The purpose of the Title V Competitive Sexual Risk Avoidance Education (SRAE): New Mexico funding opportunity is to fund projects in New Mexico to implement sexual risk avoidance education that teaches participants how to voluntarily refrain from non-marital sexual activity. Successful applicants are expected to submit plans for the implementation of sexual risk avoidance education that normalizes the optimal health behavior of avoiding non-marital sexual activity, with a focus on the future health, psychological well-being, and economic success of youth. Applicants must agree to: 1) use medically accurate information referenced to peer-reviewed publications by educational, scientific, governmental, or health organizations; implement an evidence-based approach integrating research findings with practical implementation that aligns with the needs and desired outcomes for the intended audience; and 2) teach the benefits associated with self-regulation, success sequencing for poverty prevention, healthy relationships, goal setting, and resisting sexual coercion, dating violence, and other youth risk behaviors such as underage drinking or illicit drug use without normalizing teen sexual activity. The Title V SRAE legislation requires unambiguous and primary emphasis and context for each of the A-F topics to be addressed in program implementation. Additionally, there is a requirement that messages to youth normalize the optimal health behavior of avoiding non-marital sexual activity.

Participants should have demonstrated leadership abilities, a track record of engagement in their communities, and the capacity to collaborate with peers from other nations. We will also leverage the expertise of youth leaders from similar USG-sponsored youth leadership initiatives such as the Young Southeast Asian Leaders Initiative (YSEALI) and the Young Pacific Leaders (YPL) Program to ensure young people in East Asia understand broader regional issues and how youth have successfully worked together in other areas of the Indo-Pacific. This Youth Summit is a key pillar of the Young Trilateral Leaders (YTL) network, a regional youth initiative that creates space for young leaders to make meaningful contributions to trilateral policy discussions. YTL fosters a tight-knit network of young leaders who understand the issues facing the trilateral partnership while working together to identify innovative solutions to future global challenges. Participants who complete the program can continue contributing to the network as YTL alumni. The 2025 Kansai Summit will build upon the outputs of the 2024 Busan Summit. Additional trilateral youth activities may be sustained via small grants administered by U.S. Consulate General Osaka-Kobe and U.S. Embassies Tokyo and Seoul. Program Structure: Proposals should incorporate four primary elements (1) Pre-program promotion and selection process: The recipient will design and implement a program promotion and online application process for prospective participants, including a dedicated program website. These engagements should also lay out logistics and expectations for the in-person summit. The Joint Fire Science Program (JFSP) is a partnership of seven federal wildland fire management and research agencies that have a shared need to address problems associated with managing wildland fuels, fires, and fire-impacted ecosystems. The partnering agencies include the U.S. Department of Agriculture (USDA), Forest Service (FS) and five bureaus in the U.S. Department of the Interior (DOI): Bureau of Indian Affairs, Bureau of Land Management, National Park Service, Fish and Wildlife Service, and Geological Survey. The purpose of the Cooperative Agreement is to restore a total of 450 linear feet in two separate reaches with measures to provide structural repair and erosion prevention strategies along the indicated stream at Naval Support Facility Indian Head (NSFIH), located in northwestern Charles County, Maryland. The work shall include all necessary measures to meet the stream restoration efforts to reduce erosion and Nonpoint Source (NPS) pollution. These measures will include installing stream erosion control measures through living shoreline, bolder toe, gabion removal, native plantings, and supporting measures to reduce shoreline erosion. As people harmed by domestic violence, dating violence, sexual assault, and stalking seek expanded options to address the harm they have experienced, communities have continued to strengthen and improve their responses, approaches, and services. One such approach is restorative practices. Restorative practices incorporate an understanding of trauma and are intended to repair and address the harm experienced while providing meaningful accountability for the harm-doer. An effective restorative practices program is completely voluntary for the person harmed, promotes their autonomy, and prioritizes their safety, while promoting meaningful justice, accountability, and community safety. The Violence Against Women Act Reauthorization Act of 2022, 34 U.S.C. 12514, authorizes funding to eligible entities to develop and implement a program, or to assess best practices for: 1) restorative practices to prevent or address domestic violence, dating violence, sexual assault, or stalking; 2) training by eligible entities, or for eligible entities, courts or prosecutors, on restorative practices and program implementation; and 3) evaluations of a restorative practice, as defined within the statute. Accordingly, OVW is launching the Restorative Practices Pilot Program in three (3) phases: 1) Training and Technical Assistance; 2) Evaluation; and 3) Pilot Sites. Phase 1: Training and Technical Assistance OVW issued the FY 2023 Restorative Practices Technical Assistance Pilot Program Call for Concept Papers in March 2023 to identify organizations with the requisite experience and capacity to provide Training and Technical Assistance (TTA) to recipients, subrecipients, and potential recipients and subrecipients of this program. Following an intensive review of responses to the Call for Concept Papers, OVW invited five entities to submit full applications. OVW issued awards to three of those applicants in March 2024 for five-year TTA projects that will run from April 2024 through March 2029 and will involve a planning phase. In addition to providing TTA to the pilot sites, the TTA providers will participate in evaluation efforts funded through the FY 2024 Restorative Practices Pilot Program Evaluation Solicitation. The TTA providers are funded under a separate funding announcement. This solicitation is exclusively intended to fund pilot sites of the Restorative Practices Pilot Sites Program. Phase 2: Evaluation In March 2024, OVW released the Restorative Practices Pilot Program Evaluation Solicitation to invite applications to conduct research and evaluation on restorative practices in collaboration with TTA providers and pilot sites. While pilot sites funded through this Restorative Practices Pilot Sites Program Solicitation will be required to provide funding for and designate an on-site Evaluation Liaison to work with evaluator(s) and participate in the community-tailored evaluation, the comprehensive evaluation will be funded under that separate funding announcement. This solicitation is exclusively intended to fund pilot sites of the Restorative Practices Pilot Sites Program. Phase 3: Pilot Sites (this solicitation) This Restorative Practices Pilot Sites Program is a 60-month funding opportunity seeking to support, strengthen, enhance, and expand existing restorative practice programs that prevent or address domestic violence, dating violence, sexual assault, or stalking, in accordance with the restorative practices definition at 34 U.S.C. 12514(a)(3), and build evidence for victim-centered, trauma-informed, and culturally responsive restorative practices addressing these harms. OVW will award cooperative agreements to eligible entities that form a partnership of two or more entities that have (1) a demonstrated history of comprehensive training and experience in working with victims of domestic violence, dating violence, sexual assault, or stalking; and (2) demonstrated experience in implementing restorative practices. OVW is interested in supporting communities to enhance or expand current efforts, including an evaluation of the intersection of domestic violence, dating violence, sexual assault, stalking and restorative practices. In addition, OVW seeks to fund a range of pilot sites, including sites in various geographic locations with different demographic characteristics; culturally specific, and/or underserved populations; and different VAWA subject areas to be addressed (i.e., domestic violence, dating violence, sexual assault, and/or stalking). OVW is interested in supporting projects that implement a diverse range of restorative practices, including projects that may have a connection to the criminal justice system, as long as the program is not housed within or administered by a court, prosecutors office, law enforcement agency, or any other component of the civil or criminal justice system. Recipients under this program will receive TTA for the duration of their awards that is tailored to the recipients distinct approach to restorative practices in domestic violence, dating violence, sexual assault, and stalking cases. Recipients will be required to collaborate with the evaluator(s) to help develop an understanding of establishing, implementing, and using restorative practices to redress the harm caused by domestic violence, dating violence, sexual assault, and stalking. The terms used throughout this solicitation may vary from people harmed, people who caused harm, harm-doers, victim, survivor, and offender, which reflects terminology used by practitioners and the statutory language that authorizes this program, 34 U.S.C. 12514.

