The purpose of this notice of funding opportunity (NOFO) is to invite applications for Research Centers (RC) to support the Centers for Research in Emerging Infectious Diseases (CREID) Network. The CREID network serves to expand knowledge on re-emerging and emerging infectious diseases (re/EIDs) around the globe where outbreaks are most likely to occur. Multi- and inter-disciplinary teams of domestic and international investigators will conduct innovative, collaborative One Health (approach that recognizes the health of humans is interconnected with that of animal health and the shared environment) based research projects and will mount a rapid and effective research response to outbreaks through coordination, collaboration, and cooperation across the CREID Network.

The National Cancer Institute intends to promote a new initiative by publishing a Notice of Funding Opportunity (NOFO) to solicit applications for pilot/exploratory research on the confluence of cancer stigma and HIV stigma in HIV-positive individuals diagnosed with cancer. This NOFO will utilize the R21 grant mechanism (clinical trial optional), which is intended to encourage exploratory/developmental research by providing support for the early and conceptual stages of project development. Up to three (3) R21 awards are expected to be funded as part of the initiative. Research projects will advance the current understanding of the confluence of cancer stigma and HIV stigma in people with HIV (PWH) diagnosed with cancer; investigate the resultant impact of these dual stigmas on cancer outcomes among PWH with cancer; and promote research in diverse domestic and international contexts, focusing on regions in which the HIV-cancer burden is elevated. Pilot interventional research, which addresses modifiable mechanisms of stigma that contribute to negative cancer outcomes among PWH with cancer, is also suitable for this funding mechanism. The NOFO is expected to be published in late Summer 2024 with an expected application due date in late Fall 2024. Details of a pre-application webinar will be announced after the publication of the NOFO. HRSA-25-002, HRSA-25-003, and HRSA-25-004 announces the opportunity to apply for funding under Ryan White HIV/AIDS Program (RWHAP) Part C Early Intervention Services (EIS) Program: Existing Geographic Service Areas. The purpose of this program is to provide comprehensive primary health care and support services in an outpatient setting for low-income people with HIV. Under this announcement, successful applicants must provide: (1) counseling for individuals with respect to HIV; (2) targeted HIV testing; (3) periodic medical evaluations of individuals with HIV and clinical and diagnostic services for HIV care and treatment; (4) therapeutic measures for preventing and treating the deterioration of the immune system, and for preventing and treating conditions arising from HIV; and (5) referrals for people with HIV to appropriate providers of health care and support services. These services are to be provided directly or through referrals, contracts, or memoranda of understanding (MOUs). This competition is open to current RWHAP Part C EIS recipients and new organizations proposing to provide RWHAP Part C EIS funded services in the geographic service areas listed in Appendix C. Please note that there are 3 funding announcement numbers included in this document with 3 different periods of performance (See Appendix C). If you are applying for more than one service area, you must submit a separate application for each proposed service area. All allowable services must relate to HIV diagnosis, care, and support, and must adhere to established HIV clinical practice standards consistent with U.S. Department of Health and Human Services (HHS) Guidelines. Please refer to the HIV/AIDS Bureau (HAB) Policy Clarification Notice (PCN) 16-02 Ryan White HIV/AIDS Program Services for a list of RWHAP allowable core medical and support services and their descriptions. According to the RWHAP Part C statute: At least 50 percent of the amount received under the award must be expended on EIS costs (except counseling and referrals/linkage to care); At least 75 percent of the award (after reserving amounts for administrative costs, planning/evaluation, and clinical quality management (CQM)) must be expended on core medical services costs (Please note: EIS is a subset of this 75 percent of the award) and; Not more than 10 percent of the total RWHAP Part C award funds can be expended on administrative costs. Sponsored projects will work in collaboration to: (1) assess the current data and research capacity of the CCDF Lead Agency; (2) develop questions of interest to investigate state, territory, and Tribal child care policies and practices; (3) develop logic models to identify the data needed to address the questions of interest; (4) identify data sources available to answer questions of interest and assess the accessibility of those data; (5) identify possible data sources from other state, territory, Tribal, and local data systems for linking; (6) determine whether there is a need to collect data to answer policy-relevant questions; and (7) address the barriers to collecting, analyzing, and using data to inform child care policy decisions. These projects are intended to build the capacity of CCDF Lead Agencies to use data, including data on children, families, the workforce, and providers that participate in the child care subsidy system, to make data-informed decisions to improve child care policies and practices. These 18-month projects, with one project and budget period, will fund a planning phase to develop a research plan to address questions of interest to the CCDF Lead Agency, including a plan for identifying, linking, and using state, territory, and Tribal data to inform child care policy decisions. These planning projects may be followed by a second competition (Phase II), under a separate Notice of Funding Opportunity, to support execution of the research plans to develop and improve state, territory, and Tribal data systems. Projects must be conducted through partnerships between CCDF Lead Agencies (i.e., states, territories, Tribes, or local subsidy administering agencies) and researchers from institutions of higher education, within the state agency, research organizations, and/or other organizations with proven expertise conducting policy research. Applications are invited from CCDF Lead Agencies, institutions of higher education, research organizations, and other organizations with proven expertise conducting policy research. The research supported by this program should be collaborative from start to finish. The CCDF Lead Agency and their research partners must work together to assess the current data and research capacity of the CCDF Lead Agency and develop a feasible plan for identifying, linking, and using data to address questions of relevance to the CCDF Lead Agency. Sponsored projects will be expected to participate in a Consortium that will meet and communicate regularly to identify opportunities for coordination, such as to share information on facilitators and barriers to identifying and using data to inform child care policies and methods for linking data across systems, and to develop collective expertise and resources for the field. The Consortiums collaboration will support research capacity and learning within individual projects and across award recipients. Funding is subject to availability of funds and the best interests of the federal government.
