Agency Overview: The Advanced Research Projects Agency Energy (ARPA-E), an organization within the Department of Energy (DOE), is chartered by Congress in the America COMPETES Act of 2007 (P.L. 110-69), as amended by the America COMPETES Reauthorization Act of 2010 (P.L. 111-358), as further amended by the Energy Act of 2020 (P.L. 116-260): (A) to enhance the economic and energy security of the United States through the development of energy technologies that (i) reduce imports of energy from foreign sources; (ii) reduce energy-related emissions, including greenhouse gases; (iii) improve the energy efficiency of all economic sectors; (iv) provide transformative solutions to improve the management, clean-up, and disposal of radioactive waste and spent nuclear fuel; and (v) improve the resilience, reliability, and security of infrastructure to produce, deliver, and store energy; and (B) to ensure that the United States maintains a technological lead in developing and deploying advanced energy technologies. ARPA-E issues this Funding Opportunity Announcement (FOA) under its authorizing statute codified at 42 U.S.C. 16538. The FOA and any cooperative agreements or grants made under this FOA are subject to 2 C.F.R. Part 200 as supplemented by 2 C.F.R. Part 910. ARPA-E funds research on, and the development of, transformative science and technology solutions to address the energy and environmental missions of the Department. The agency focuses on technologies that can be meaningfully advanced with a modest investment over a defined period of time in order to catalyze the translation from scientific discovery to early-stage technology. Existing energy technologies generally progress on established learning curves where refinements to a technology and the economies of scale that accrue as manufacturing and distribution develop drive improvements to the cost/performance metric in a gradual fashion. This continual improvement of a technology is important to its increased commercial deployment and is appropriately the focus of the private sector or the applied technology offices within DOE. In contrast, ARPA-E supports transformative research that has the potential to create fundamentally new learning curves. ARPA-E technology projects typically start with cost/performance estimates well above the level of an incumbent technology. Given the high risk inherent in these projects, many will fail to progress, but some may succeed in generating a new learning curve with a projected cost/performance metric that is significantly better than that of the incumbent technology. ARPA-E funds technology with the potential to be disruptive in the marketplace. The mere creation of a new learning curve does not ensure market penetration. Rather, the ultimate value of a technology is determined by the marketplace, and impactful technologies ultimately become disruptive that is, they are widely adopted and displace existing technologies from the marketplace or create entirely new markets. ARPA-E understands that definitive proof of market disruption takes time, particularly for energy technologies. Therefore, ARPA-E funds the development of technologies that, if technically successful, have clear disruptive potential, e.g., by demonstrating capability for manufacturing at competitive cost and deployment at scale. ARPA-E funds applied research and development. The Office of Management and Budget defines applied research as an original investigation undertaken in order to acquire new knowledgedirected primarily towards a specific practical aim or objective and defines experimental development as creative and systematic work, drawing on knowledge gained from research and practical experience, which is directed at producing new products or processes or improving existing products or processes. Program Overview: The energy transition towards net-zero by 2050 demands an unprecedented level of innovation that must be completed in the span of a generation. Global primary energy usage has increased continuously for the past century. This increase is expected to continue with improved standards of living and the rapid expansion of new technologies with high levels of energy-intensive computation, such as artificial intelligence. Present grid capacity is constrained and cannot accommodate these increasing primary energy needs to reliably deliver power on demand. Meanwhile, all paths through the energy transition require concurrent efforts to decouple the production of essential carbon-based materials from harmful greenhouse gas (GHG) emissions. Since the Agencys inception, the ARPA-E OPEN program has served as an opportunity to advance transformative energy breakthroughs in critical areas that fall outside the scope of its technology-focused programs. Vision OPEN challenges the research community to develop groundbreaking technologies to enable a future energy landscape that is dramatically different. The CTRA supports studies that will move promising, well-founded preclinical and/or clinical research findings closer to clinical application, including diagnosis, prognosis, or treatment of TSC. Projects supported by this award mechanism may include, but are not limited to: Studies moving from preclinical to clinical research and/or the reverse; or analyzing human anatomical substances and/or data associated with completed clinical trials to understand the mechanism of action, or to improve diagnosis, prognosis, or treatment. Studies advancing clinical trial readiness through development of biomarkers, clinical endpoints, and validation of pharmacokinetics/pharmacodynamics. Pilot clinical trials, where limited clinical testing (e.g., small sample size) of a novel intervention to produce information on diagnostic or therapeutic effectiveness, safety, tolerability, or mechanisms of action. These studies should be aimed at obtaining preliminary data leading to the development of interventions with the potential to improve TSC outcomes. New Studies improving clinical care of TSC encompassing the analysis of existing real-world clinical practice data to develop/improve guidelines for better outcomes in defined areas relevant to the FY24 TSCRP focus areas, include but are not limited to epilepsy surgery, tumor resection, reproductive health, perinatal surveillance and care, etc.Preclinical studies may be appropriate but must include a clinical component. Projects that are strictly animal research will not be considered for CTRA funding and should consider other FY24 TSCRP funding opportunities.

