The Office of the National Coordinator for Health Information Technology (ONC) is accepting applications for a cooperative agreement to measure the use of health information technology (IT) among office-based physicians. The purpose of this cooperative agreement is to measure U.S. office-based physicians' use of interoperable health IT, their experience using health IT, and the impact of health IT on the care they deliver. The cooperative agreement is intended to produce detailed data on interoperability and use of health IT by office-based physicians. These data will result in insights on the implementation and effects of federal health IT policies, allow for identification of disparities in the physicians adopting and using interoperable health IT in terms of the populations they serve or unintended consequences such as increased burden on clinicians resulting from the implementation of health IT, and will inform ONC's ongoing efforts to achieve better health enabled by data through coordination and regulation. The cooperative agreement recipient is encouraged to make the key findings of the cooperative agreement publicly available via their website; peer-reviewed publications in biomedical journals; presentations at conferences; webinars, or blog posts.

The U.S. Embassy Dushanbe, Tajikistan announces an open competition opportunity to implement the English Without Borders (EWB) project in Tajikistan. The EWB project has a number of components and objectives highlighted in this funding opportunity to support English teachers through (1) providing professional development and peer- to- peer engagement and networking; (2) equipping secondary school teachers with modern teaching methodologies, and (3) utilizing the newly designed and published English textbooks. The implementer must be a legally recognized non-governmental organization, that meets U.S. and Tajikistan technical and legal requirements to develop and implement Public Diplomacy Programs as specified in Section C. Background: English Without Borders (EWB) is a project funded by the U.S. Embassy in Tajikistan and implemented since 2021, providing support to English teachers across all regions in Tajikistan. The current EWB project will conclude December 2024; this year PDS seeks to consolidate some English Language Programs under one umbrellanamely continuing EWB networking-type activities, but also providing more targeted support for secondary school (high school) English teachers to use modern teaching methods as well as the new English language textbook. EWB unites English language teachers and students at all levels, supporting them through peer-to-peer networking, the development of pedagogical materials, online and in-person training sessions, and train-the-trainer programs. These online and in-person activities develop teachers capacity to employ modern, student-centric methodologies and design supplementary materials. The U.S. Embassy in Dushanbe has an ambitious slate of English language projects, many in cooperation with the Ministry of Education and Science. These efforts support Tajikistans strategy on improving English language learning by 2030 and President Rahmons 2024 statement on learning foreign languages, including English. While the number of students interested in learning English is on the rise, the number of teachers qualified and prepared to teach them is not. This is due to the relatively sudden increase in the number of classes offered, the relatively recent emergence of English as a foreign language -- resulting in few professional teachers with a specialization in English -- and an insufficient number of English teachers. U.S. Embassy English language programs range from secondary school teacher training programs and providing English language textbooks to English Access Scholarship programs and supporting universities with English Resource Centers and English Language Fellows. In its new iteration, EWB should continue to complement and expand their collaboration with other PDS-funded projects and their participants. Due to the demand for the U.S. Embassy Dushanbes English language programs, the EWB network should continue to utilize its platforms to reach teachers across the country. EWB should continue to expand its partnership with other governmental, non-governmental, private, and international organizations to support a sustainable network for English teachers and students and provide access to learning resources, including collaboration with TESOL International Association, the English-Speaking Nation Project in Uzbekistan, and English Teachers Associations in Dushanbe and across Central Asia. The expected date range for implementation of project is December 1, 2024, to December 1, 2026. Please follow the instructions below for the application. Project Goal: Develop a network of English language educators and educational institutions across Tajikistan to deliver high-quality and effective English language instruction. Objective 4: Increase knowledge sharing between USG English language program alumni and non-alumni English language educators through mentorship programs. Activities: Hold an annual leadership development program to support proactive English teachers in the regions to