The Fiscal Year (FY) 2024 Port Security Grant Program (PSGP) is one of four grant programs that constitute DHS/FEMAs focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nations critical infrastructure against risks associated with potential terrorist attacks. The PSGP provides funds to state, local, and private sector maritime partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies. The PSGP supports critical national seaports/terminals to enhance port security through enhanced facility and operational security. PSGP allows for a broad range of projects to be funded as long as they are applicable to enhancing maritime security capabilities. The Fiscal Year (FY) 2024 Transit Security Grant Program (TSGP) is one of four grant programs that constitute DHS/FEMAs focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nations critical infrastructure against risks associated with potential terrorist attacks. The TSGP provides funds to transit agencies to protect critical surface transportation infrastructure and the traveling public from acts of terrorism. For FY 2024, DHS is focused on the criticality of information sharing and collaboration to building a national culture of preparedness and protecting against terrorism and other threats to our national security. DHS and its homeland security mission were born from the failures among federal agencies and between the federal agencies and state and local authorities to share critical information related to the threat of terrorism prior to the September 11, 2001, attacks. The threat profile has changed in the last two decades we now face continuous cyber threats by sophisticated actors, threats to soft targets and crowded places, threats to our democratic election process and threats from new and emerging technologies. That said, information sharing and cooperation between state, local, tribal, and territorial authorities, and federal agencies, including all DHS officials, is just as vital, and perhaps even more vital, today. Therefore, for FY 2024, we have identified two priority areas, related to some of the most serious threats that Amtrak should address with IPR funds. These two priorities areas include enhancing cybersecurity and enhancing the protection of soft targets/crowded places. DHS also will continue to forge partnerships to strengthen information sharing and collaboration in each of these priority areas. With this solicitation, OJJDP seeks to support and strengthen collaborations between arts-based organizations and juvenile justice systems to develop, expand, or enhance promising and effective interventions that provide access to high-quality arts programs with and for current or previous justice-involved youth to reduce juvenile delinquency, recidivism, and/or other problem and high-risk behaviors. OJJDP defines justice-involved youth as those participating in court-ordered diversion programs in detention, correctional, or other residential facilities, and/or are on probation due to a delinquency finding by juvenile court.

With this solicitation, BJA seeks to support small and rural agencies in their efforts to combat violent crime through the implementation of a comprehensive violent crime reduction strategy. The goal of this program is to increase the capacity of police departments or prosecutorsβ offices to fully implement programming and activities that reflect critical elements found in the Violent Crime Reduction Operations Guide or the Prosecutors' Guide to Reducing Violence and Building Safer Communities to combat violent crime.

This Funding Opportunity Announcement (FOA) is being issued by the U.S. Department of Energys State and Community Energy Programs (SCEP) on behalf of the Local Goverment Energy Program (LGEP). This FOA will support eligible local governments and Tribes to implement projects that provide direct community benefits, spark additional investments, meet community-identified priorities, and build local capacity. Community benefits may include creation of local economic opportunities for workers, workforce measures and agreements, community revitalization, lowered energy burdens, increased access to renewable energy, improved air quality, increased public participation in energy decision-making processes, and improved quality of life for local residents. Projects may span a range of geographic scopes and wide variety of technology areas including, but not limited to: building efficiency and/or electrification, electric transportation, energy infrastructure upgrades, microgrid development and deployment, renewable energy, resilience hubs, and workforce development.
