LLOD supports U.S. foreign policy goals by enabling ECA to quickly respond to emerging foreign policy priorities. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide a series of multi-segmented exchange projects ranging in size and scope, each involving current or potential government, business, and civil society leaders. It is anticipated that this cooperative agreement will support four to six distinct exchange projects for approximately 75 participants including approximately 55 foreign participants and 20 from the United States.A central component of each project will include a group of foreign participants who will ideally travel to the United States for an intensive, tailored program. Activities could offer a range of program components that may include participation in workshops, meetings, events, mentorships, or working placements in U.S. organizations or businesses. Any U.S.-based program should be complemented by at least one additional segment overseas that should include U.S. participants. Both foreign and U.S. participants should have experience or expertise in the field of the exchange project and U.S. participants should engage with the foreign participants during both the U.S. and foreign program components. The award recipient will work closely with ECA, other Department of State representatives, in-country or regionally-based partner organizations, as appropriate, to recruit, screen, and select the participants and develop program activities that best address the specific project goal(s). The final list of participants should be approved by ECA. U.S. participants will be selected in close consultation with ECA. Additional project components, such as regional gatherings of participants overseas, small grants competitions, or local trainings should be developed, as appropriate, based on the scope and goals of the specific exchange. The project will expand and improve coordination around ongoing labor trafficking enforcement efforts in Ghana, Cte d'Ivoire, and Benin. 1.The Centers of Excellence in Genomic Science (CEGS) program establishes academic Centers for advanced genome research. Each CEGS award supports a multi-investigator, interdisciplinary team to develop integrated, transformative genomic approaches to address a biomedical problem. A CEGS project will address a critical issue in genomic science, genomic medicine, or computational genomics, proposing a highly innovative solution that would be a major advance. The research will entail substantial risk, balanced by outstanding scientific and management plans and very high potential payoff. A CEGS will focus on the development of novel technological or computational methods for the production or analysis of comprehensive data sets, on a genome-scale biomedical problem, or on other ways to develop and use genomic approaches for understanding biological systems or furthering the application of genomic knowledge, data, and methods towards clinical applications. Each CEGS will nurture genomics by facilitating the interaction of investigators from several disciplines. Along with its scientific goals, CEGS will also expand the pool of genomic scientists and engineers that can use and apply the novel methods, concepts, and knowledge developed by the CEGS by providing education and outreach experiences to scientists at all career levels.

The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF) anticipates funding for the Refugee Individual Development Accounts (RIDA) Program, which establishes and manages Individual Development Accounts (IDA) for low-income refugee participants. Eligible refugee participants who enroll in these projects will open and contribute systematically to IDAs for specified asset goals, including homeownership, business capitalization, vehicles for educational or work purposes, professional certification, and education (limited to postsecondary and/or continuing education, college entrance exam fees, (Test of English as a Foreign Language (TOEFL) and General Education Diploma(GED) preparation and test fees). Recipient organizations may use ORR funds to provide matches for the savings in the IDAs of up to $3,000 per individual refugee and $6,000 per refugee household.The match mentioned in this announcement does not refer to the award recipient finding additional funds to match funds being provided by the federal government; it is the portion of federal funds to be allocated for matching clients' IDA savings.Recipients will be expected to coordinate their policies and procedures for developing and administering refugee IDA projects with ORR and with the existing refugee IDA network.

The Native American/Native Hawaiian Museum Services Program provides funding to support Indian tribes and Native Hawaiian organizations in sustaining their cultural heritage, knowledge, and museum services. Administered by the Institute of Museum and Library Services (IMLS), the program focuses on projects that build institutional capacity, preserve Indigenous languages and cultural practices, enhance collections stewardship, and strengthen professional development for museum staff. Funded projects may include educational programming, oral history documentation, conservation treatments, exhibition development, digitization initiatives, repatriation efforts, and professional training opportunities. For fiscal year 2025, IMLS anticipates awarding approximately $3,772,000 through this program, supporting about 20 projects. Applicants may request between $5,000 and $250,000, with an average award size of $150,000. Projects can span a period of one to three years, with a start date no earlier than **July 1, 2025**. While cost share is allowed, it is not required and will not be considered in the application review process. Awards are contingent upon the availability of funds and the quality of proposals submitted. Eligible applicants include federally recognized Indian tribes and nonprofit organizations that primarily serve and represent Native Hawaiians. Organizations applying as Native Hawaiian-serving nonprofits must provide documentation to confirm their nonprofit status and eligibility. Museums operating within larger institutions, such as universities or cultural centers, may apply independently if they function as discrete units with separate budgets and operations. Partnerships and collaborations with other institutions are encouraged to maximize project impact. Applicants must submit a complete application through Grants.gov by November 15, 2024, at 11:59 PM Eastern Time. Required components include a project narrative, budget form, budget justification, performance measurement plan, schedule of completion, and resumes of key personnel. The project narrative must address three main sections: project justification, work plan, and intended results. Applicants must clearly articulate the project’s goals, describe activities and timelines, and explain how project outcomes will benefit the target community or collections. Supporting documents, such as letters of commitment, conservation reports, or digital product plans, may also be included as applicable. Applications will be evaluated through a peer review process, with reviewers assessing alignment with program goals, clarity and feasibility of the work plan, qualifications of project personnel, and the potential for achieving meaningful and measurable results. For projects involving collections, reviewers will consider the anticipated improvements to their care, access, or preservation. IMLS will notify successful applicants by June 2025. Post-award requirements include regular financial and performance reporting through the IMLS grants management system, eGMS Reach. Awardees must comply with all federal regulations regarding allowable costs, reporting, and project administration. In this case "omnibus" means that this NRA has many individual program elements, each with its own due dates and topics. All together these cover the wide range of basic and applied supporting research and technology in space and Earth sciences supported by SMD. Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers, depending on the nature of the work proposed, the proposing organization, and/or program requirements. However, most extramural research awards deriving from ROSES will be grants, and many program elements of ROSES specifically exclude contracts, because contracts would not be appropriate for the nature of the work solicited. The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods.