The Global Leaders Division, Office of Citizen Exchanges, Bureau of Educational and Cultural Affairs (ECA) invites proposal submissions for one cooperative agreement to design, administer, and implement the J. Christopher Stevens Virtual Exchange Initiative (JCSVEI) Program. The JCSVEI will strengthen engagement between young people in the Middle East and North Africa (NEA) region and in the United States as a lasting tribute to the legacy of Ambassador J. Christopher Stevens. The JCSVEI will use various virtual exchange formats, technology, and online tools to facilitate exchange programs that address the themes of: Civic Engagement; Empowering Women and Girls; Climate Change and Sustainability; Language Learning and Practice; and Digital Literacy Skill Development. By using a wide range of virtual exchange formats, the program should reach approximately 10,000 participants each year. The JCSVEI will also include an Alumni Leadership Academy, and other follow-on alumni engagement activities. Organizations applying for this federal award are required to identify up to 12 subawards to implement virtual exchange programs as part of the JCSVEI. The award recipient must demonstrate capacity to manage up to 12 subawards and will be responsible for all subaward oversight. Only one proposal will be considered by ECA from each applicant organization. In cases where more than one submission from an applicant appears in grants.gov, ECA will only consider the submission made closest in time to the NOFO deadline; that submission would constitute the one and only proposal ECA would review from that applicant. The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that support civil society in the Western Balkans to hold governments accountable and transparent by promoting greater public participation with a focus on environmental issues. The United Nations Environmental Programme held a Western Balkans Forum in late 2022 that concluded the region is heavily impacted by climate and pollution issues. Corruption and inconsistent implementation of regulations further exacerbate the situation. These environmental issues may be highly detrimental to communities in these countries, impacting the health of individuals and putting their rights to safe living conditions and access to natural resources at risk. For instance, a 2022 study from the Belgrade Centre for Security Policy cited instances of increased pollution in regions proximate to new development projects, which degraded air quality and local water sources, causing potential health risks to local communities including respiratory infections and autoimmune diseases. Activists have recounted how local politicians use fear of economic crisis to demotivate citizens from speaking out against industrial pollution. The lack of local good governance in tackling environmental challenges has catalyzed public discontent and distrust. There is a need for citizen advocacy to hold local 2 leaders accountable to environmental regulations, and to protect against egregious environmental damage. To address some of these issues and leverage civil societyโs activism, DRL/GP is seeking proposals that promote greater public participation and ensure government transparency and accountability. The project will focus on environmental governance processes in Western Balkan countries with high levels of international economic influence. The program aims to: (1) support local communities and/or organizations to mobilize to advance good governance principles and their intersection with local environmental laws and regulations; (2) engage independent media and community members in monitoring and documenting cases of noncompliance with environmental policies; and (3) create a diverse network of reform advocates collaborating to build accountability for implementing current laws and development of rightsrespecting policies.

