A. PROJECT DESCRIPTION The U.S. Department of State, U.S. Embassy Kinshasa announces an Open Competition for organizations interested in submitting applications for projects that promote accountable, transparent, and democratic governance and promote and protect human rights and fundamental freedoms for all individuals. In this vein, selected projects will target youth and women interested in becoming political leaders in their communities and country. Projects will focus on education and empowerment, and will develop curricula, that cover civic engagement, peaceful participation in political processes, ethics in politics, community leadership and advocacy. Goals Projects should demonstrate systemic change and be designed to achieve the following objectives: Objective 1: Inspire youth and womens desire to participate in democratic processes by enlisting experienced youth and women in politics to develop a mentorship program. Objective 2: Develop entrepreneurial capacities of youth and women that contribute towards access to educational programs, creating sustainable income-generating activities, and paying for involvement in electoral processes. Objective 7: Provide technical support and integrate program with or leverage existing programs, local resources, and/or the activities of other donors.

The curriculum for Leadership Essentials for Sustainability was developed in 2017 as an instructor-led training (ILT). This 16-hour site-based program has been requested through NICs technical assistance, and specifically focuses on the soft skills of leadership and behavioral attributes that are a necessity for leading others. The topics can be customized based on the needs of the agency and may include building teams that work; strategic delegation; ethics and integrity; leading and managing change; institutional culture; and effective communication. The Military Health System Research Program (MHSRP) provides research grants on topic areas directed by the Office of the Assistant Secretary of Defense for Health Affairs (OASD (HA)) and the Leadership of the Defense Health Agency (DHA). The intent of MHSR is to foster research capability and capacity that supports the Military Health System (MHS) as a learning health system and to mature as an integrated health system focused on Ready Reliable Care that improves outcomes for patients, staff, and the enterprise. Our Town is the National Endowment for the Arts creative placemaking grants program. Through project-based funding, we support projects that integrate arts, culture, and design activities into efforts that strengthen communities over the long term. Successful Our Town projects demonstrate a specific role for arts, culture, and design as part of strategies for strengthening local communities, ultimately centering equity and laying the groundwork for long-term systems change tailored to community needs and opportunities. All applications are submitted by one organization and require one partner organization. The applicant/partner pair must include 1) a nonprofit organization and 2) a local government or quasi-government entity. Cost share/matching grants range from $25,000 to $150,000, with a minimum cost share/match equal to the grant amount. The Arts Endowments support of a project may start on July 1, 2025, or any time thereafter. A grant period of up to two years is allowed.