take on new initiatives and cooperate with the EWB regional representatives in promoting EWB activities at schools and in local communities. Create a team of EWB leaders/ambassadors in each of the four regions to hold weekly professional development and capacity building events and organize annual regional meetings. Strengthen the community of USG English language alumni in the regions (Fulbright TEA, FLTA, ETM, OPEN online course, SUSI, FLEX, Access Scholarship programs) and develop mentorship programs in each region to engage the alumni in different EWB activities and events, and to act as mentors to other (non-alumni) English teachers. Sustain dynamic work and explore new avenues for collaboration with the Institute of Professional Development (IPD) under the Ministry of Education and Science. Strengthen and expand upon our partnership with English teacher associations and English teachers networks in Central Asian countries through national and international online collaborative events and activities. Key aspects of the MASA: Principal Investigator: The PI (i.e., Scholar) must be an early-career researcher or physician-scientist no more than 7 years from obtaining their first faculty-level appointment. Postdoctoral fellows (and equivalent) are not eligible for this award mechanism. The PIs record of accomplishments and the proposed research will be evaluated regarding their potential for contributing to the FY24 MRP Focus Area(s) in Section II.A.1. Not all of the PIs accomplishments need to be in the field of melanoma. The PIs organization must demonstrate a commitment to the PI through confirmation of independent laboratory space. Impact: The impact of the proposed research must relate to at least one of the FY24 MRP Focus Areas in Section II.A.1. Impactful research, including basic research, should expedite the advancement of promising ideas towards clinical and/or public utility. The application must articulate the short- and long-term impact the proposed research will have on melanoma research and/or patient care. Career Development: A Career Development and Sustainment Plan (Attachment 7) is required and should be prepared with appropriate guidance from the Career Guide. The Career Development and Sustainment Plan should include a clearly articulated strategy for establishing collaborations and acquiring the necessary skills, competencies, and expertise to advance and sustain an independent career at the forefront of the melanoma field. The Scholar must show milestones and career pathways toward achieving the milestones. The Scholar must articulate commitment to interactions with the MA. Career Guide: The Scholar must designate a Career Guide. The Career Guide must be an experienced melanoma researcher, as demonstrated by a strong record of funding and publications in melanoma. In addition, the Career Guide must demonstrate a commitment to advancing the Scholars career in the melanoma field. The Career Guide must also be committed to fully participating in the MA throughout the award period of performance, including interacting with other MA Scholars and Career Guides and participating in MA activities (e.g., serving on the MA Advisory Board) as requested by MA Leadership. The Career Guide must not be the named Career Guide on any previously funded (FY21-FY23) MASA applications, nor may a Career Guide be named on more than ONE FY24 MASA application. The United States Department of States Bureau of Western Hemisphere Affairs (WHA) announces a Notice of Funding Opportunity (NOFO) to address systemic barriers and socio-cultural attitudes that challenge gender equity and equality in the Caribbean economy, to build the economic resilience and skills capacity of women and adolescent girls aged 16 and older to enable them to enter the labor force and obtain economic security. The project should start in October 2024, exact start dates to be determined. It is anticipated that the award will be executed through a cooperative agreement. This project will be administered by WHAs Office of Policy Planning and Coordination (PPC). Subject to availability of funds, WHA intends to issue one award to not exceed $1,973,359 in FY 2023 Gender Equity and Equality Action (GEEA) Economic Support Funds (ESF) for a project period up to three (3) years. WHAs Caribbean United for Womens Economic Empowerment (CUWEE) project seeks proposals that demonstrate how the potential grantee will strengthen local civil society support actors engaged in advancing womens economic security in the region to help provide economic gender equity and equality in the Caribbean region. The project should include plans to first identify problematic country-specific and/or regional systemic barriers and socio-cultural attitudes, and then work with local civil society organizations (CSO)s to address those barriers. The CUWEE project intends to support a competition that will promote local CSOs to develop and implement pioneering solutions to overcome the local systemic barriers to economic security for women in their country/region. Additionally, the project should provide a training curriculum that builds the capacity of and strengthens the regional Caribbean network of local CSOs engaged in womens economic security.
