The goal of proposed efforts must provide solutions that establish, build, and/or maintain STEM educational pathways of U.S. citizens directly relevant to the needs of Department of Navys (DON) current and future workforce. As the capacity of the DON Science and Technology (S) workforce is interconnected with the STEM education system, DON recognizes the need to support efforts that can jointly improve STEM student outcomes and align educational and outreach efforts with Naval S current and future workforce needs. This announcement explicitly encourages programs that improve the capacity of education systems and communities to create impactful STEM educational experiences for students of all ages and the naval related workforce. Programs must aim to increase engagement in naval relevant STEM, and enhance the corresponding skills, knowledge, and abilities of participants. ONR encourages applicants to utilize current STEM educational research for informing program design and advancing STEM careers and opportunities of naval relevance.

The U.S. Department of State Bureau of Democracy, Human Rights, and Labor (DRL) announces an open competition for an evaluation project that contributes to building a portfolio of evidence regarding inclusive human rights in Ukraine. In support of this goal, DRL seeks to promote the use of sound data and generate findings on what works, for whom, and why in democracy and human rights programming abroad. Projects should support the following objective: the rights of marginalized, underserved, and at-risk individuals in Ukraine are recognized and respected within a democracy, rights, and good governance framework.

The National Institute of Diabetes and Digestive and Kidney Disorders (NIDDK) intends to promote a new initiative by publishing a Notice of Funding Opportunity (NOFO) to solicit applications for the TrialNet Coordinating Center (TNCC). The TrialNet network identifies people with type 1 diabetes (T1D) at stages before and after onset of clinical symptoms and enrolls them in trials and studies aimed at prevention of progression to clinical disease and preservation of insulin production. The TNCC participates in ongoing studies and intervention trials as well as the design and conduct of new studies and intervention trials. The TNCC will: (1) support a wide range of research projects in varying stages of development, implementation and completion, and (2) provide data and sample management, including standardized acquisition, quality control, dissemination and public accessibility. The TNCC will be responsible for network administration and operations, including the evaluation, selection, and funding (through subcontracts) of Clinical Centers and central support units (such as laboratories) necessary for the conduct of TrialNets clinical studies. The TNCC PD/PI will be a voting member of the TrialNet Executive and Steering Committees, contributing to network leadership. This NOFO requires a Plan for Enhancing Diverse Perspectives (PEDP), which will be assessed as part of the scientific and technical peer review evaluation. Applications that fail to include a PEDP will be considered incomplete and will be withdrawn. Applicants are strongly encouraged to read the NOFO instructions carefully and view the available PEDP guidance material. This Notice is being provided to allow potential applicants sufficient time to develop meaningful collaborations and responsive projects. The NOFO is expected to be published in Spring 2024 with an expected application due date in Summer 2024. This NOFO will utilize the U01 activity code. The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State announces an open competition for organizations to submit applications to implement the Partnership to Advance Research and Scientific Evidence (PARSE), a project to generate evidence-based research to counter crime, illegal drugs, and instability abroad. Expected results from this project are twofold. First the project should generate the identification of priority research themes, areas, or questions. Second, the project will enable the production of select synthesis reports and novel studies. Both results must fill public knowledge gaps by providing methodologically rigorous, relevant, actionable, and contextually diverse (international) insight on what works best to advance sustainable and effective criminal justice systems, approaches, and practices. Through actionable AND scientifically substantiated knowledge, the project results should be able to inform strategies or approaches to improve civilian security, mitigate internal and transnational threats and risks, and contribute to stable criminal justice institutions amongst U.S. partners abroad.Applicants must be able to generate results that clearly, concretely, and compellingly convey evidence-based findings to non-scholarly audiences within the rule of law community. These audiences include but are not limited to law enforcement and justice sector officials as well as other decision makers and practitioners involved in policy formulation, program design, and strategic/operational/project/tactical implementation. Resulting research should also be framed by the possibility to extrapolate and adapt evidence-based and actionable findings to multiple countries and/or contexts. Additionally, the selected applicant (qualifying organization) should expect to work in close cooperation with INL. To achieve this level of cooperation, INL expects, among other mechanisms, to hold weekly or bi-weekly meetings with the qualifying organization. Finally, contingent upon performance, relevance, and fund availability INL will consider the expansion of the project to develop additional research products and results (refer to Project Expansion Section).

