The United States Department of the Interior (Department), Bureau of Reclamations (Reclamation) Snow Water Supply Forecasting Program (Program) aims to improve the skill of water supply forecasts via enhancing snow monitoring through the deployment of emerging technologies to complement existing monitoring techniques and networks. This new program was authorized in December 2020 by P.L. 116-260, Sec. 1111, Snow Water Supply Forecasting Program Authorization Act. The program was authorized for FY 2022 -FY 2026.Reservoir operations and related water management decisions rely on estimates of current and future water availability. These estimates depend on technologies to observe basin conditions such as snowpack. In many Western basins, snowpack and subsequent snowmelt runoff constitutes a significant portion of the annual water supply. Accordingly, monitoring snowpack is of great interest to water managers and water users alike. Traditionally, basin snowpack information is based on a sparse network of observing stations across large watersheds. These networks provide high quality information at station locations but extrapolating that information to an entire watershed is a challenge. This challenge, in large part, motivates the Program.As such, the NOFO invites proposals from eligible applicants that are invested in and capable of demonstrating emerging or deploying existing snow monitoring technologies and/or use of snow monitoring data to enhance water supply forecast skill. Considering this and the Acts emphasis on partner agency coordination, strong applications will have partnerships with water management and forecasting entities to facilitate transfer of knowledge, foster use of data in forecasts, and evaluate utility of information for informing water management decisions. This supports Department of the Interior priority of addressing the drought crisis by providing water managers the best available information to inform the management of this scarce and critical resource.In Phase I, applicants submit technical proposals in the required format and length as specified in Section D.2.1.4 Project Proposal as well as with the required content. Submission to Phase I is required for Phase II consideration.Reclamations application review committee (ARC) will select a set of highly qualified applications from Phase I to move to Phase II of the application process. Submission to Phase I is required for Phase II consideration. If the selected applicants are not present for Phase II, their proposals are automatically disqualified from proceeding further and will be ineligible for an award. Phase II will entail a 30-minute virtual (web meeting) project/proposal pitch presentation to a review panel, followed by 20 minutes of question and answer with the review panel. Those selected to advance to Phase II will be notified of the presentation requirements and logistics with a minimum 4 weeks notice.

History/Background: Marine Corps Air Station Miramar (MCAS Miramar) has been an active installation since the 1940s, focusing on providing services, material support, and training venues that promote combat readiness. Since, its inception and the establishment of the Sikes Act in 1960, MCAS Miramar has actively been monitoring the effects of military land use on the overall condition of natural resources. In 1994, the Center for Earth Systems Analysis Research, a shared educational and research center located at San Diego State University, established a long term monitoring protocol to provide the mechanism for documenting the effects of military operations and training on vegetation native to MCAS Miramar. This protocol provided a continuous database of which to assist in altering land management actions to ensure long-term availability of natural areas for training and conservation. Brief Description of Anticipated Work: The project is to develop and implement a work plan for the current iteration of this monitoring effort, re-survey 82 permanently established monitoring plots according to MCAS Miramars standardized ecosystem monitoring program that inventories and monitors the condition of training lands and natural resources, identify and describe any ecological trends developing as indicated by the previous and current survey efforts for the monitoring plots, provide detailed site descriptions and information on disturbance and erosion, provide individual summaries of the composition, structure and site characteristics of the 82 plots surveyed in the 2003 LTEM report, provide contrast of summaries of the individual plots that comprise each major vegetation type for the three survey efforts, provide evaluation and discussion of management implications, provide photographic documentation of the plots, and submit draft and final reports along with all associated Geographical Information System (GIS) deliverables and maps for this monitoring effort that integrates all years efforts, results, analyses, evaluates the effectiveness of this effort. Purpose The Centers for Disease Control and Prevention (CDC) announces the availability of funds to support agencies and organizations that coordinate and manage Maternal Mortality Review Committees to identify and characterize pregnancy-related deaths for preventability, abstract clinical/non-clinical data into a standard data system, conduct informant interviews to inform individual case review, and enter information into a standard data system within 2 years of death. Moreover, continued integration with Euro-Atlantic commercial and academic institutions, including through trade and investment, often can enhance long-term prosperity in the Western Balkans.A.2 GoalsThe first goal of this project is to establish a network of researchers, analysts, business leaders, and/or journalists in the Western Balkans, who promote Euro-Atlantic trade, responsible foreign direct investment, stewardship of the environment, development of human capital, long-term prosperity built on a market- and rule of law-based system, and engagement with Euro-Atlantic commercial and analytical partners. In particular, this should emphasize the positive impacts of Euro-Atlantic trade and investment in the Western Balkans, A significant trade and investment forum to promote Euro-Atlantic commercial relations with the Western Balkans, Greater public awareness of and expert attention to the environmental effects of FDI, Greater public awareness of and expert attention to FDIs effects on human capital, for example the creation of jobs overall as well as the creation of high-level, high-wage employment in leadership and management positions of foreign-owned companies in the Western Balkans, Development and/or implementation of local, national, or European Union-led strategies to mitigate risks associated with existing FDI in infrastructure, mining, auto and battery production sectors. These risks might include the potential for exploitation of cheap labor and resources and the risk of cultural clashes and political instability.A.4 Main ActivitiesIllustrative examples of program activities include: Development of a public trade and FDI portal and creation of a mechanism to ensure it continues beyond the two-year program of the grant, Organizing and hosting a trade and investment forum in the Western Balkans and creation of a mechanism to ensure the forum has long-lasting spillover effects, commercial, political, and/or analytical, Articles and op-eds published in local languages and/or English discussing trade and FDI and emphasizing, when possible, the positive impact of Euro-Atlantic investment and trade, Roundtable discussions in covered countries, organized by local partners, to publicize findings and galvanize responses.A.5 Performance IndicatorsThe project should aim to have an impact that leads to measurable increases in public awareness of trade and FDI, increased public attention regarding the positive impacts of EU and transatlantic commercial ties and investment, and evidence of continuing networking on relevant issues in the Western Balkan region. A catalog of the number of media stories with such an emphasis could be an indicator of success. New and widely publicized data regarding positive impact of Euro-Atlantic trade and investment on job creation, especially high-wage managerial positions, would be another indicator as would an increase in such job creation, though the latter would take several years to produce.
