The goal of USAID/Cambodias new five-year community tuberculosis (TB) activity is to accelerate TB case finding and case holding activities to maximize TB outcomes among Cambodians, including vulnerable populations such as Indigenous People. This Activity will build on USAIDs previous investments in community TB control, including the USAID Community Mobilization Initiatives to End Tuberculosis (COMMIT) activity, recommendations from the COMMITs mid-term evaluation, and lessons learned from stakeholders; and further contribute to the National TB Strategic Plan to End TB (2021-2030), World Health Organizations (WHO) End TB Strategy, and USAIDs Global TB Strategy 2023 - 2030. This Activity will focus on improving and streamlining the implementation of the End TB strategy at the community level while strengthening longer-term systems and capacity for: improving access to and demand for high quality TB services and advancing their integration within national health systems, creating an enabling private sector environment for TB control and the provision of TB services, and improving TB Management Information System (MIS) systems and data use, to provide better and more sustainable TB services.

The U.S. Department of Agriculture (USDA)s Natural Resources Conservation Service Soil and Plant Science Division (NRCS SPSD), is announcing the potential availability of funding for agreements for the purposes of supporting cooperative research in soil science and soil survey. The purpose of the 2024 Soil Survey Cooperative Research Proposals is to promote research that informs and improves soil survey. Each proposal must include significant collaboration with soil survey personnel (such as those at the National Soil Survey Center, MLRA Soil Survey or Regional offices). The proposals deliverables and their connection to soil survey must be clearly explained. Extra consideration will be given to proposals that include Dynamic Soil Survey research support, with close collaboration with National Soil Survey Center Research Soil Scientists. The Everglade snail kite is a federally listed endangered species. The principal threat to the snail kite is the loss, fragmentation, and degradation of wetlands in central and southern Florida resulting from urbanized and agricultural development and alterations to wetland hydrology through ditching, impoundment, and water level management. The Central and Southern Florida (C) Project, which was originally designed and constructed to serve flood control and water supply purposes, has disrupted the volume, timing, direction, and velocity of freshwater flow and has resulted in habitat loss and degradation in the Water Conservation Areas (WCAs) and other portions of the historic Everglades. Drainage of Floridas interior wetlands has reduced the extent and quality of habitat for both the apple snail and the snail kite. The fragmentation or loss of wetland habitat significantly limits the snail kites ability to be resilient to disturbance events such as various climatic events. As wetland habitats become more fragmented, either through destruction or as the result of hydrologic management, their dispersal distances become greater, putting increased stress on dispersing kites that may not be able to replenish energy supplies. This agreement represents an opportunity to enter into a cooperative agreement for monitoring juvenile snail kite movement and survival patterns on Lake Okeechobee. Monitoring will focus on Lake Okeechobee, because this is a critical wetland habitat for snail kites and helps link populations in the Kissimmee Chain-of-Lakes to the population in the Everglades. The purpose of this research is to understand how current water management operational plans for lake stage and releases at structures and resulting changes in hydrology affect snail kite reproductive success, survival, demography, and population. This project is being conducted to meet a requirement of a Biological Opinion (BO) from the U.S. Fish and Wildlife Service (USFWS) in association with the current regulation schedule for Lake Okeechobee (e.g. 2008 LORS and the anticipated Lake Okeechobee System Operating Manual (LOSOM)) and the Endangered Species Act (ESA). Monitoring and reporting requirements of the BO identify the need to tag up to twenty near fledgling aged snail kites (i.e., 24 days old) with the best proven tags (radio, satellite, or cell) and monitor for up to five months, depending on survival. This period coincides with the lowest survival rates for fledglings as they learn to forage for themselves and begin moving beyond their nest area. Tagging is to commence during the spring recession season. The mechanism for water management effects on juvenile snail kite survival is primarily related to foraging habitat and food availability (but can also include increased predation). For example, rapidly receding water levels or low lake levels in general that occur during the first months of a juvenile fledging the nest can affect food availability through reductions in foraging habitat. These effects may be detectable through fledgling movement patterns or decreased survival if a large enough database is established for comparison. This project will play a critical role in building the knowledge base on juvenile movement and survival patterns under a variety of conditions.

With this solicitation, BJA will fund five training and technical assistance (TTA) providers to support grantees in the Office of Justice Programs (OJP) Community Violence Intervention and Prevention Initiative (CVIPI) and to provide supplemental funding to one site based grantee selected through this program in FY2024. OJPs CVIPI seeks to prevent and reduce violent crime in communities by supporting comprehensive, evidence-based violence intervention and prevention programs, including efforts to address gang and gun violence based on partnerships among community residents, local government agencies, victim service providers, community-based organizations (CBOs), law enforcement, hospitals, researchers, and other community stakeholders. CVIPI is an OJP initiative, and BJA and its partners reviewed and recommended applications for funding in FY2022 and FY2023. In FY2022, the OJP awarded three national TTA providers under two national training and technical assistance-oriented categories: 6 and 7; and awarded three intermediary awards who will support training and technical assistance as well as provide funding to community-based organizations to enhance local or capacity of CVI organizations in category 5. In FY2023, BJA made additional awards including partially funding a state level award to the State of Illinois. OJP did not have sufficient funding to fully fund this recommended award and noted its plan in the approved FY23 CVIPI funding recommendations memo to provide the remaining funding with FY2024 funding.

The State of Hawai`i has established aggressive renewable energy goals, including potential offshore wind development, to reduce fossil fuel dependence. The Bureau of Ocean Energy Management (BOEM) oversees the development of offshore renewable energy on the nations outer continental shelf (OCS) and is mandated to preserve historic and cultural resources that may be impacted by its approved actions. BOEM is required under multiple statutes (as referenced in the below Background section) to take into consideration the impacts of OCS activities on cultural resources and Traditional Cultural Places.The purpose of this study is to provide critical information to BOEM in support of its offshore historic preservation responsibilities. The project will have three primary components: 1) compile data from archival and secondary sources of known, reported, and potential traditional cultural landscapes and cultural resources near the islands of O`ahu and Moloka`i, specifically focusing on the Ka`iwi Channel; 2) compile and summarize appropriate ethnographic information from Native Hawaiian communities regarding types of traditional use areas and traditional cultural places that could be impacted by offshore development; and 3) refine or develop guidance documents that identify Best Practices and protocols for engaging with Native Hawaiian communities, respecting traditional Indigenous Knowledge and including appropriate selected elements of traditional knowledge within the NHPA and NEPA review processes.This information will support recent Guidance for Federal Departments and Agencies on Indigenous Knowledge and other Federal efforts related to Indigenous Knowledge; is necessary under Section 106 of the NHPA, which requires that federal agencies must apply the National Register Criteria to places that may be affected by a federal undertaking; and will also be used to support reviews under NEPA and other federal laws.See related documents for questions and responses submitted after publishing.