The Administration for Children and Families (ACF) anticipates soliciting applications for the Temporary Assistance for Needy Families (TANF) Data Collaborative Equity Analysis Awards. Awards are intended to support state, territory, or county TANF agencies in conducting equity-focused analyses of their TANF and other human services data. Equity-focused analyses may examine the fair, just, and impartial treatment of individuals under the management and practices of the TANF program. For example, analyses may assess disparities or disproportionalities across different social groups with respect to benefit levels, referral to specific programs, or sanctioning rates. During the 30-month project period, award recipients will participate in intensive training and technical assistance provided by an ACF-funded contractor as part of the TANF Data Collaborative 2.0 (see description below). The technical assistance will build the capacity of agencies to execute a multi-year project that will identify relevant equity-focused research questions, and using available data, build data models and visualizations to inform program improvement, particularly as it relates to social equity in TANF, which is defined as the fair and equitable distribution of public services and implementation of public policy.TANF programs aim to address the employment and self-sufficiency needs of TANF recipients and other individuals with low incomes. The existence of federally reported TANF administrative data and TANF agency case management data creates unique opportunities to evaluate equity in multiple stages of the program process, allowing TANF agencies to build evidence on the potential inequities that may exist in their programs for participants. The TANF Data Collaborative Equity Analysis Awards are intended to support participating TANF agencies to:Build data analytic capacity among TANF agency staff through intensive training and technical assistance;Promote social equity analysis using TANF data to support program improvement and inform policy making;Encourage innovative approaches to leveraging one or more existing TANF data sources; andDemonstrate the potential for improved TANF data quality, use, and sharing to benefit agency programming and individual and family outcomes.OPRE funded the TANF Data Collaborative (TDC) as part of the TANF Data Innovation contract between 2017 and 2022, which provided training and technical assistance to directly support the learning of pilot sites while generating lessons and materials for others interested in understanding and working with TANF data. The Homeland Security Technical Assistance Program (HSPTAP) is established to build State, local, tribal and territorial (SLTT) capabilities to prevent, protect against, respond to, and recover from major events, including threats or acts of terrorism. This overarching programmatic goal of building state and local capabilities will be achieved through various means and methods, each one aimed at making achieving the National Preparedness Goal and furthering our collective efforts to remain a safe and secure nation. Specific program activities anticipated for achieving this goal will include, but will not be limited to: production and dissemination of written products relating to emerging homeland security, emergency management and public safety issues and established or model state homeland security and emergency management efforts; providing educational seminars, training and workshops for apprising newly appointed Governors Homeland Security Advisors (HSAs) and Emergency Management Directors of federal homeland security doctrine, best-practices and established principles; facilitating calls, meetings, or discussions amongst representatives from key stakeholder groups on a regular basis which serve to share information, knowledge, experiences, and practices relating to current and emerging homeland security, emergency management and public safety issues; and, convening trainings, workshops, and other meeting opportunities designed to bring together in a common forum nationwide Homeland Security Advisors, state, local and tribal Emergency Management Directors, as well as other professional organizations in the public and private sectors and to inform partners on the impacts of federal homeland security, emergency management and public safety legislation, regulations and policies on the states. Each recipient will conduct these specific activities to support either State Emergency Management Directors, Homeland Security Advisors to further build SLTT capabilities. An additional key purpose for the HSPTAP is that the program also furthers the building of a national system of emergency management capabilities that can effectively and efficiently utilize the full measure of the Nation's resources to respond to catastrophic incidents, including natural disasters, acts of terrorism, and other man-made emergencies or events. HSPTAP recipients will conduct activities that bring together the collective perspectives of state and local elected officials and the private sector to provide a broad-based sounding board on homeland security issues for all national stakeholders. The program will serve to establish, provide, and maintain a forum for organizations to exchange ideas, conduct targeted discussions, as well as to provide technical assistance to governors offices, associations and organizations on all relevant homeland security policy areas. Finally, HSPTAP will engage the recipient organizations which can work closely with FEMA to develop, transfer, and institutionalize pertinent knowledge at the State and local level for addressing current public policy challenges facing State EM Directors, HSAs and other state and local emergency management officials. HSPTAP recipients, through collaboration with FEMA and other national, regional, state and local entities, will facilitate focused and enhanced communication and coordination among all disciplines and levels of government to address the complex challenges of developing and implementing homeland security policies and practices including: intelligence sharing; State homeland security organization, structure and governance; communications interoperability; critical infrastructure protection; and all hazards disaster prevention, protection, mitigation, preparedness, response and recovery to include areas of emergency management, homeland security, fire, law enforcement, Emergency Management Services (EMS), agriculture, National Guard, emergency communications, and public works. This NOFO seeks applications from the SUD and MHD research communities that coordinate efforts to characterize the effects of neuromodulation on brain circuits and behaviors relevant to both SUD and MHD. To accomplish this goal, studies would specify inclusion/exclusion criteria to capture variance in both SUD and MHD symptoms. Further, studies would include measures of engagement of circuit-level targets in response to neuromodulation and dimensional measures of cognition and behavior relevant to both SUD and MHD. This research approach uses circuit dynamics to understand neurobehavioral function and to develop ecologically valid and descriptive models of the shared and discrete dysfunction across these conditions.
