Important information contained in the APS announcement is not necessarily repeated in this specific Addendum. This activity is authorized under the Foreign Assistance Act of 1961, as amended. Through this Addendum #1 to APS No. 72068524APS00003, USAID/Senegal/SRO is requesting the submission of concept papers focused on Strengthening Information Integrity and Resilience (IIR) in the Sahel. Concept papers should describe a nimble and adaptive approach for supporting key actors in local and regional information ecosystems to be more effective in advancing information integrity and resilience in their local and regional systems. TARGET COUNTRIES: All three objectives of this activity (as outlined under technical focus below) must be addressed in all of the following countries, which fall under the management authority of USAID/Senegal/SRO: Burkina Faso Chad Mauritania Objective 2 under this APS (which relates to strengthening regional networks) may also create opportunities for partner organizations in Cabo Verde, The Gambia, Guinea-Bissau, Mali, Niger, and Senegal based on prior approval from USAID. The National Cancer Institute (NCI) intends to issue the U54 Specialized Programs of Research Excellence in Cancer Health Disparities and Minority Health (CHD-MH SPORE) notice of funding opportunity (NOFO). The program will support a network of multidisciplinary, multi-institutional U54 CHD-MH SPOREs, which are multi-project awards uniquely focused on health disparities and/or minority health translational research for improved prevention, early detection, diagnosis, and treatment of cancer in populations who are underserved. U54 CHD-MH SPOREs can investigate more than one cancer type in underserved populations, including groups of highly related cancers (e.g., gastrointestinal or head and neck). The research supported through this program must be translational and must stem from research on human biology, addressing the interplay of various determinants of health with the biology of the disease. U54 CHD-MH SPORE projects must have the goal of reaching a translational human endpoint within the project period of the grant, which may include a clinical trial. This Notice of Intent to Publish is being provided to allow sufficient time for applicants to develop strong applications. The NOFO is expected to be published in late winter 2024 with only one expected application due date in late September 2024.

The United States Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA) is seeking applications for funding from qualified entities to implement programming and activities for Humanitarian Capacity and System Strengthening. BHA is soliciting applications to support programs that focus on improving policies, practice, and standards in humanitarian response through increased coordination among key stakeholders, technical and policy engagement with relevant global actors, innovative and effective approaches to delivering and financing humanitarian assistance, as well as for thematic and operational issues improving humanitarian response to affected populations. This also includes enhancing humanitarian actors ability to respond to humanitarian crises by developing tools and methodologies that contribute to greater understanding of key issues affecting people in crises and humanitarian actors responding to their needs. BHA expects successful applicants to work with BHA and other relevant stakeholders to make new policies, practices, tools, methodologies and innovations available to the wider humanitarian community, where appropriate. Activities are grouped by objective. For the first round of applications, BHA will consider applications focused on only one objective. Should an applicant wish to submit an application for more than one objective, the applicant must do so by submitting separate applications for each objective. Subject to the availability of funds, BHA intends to have more than one round of applications under this APS. BHA intends to award predominantly cooperative agreements, but reserves the right to award any other form of assistance agreement. For the first round of applications, BHA anticipates that the total amount of each award will not exceed $3 million over a two-year period of performance and interested applicants may submit applications for lesser amounts. BHA may amend this APS to increase the funding available for this APS, add or revise program objectives, and/or add additional rounds of applications. USAID will post amendments or addenda to the BHA website and Grants.gov (through which organizations may sign up to receive notifications of changes). The Bureau for Humanitarian Assistance (BHA) has summarized and addressed the questions that BHA received on the subject Annual Program Statement (Funding Opportunity number 720BHA21APS00001) in a response document that is attached in the related documents tab.