The purpose of this program is to increase the amount of high quality, impartial, policy-relevant research to assist providers and decision/policy-makers at the federal, state and local levels to better understand problems faced by rural communities and provide information that will be applied in ways that improve health care in rural areas. This notice announces the opportunity to apply for funding under the Rural Health Research Center (RHRC) Program. The purpose of this cooperative agreement is to support high-quality, impartial, policy-relevant research to assist health care providers and decision/policy-makers at the federal, state and local levels in better understanding the challenges faced by rural communities and in designing policies to improve health care access and population health. RHRC recipients will conduct policy-oriented health services research, update trend analyses and existing research, and conduct necessary literature reviews on rural issues and synthesize the issues into publically available policy briefs designed to be easily understood by a non-technical audience. In addition to primary and secondary research, the applicant must be willing and able to conduct literature syntheses and update existing research to produce timely and relevant information. The ratio of original research to other needed projects will be reviewed by the Federal Office of Rural Health Policy (FORHP) and the final ratio will be negotiated between the recipients and the Federal Office of Rural Health Policy. The four-year RHRC Program awards are designed to support research centers with specific rural health research areas of concentration. The topic(s) of concentration must be policy-relevant and of enduring interest and importance to rural providers, rural stakeholders, policy makers and/or rural communities. A goal of the RHRC Program is to produce new information, through the research activities supported by this cooperative agreement, which can be applied in ways that directly inform improvements in access to health care and population health for rural America. This cooperative agreement program will support health services research projects and will exclude clinical/biomedical research and the expenditure of funds for delivery of health care services. The Agency for Healthcare Research and Quality (AHRQ) defines the term “health services research” as research that examines “how people get access to health care, how much care costs, and what happens to patients as a result of this care.” The main goals of health services research are to “identify the most effective ways to organize, manage, finance, and deliver high quality care; reduce medical errors, and improve patient safety.”1

The purpose of this award is to help EXBS partners in the Western Hemisphere build capacity to implement and enforce strategic trade controls and related mechanisms (e.g., foreign direct investment screening regimes) to mitigate proliferation risks.

Creating effective solutions to our most pressing environmental and sustainability challenges requires imaginative thinking - the kind that evolves when researchers from disparate fields, expertise, or perspectives fully immerse themselves in work toward a common goal. The National Academies of Sciences, Engineering and Medicine (NASEM), in their report "Environmental Engineering for the 21st Century: Addressing Grand Challenges," identified five critical challenges we must address as a society: sustainably supply food, water, and energy; curb climate change and adapt to its impacts; design a future without pollution and waste; create efficient, healthy, and resilient cities; and foster informed decisions and actions. The report further states, "The challenges provide focal points for evolving environmental engineering education, research, and practice toward increased contributions and a greater impact. Implementing this new model will require modifications in educational curriculum and creative approaches to foster interdisciplinary research on complex social and environmental problems." This solicitation will support projects that tackle these grand challenges using a convergent research model that seamlessly integrates fundamental knowledge and expertise from the fields of chemical process, transport, and biological science and engineering with that of the sustainability and environmental engineering fields. A brief review of convergence research concepts and models can be found on the NSF website - Convergence Reports and References. Accordingly, the Environmental Convergence Opportunities in Chemical, Bioengineering, Environmental, and Transport Systems (ECO-CBET) solicitation will support fundamental research activities that confront vexing environmental engineering and sustainability problems by developing foundational knowledge underlying processes and mechanisms such that the design of innovative new materials, processes, and systems is possible. Projects should be compelling and reflect sustained, coordinated efforts from highly interdisciplinary research teams. A key objective of the solicitation is to encourage dialogue and tightly integrated collaborations wherein members of the chemical process systems, transport phenomena, and bioengineering research communities engage with environmental engineering and sustainability experts to spark innovation and arrive at unanticipated solutions. Furthermore, training the future workforce to successfully engage in discipline-transcending research will support continued innovation toward surmounting the complex environmental and sustainability challenges facing our global community. Process science and engineering, in the context of this solicitation, is broadly defined to include all programmatic interests of the National Science Foundation (NSF) Directorate for Engineering's (ENG) Division of Chemical, Bioengineering, Environmental, and Transport Systems (CBET). Creative collaborations between the CBET research communities that do not typically intersect are highly encouraged. At least three named investigators must be identified, each of whom must possess a unique perspective or skillset that motivates the proposed approach(es). In addition to the three required investigators representing distinct CBET-supported research communities, teamsmay also wish to include investigators with expertise in manufacturing, other sciences, including social, behavioral, and economic sciences, or otherwise to extend the impact of the work. While this solicitation is not restricted to a specific environmental engineering and sustainability research topic, the current solicitation emphasizes research topics related to curtailing climate change and mitigating the environmental impacts of climate change. Assuming sufficient funding is provided in the NSF budget, it is anticipated this competition will continue annually. Research topic priorities are subject to change in subsequent years. Awards are expected to range from $1,500,000 to $1,700,000 over four years. Budgets should be commensurate with the scope of the proposed research. Pending the availability of funds, awards have the potential to be renewed once for a total of eight years of support. Renewal of awards will be subject to a competitive merit review process.
