The Office of Refugee Resettlement (ORR) within the Administration for Children and Families (ACF) announces funding under the Refugee Family Child Care Microenterprise Development Project (RFCCMED). Through the RFCCMED program, ORR will fund successful applicants to provide refugee participants with training and technical assistance in professional child care, microenterprise development, and financial literacy; assist refugee participants in navigating the child care licensing process; and provide direct financial assistance as needed to enable participants to prepare their homes for child care business operation. Successful applicants will demonstrate internal capacity and partnerships to provide program services. The three main objectives of RFCCMED are to 1) help refugees to achieve economic self-sufficiency by establishing licensed family child care (FCC) businesses; 2) help refugee families gain access to licensed FCC businesses which will meet the early care and developmental needs of refugee children; and 3) assist refugees in learning how to navigate mainstream child care services.

The purpose of the Assistive Technology (AT) Alternative Financing Program (AFP) is to support programs that provide for the purchase of AT, such as a low-interest loan fund, an interest buy-down program, a revolving loan fund, a loan guarantee, an or an insurance program, that results in the acquisition of AT devices and services. Applicants for the AT AFP grant awards are required to provide an assurance that, and information describing the manner in which, the AFP will expand and emphasize consumer choice and control. Applicants should incorporate credit-building activities in their programs, including financial education and information about other possible funding sources. Successful applicants must emphasize consumer choice and control and build programs that will provide financing for the full array of AT devices and services and ensure that all people with disabilities, regardless of type of disability or health condition, age, level of income, and residence, have access to the program.

This FOA will support integrated, interdisciplinary research teams from prior BRAIN technology and/or integrated approaches teams, and/or new projects from the research community that focus on examining circuit functions related to behavior, using advanced and innovative technologies. The goal will be to support programs with a team science approach that can realize meaningful outcomes within 5-plus years. Awards will be made for 5 years, with a possibility of one competing renewal. Applications should address overarching principles of circuit function in the context of specific neural systems underlying sensation, perception, emotion, motivation, cognition, decision-making, motor control, communication, or homeostasis. Applications should incorporate theory-/model-driven experimental design and should offer predictive models as deliverables. Applications should seek to understand circuits of the central nervous system by systematically controlling stimuli and/or behavior while actively recording and/or manipulating relevant dynamic patterns of neural activity and by measuring the resulting behaviors and/or perceptions. Applications are expected to employ approaches guided by specified theoretical constructs, and are encouraged to employ quantitative, mechanistic models where appropriate. Applications will be required to manage their data and analysis methods in a prototype framework that will be developed and used in the proposed U19 project and exchanged with other U19 awardees for further refinement and development. Model systems, including the possibility of multiple species ranging from invertebrates to humans, can be employed and should be appropriately justified. Budgets should be commensurate with multi-component teams of research expertise including neurobiologists, statisticians, physicists, mathematicians, engineers, computer scientists, and data scientists, as appropriate - that seek to cross boundaries of interdisciplinary collaboration.
