The purpose of the NIH Midcareer Investigator Award in Patient-Oriented Research (K24) is to provide support to mid-career health-professional doctorates for protected time to devote to patient-oriented research (POR) and to act as research mentors primarily for clinical residents, clinical fellows and/or junior clinical faculty. Section I. Funding Opportunity Description The overall goal of the NIH Research Career Development program is to help ensure that a diverse pool of highly trained scientists is available in appropriate scientific disciplines to address the Nation's biomedical, behavioral, and clinical research needs. NIH Institutes and Centers (ICs) support a variety of mentored and non-mentored career development award programs designed to foster the transition of new investigators to research independence and to support established investigators in achieving specific objectives. Candidates should review the different career development (K) award programs to determine the best program to support their goals. More information about Career programs may be found at the NIH Extramural Training Mechanisms website. The NIH Midcareer Investigator Award in Patient-Oriented Research (K24) is designed to enable mid-career clinician-scientists to: Devote more time to augment their capabilities in Patient-Oriented Research (POR); and Provide mentoring to junior clinical investigators in the conduct of POR (see below for definition). The K24 award is intended to provide protected time to mid-career clinical investigators to provide mentoring to junior clinical investigators, particularly K23 grantees, in POR and to stabilize the careers of these investigators. The intent is to allow these investigators to continue to conduct POR and be available as mentors in POR. It is expected that K24 recipients will obtain new or additional independent, peer-reviewed funding for POR as PD/PI and establish and assume leadership roles in collaborative POR programs. In addition, it is expected that there will be an increased effort and commitment to act as a mentor to beginning clinician investigators in POR to enhance the research productivity of both the K24 investigator and increase the pool of well-trained clinical researchers of the future. For the purposes of the K24 award, Patient-Oriented Research is defined as research conducted with human subjects (or on material of human origin such as tissues, specimens and cognitive phenomena) for which an investigator (or colleague) directly interacts with human subjects. This area of research includes: (1) mechanisms of human disease; (2) therapeutic interventions; (3) clinical trials, and; (4) the development of new technologies. Excluded from this definition are in vitro studies that utilize human tissues but do not deal directly with patients. In other words, patient-oriented research is research in which it is necessary to know the identity of the patients from whom the cells or tissues under study are derived. Studies falling under Exemption 4 for human subjects research are not included in this definition. See also the NIH Director's Panel on Clinical Research Report. NIH defines a clinical trial as "A research study in which one or more human subjects are prospectively assigned to one or more interventions (which may include placebo or other control) to evaluate the effects of those interventions on health-related biomedical or behavioral outcomes." (NOT-OD-15-015). NIH not only supports trials of safety and efficacy, it also supports mechanistic exploratory studies that meet the definition of a clinical trial and are designed to explore or understand a biological or behavioral process, the pathophysiology of a disease, or the mechanism of action of an intervention. These studies may focus on basic and/or translational discovery research in healthy human subjects and in human subjects who are affected by the pathophysiology of diseases and disorders. By addressing basic questions and concepts in biology, behavior, and pathophysiology, these studies may provide insight into understanding human diseases and disorders along with potential treatments or preventive strategies. NIH also supports biomarker studies that meet the definition of a clinical trial and that may provide information about physiological function, target engagement of novel therapeutics, and/or the impact of therapeutics on treatment response. NIH thus supports studies that meet the definition of clinical trials (as noted above) but do not seek to establish safety, clinical efficacy, effectiveness, clinical management, and/or implementation of preventive, therapeutic, and services interventions. Note: This Funding Opportunity Announcement (FOA) is designed specifically for applicants proposing to serve as the lead investigator of an independent clinical trial, a clinical trial feasibility study, or a separate ancillary clinical trial, as part of their research and career development. Substance use needs to be better incorporated into interventions for the engagement and retention of sexual minority persons in prevention and care with attention to emergent interventions such as long-acting PrEP. Social determinants of health associated with HIV and problematic substance use such as homelessness and criminal justice involvement also demonstrate disproportionate impact among sexual and gender minorities and need attention. Changing self-definition of sexual minority status has implications for outreach and provider stigma and needs to be better integrated into interventions. This initiative will address these gap areas and support epidemiologic, intervention, and implementation research that incorporates attention to HIV as a syndemic including comorbidities such as STIs, HCV, and psychiatric disorder.

Notice of Funding Opportunity SummaryThe Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA) is announcing potential availability of cooperative agreements for the purpose of leveraging NRCS resources to assist our agency with conducting and implementing important NRCS Farm Bill Program contract management on multiple private landowner properties throughout Massachusetts. NRCS recognizes the importance of utilizing partners to help facilitate project management for NRCS customers throughout Massachusetts. The agreement holder could be asked to assist with customer technical assistance, conservation planning, certification packets for completed conservation practices, and writing Comprehensive Nutrient Management Plans (CNMPs). The agreement holder will also be responsible for providing training to NRCS staff and affiliates to demonstrate the ability to have direct conversations with agricultural producers, investigate and navigate conservation opportunities, demonstrate project management and implementation skills, as well as customer outreach.NRCS-Massachusetts is making a funding opportunity available for applicants to submit proposals with an award ceiling of $400,000 and a minimum project award of $200,000. NRCS will be awarding a cooperative agreement for up to a five-year period. If, in coordination with NRCS, additional resources are needed at a rate that exceeds this schedule, NRCS may add funds to this agreement to support continued partnership over the performance period.The primary goal is to expand conservation technical assistance to NRCS customers throughout Massachusetts. The project list ranges in size from less than 1-acre farms to several hundred-acre farms. Applicants will identify the average number of conservation application site visits with written conservation plans, existing contract conservation technical assistance site visits, and CNMPs that they could complete in any year with a minimum of fifteen application based and 15 contract based site visits per year being acceptable for this agreement (5 of those including CNMP development). NRCS will work with the selected applicant to make the choice of priority conservation site visits each year of the agreement based on interest and need. Applicants will be required to hold 1-2 conservation focused trainings per year for NRCS staff and partners to expand their technical knowledge. Applicants should provide a list of training ideas to NRCS for the length of the agreement. Applicants will be awarded based on the specified scoring criteria in Section E of this announcement. Eligible applicants are identified in Section C of this announcement. This Notice of Funding Opportunity Announcement (NOFO) intends to supports studies that are both necessary and sufficient to inform the planning of a Phase II-IV clinical trial within NHLBI's mission. The NHLBI expects that applications to this NOFO will describe the planned clinical trial and in so doing demonstrate that the proposed (R34) research is scientifically necessary to design or plan the subsequent trial. Furthermore, this NOFO will support research projects that are designed to provide results that will be sufficient to inform the future trial without further studies. The planned Phase II, III, or IV trial must be primarily intended to test the efficacy, safety, clinical management, or implementation of intervention(s) in the prevention and/or treatment of heart, lung, blood, and sleep disorders. In contrast to the study start up or preparation phase of NHLBI funding opportunities for clinical trials (as described at https://www.nhlbi.nih.gov/grants-and-training/funding-opportunities-and-contacts/clinical-trials-optimization), the R34 mechanism is intended to provide new information that answers a scientific or operational question(s) which may be pragmatic in nature and, therefore, informs the final development of a Phase II-IV clinical trial.
