. • Programs for At-Risk Youth o For example, diversion programs to prevent youth violence, educational programs for critical life skills, and parent/family interventions. • Economic Prosperity o For example, business development, closing skills gaps in local communities, human resources, infrastructure, cybersecurity, resource development, and trade. • Global Health o For example, managing contagious and infectious diseases, public health workforce development, and public health policy and management. • Gender Issues o For example, women’s empowerment, improving outcomes for marginalized male youth, addressing gender-based violence, and LGBTQIA+ issues. • Human Rights and Democracy o For example, addressing fundamental human rights, human trafficking, immigration, refugees, governance, the role of civil society, and freedom of the press/media. This program provides $11 million to law enforcement agencies to develop community policing initiatives that strengthen partnerships with local communities and promote collaborative problem-solving.

The Preschool Development Grant is a three-year federal initiative designed to bolster Delaware's early childhood system, ensuring it is inclusive and integrated to support the development and learning of all children and their families from birth through age 5. With an $8 million award for its first year, following a $4.2 million PDG B-5 grant received in December 2018, the grant aims to provide high-quality early learning experiences and facilitate a smooth transition to kindergarten for children. Approximately $4.8 million of the grant is allocated to expand home-visiting services and state-funded preschool seats, while $3.2 million is dedicated to enhancing support for professionals, including technological advancements delayed by the pandemic. Key initiatives funded by the grant include expanding state-funded preschool programs, piloting the Family Connects home visiting model, updating family materials for resource and referral, enhancing workforce support for early childhood professionals, developing a mental health consultation program for home visitors, and updating the state’s strategic plans for a cohesive birth to five strategy.

Established in 2000, the Argyle Community Fund (ACF) is a permanent endowment dedicated to the enhancement and improvement of life in the Argyle area. As part of the Community Foundation of Southern Wisconsin, the ACF annually redistributes a portion of its earnings back to the community through grants. These grants are aimed at supporting a wide range of areas including education, youth, elderly, health care, historic preservation, the arts, and the environment. The advisory board selects recipients once a year, focusing on non-profit organizations, the local school district, and local government agencies that offer charitable programs or projects beneficial to the Argyle community. Priority Areas Priority will be given to applications from Aroostook, Franklin, Penobscot, Piscataquis, Somerset and Washington Counties. This is an Annual Program Statement, outlining our funding priorities, the strategic themes we focus on, and the procedures for submitting requests for funding. Purpose of Small Grants: PDS Burkina Faso invites proposals for programs that strengthen cultural ties between the U.S. and BURKINA FASO through cultural and exchange programming that highlights shared values and promotes bilateral cooperation. All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. Examples of PDS Small Grants Program programs include, but are not limited to: Academic and professional lectures, seminars and speaker programs; Artistic and cultural workshops, joint performances and exhibitions; Cultural heritage conservation and preservation programs; Professional and academic exchanges and programs; Civic education projects that promote democratic processes and human rights; New media concepts projects aimed at reaching wider audiences; Youth community service projects that promote democratic processes and encourage volunteerism; Development of initiatives aimed at maintaining contacts with alumni of U.S. exchange programs. Priority Program Areas: Programs to bolster understanding and practices of Democracy, Human Rights, and Good Governance. Programs promoting English language capacity through projects that encourage the usage and learning of English language as a tool for civic and economic development. Programs that increase transparency, media professionalism, access to diverse new sources, media literacy, etc. Projects may develop the capacity of Burkinabe media, a tradition of fact-checking and research for journalists and/or media consumers, capitalize on social media use for greater transparency, and/or expand such programs beyond the capital and secondary cities. This funding opportunity supports nonprofits, government units, and educational institutions that address community needs in Beaver Island, Boyne City, Charlevoix, and East Jordan, Michigan.

The Community Foundation is offering multiple grant cycles in 2024, including 5 community grant cycles and two ongoing grant cycles. The grants focus on various areas such as arts and culture, education, environment and land use initiatives, community and economic development, civic improvement, human services, health and wellness projects, recreation, and youth projects. Nonprofit organizations, educational institutions (preschool through college), and all units of government serving Charlevoix County residents are eligible to apply. The application deadlines vary for each grant cycle. This program provides financial assistance to various governmental entities, organizations, and educational institutions in Wisconsin for the construction and improvement of shooting ranges.

Since 1986, the state’s Housing Trust Fund has invested over $2 billion in capital funding and helped build or preserve more than 58,600 affordable housing units statewide. The Washington Legislature makes biennial appropriations in the capital budget and directs the Department on how to invest the funds. The Housing Trust Fund provides capital financing through loans or grants to affordable housing projects through annual competitive application cycles.For over 25 years the Policy Advisory Team (PAT) has provided recommendations and advice on affordable housing policy for Commerce and the Affordable Housing Advisory Board (AHAB). RCW 43.185A.020 requires Commerce to develop and administer its affordable housing program with advice and input from AHAB. Commerce has made it a priority to make our community feedback more representative of communities most impacted by the housing crisis and discrimination in housing. Incorporating the voices of community members, and particularly centering voices of communities that experience marginalization and discrimination in access to housing, was a priority throughout a consultant-led process, which involved multiple public meetings across 2023. As a result of this process, Commerce recognizes the need to improve engagement holistically, and is presenting a proposal that replaces the current PAT. This proposal focuses on the following strategies to increase transparency of decision making by incorporating input from diverse stakeholders with reasonable timelines, presentations and multiple feedback channels.
