The 2024 States’ Economic Development Assistance Program (SEDAP), announced by the Delta Regional Authority (DRA), seeks applications for grants to target federal resources toward communities in the Mississippi River Delta and Alabama Black Belt regions. With a focus on economically distressed counties and parishes, SEDAP aims to invest in community-based and regional projects across four congressionally mandated funding categories: basic public infrastructure, transportation infrastructure, business development with an emphasis on entrepreneurship, and workforce development. The Rural Energy for America Program (REAP) provides guaranteed loan financing and grant funding to agricultural producers and rural small businesses in Idaho for renewable energy systems and energy efficiency improvements. Eligible entities include agricultural producers with at least 50% income from agricultural operations and small businesses in rural areas, meeting specific criteria. The proposal includes a reasonable implementation timeline. Goals and objectives 15 points: Goals and objectives are clearly stated and program approach is likely to provide maximum impact in achieving the proposed results. Embassy priorities 10 points: Applicant has clearly described how stated goals are related to and support U.S. Embassy Kuwaits priority areas or target audiences. Budget 10 points: The budget justification is detailed. Costs are reasonable in relation to the proposed activities and anticipated results. The budget is realistic, accounting for all necessary expenses to achieve proposed activities. Monitoring and evaluation plan 15 points: Applicant demonstrates it is able to measure program success against key indicators and provide milestones to indicate progress toward goals outlined in the proposal. This is a special notice to provide information about the upcoming Notice of Funding Opportunity to establish APEX Accelerators in Fiscal Year 2025. The Procurement Technical Assistance Program (PTAP) was established by section 1241 of the Department of Defense (DoD) Authorization Act for Fiscal Year 1985 (Public Law 98-525) to expand the number of businesses capable of participating in government contracts. Under this announcement, the Department of Defense will award cost sharing cooperative agreements to eligible program participants who will establish or maintain APEX Accelerators. The APEX Accelerators serve as a resource for businesses to obtain information and training related to contracting opportunities with DoD, other federal agencies, state and local governments and with government prime contractors. Procurement professionals at the APEX Accelerators provide critical assistance to businesses seeking to participate in government contracts and most of the assistance they provide is free. B. Program Description/Objective: Award recipients must establish and maintain an APEX Accelerator with physical location(s) to serve as a resource for large and small businesses to obtain procurement technical assistance. Procurement technical assistance means professional, specialized assistance provided to clients that enables them to identify potential contractual opportunities and obtain or perform under contracts, innovation and technology grants, and other DoD-funded instruments, with DoD, other Federal agencies, State and/or local governments, and with Federal, State and/or local government contractors. The National Sea Grant College Program was enacted by the U.S. Congress in 1966 (amended in 2020, Public Law 116-221) to support leveraged federal and state partnerships that harness the intellectual capacity of the nations universities and research institutions to solve problems and generate opportunities in coastal communities. The American lobster (Homarus americanus) and its fishery continue to face significant environmental complexity and socio-economic uncertainty with far-reaching impacts for resource management and community resiliency. In 2022, the American lobster fishery landed approximately 119 million pounds of lobster worth $516 million dollars. This stands in stark contrast to the 2021 commercial harvest that landed 134 million pounds of lobster worth a record setting $924 million dollars. Recent surveys have detected a nearly 40% decline in young lobster recruitment from the important fishing areas of Georges Bank and the Gulf of Maine, signaling concern for the fisherys future and challenges for resource managers and lobster fishermen alike. While there are fluctuations each year that reflect environmental factors such as water temperature and economic conditions such as operational costs, the degree of volatility and uncertainty is without precedent. These impacts are particularly acute in the state of Maine, where approximately eighty percent of American Lobsters are landed each year and the lobster fishery is a major driver of the states marine economy and cultural identity. The Atlantic States Marine Fisheries Commissions 2020 stock assessment indicated record high stock abundance for American Lobster in the Gulf of Maine and Georges Bank and continued declines in southern New England. Additional analyses of landing data from the state of Maine show a downward trend from a high in 2016 of 132 million pounds to an annual average of 102 million pounds between 2019 and 2021. As ecosystem changes persist and the Gulf of Maine continues to warm, it is imperative that research, data, and observations document change, inform gaps, and help communities prepare for the future state of the American Lobster fishery. The American Lobster fisherys sustainability relies not only on the ecological understanding of the species in the face of environmental change but also the economic resiliency of the industry and the communities supported by the fishery. Expanding uses of the marine environment and anticipated management changes will have significant implications for future harvests, alter business models and shift how and where the lobster industry operates. Understanding the economic and social systems impacted by these changes can enhance the industry and communities capacity for resilience to impending environmental and resource management changes by mitigating negative impacts and supporting emerging opportunities. Research approaches that examine social systems and economic implications of regulatory/management changes are needed to fill a critical knowledge gap and inform integrated approaches to these complex issues impacting the lobster fishery. These include economic impact assessments, policy analyses, dimensions of community well-being, workforce diversification, as well as informal and formal governance structures. In FY24, consistent with its mission to enhance practical use and conservation in order to create a sustainable economy and environment, Sea Grants American Lobster Research Program will fund projects that address priority research needs to enhance our understanding of and address impacts to this significant, complex and dynamic fishery. Projects that involve partnerships among industry, State agencies, and/or academia, including but not limited to cooperative research or co-production, are strongly encouraged. The U.S. Department of State;apos;s Public Diplomacy Section in New Delhi invites proposals from eligible non-profit, non-governmental organizations to develop and implement public diplomacy programs in collaboration with the Nexus Start-up Hub at the American Center in New Delhi. This initiative aims to address the growing interest among Indian business sectors in adopting U.S. entrepreneurial skills and values, thereby fostering cultural and economic ties between the two nations.By leveraging the Nexus platform and the expertise of American Center New Delhi, this project aims to equip emerging Indian business leaders with the necessary skills to engage with Indo-Pacific investors and partners, particularly from the United States. The Rural eConnectivity Program (ReConnect) Program provides loans, grants, and loan/grant combinations to facilitate broadband deployment in rural areas. In facilitating the expansion of broadband services and infrastructure, the program will fuel long-term economic development and opportunities in rural America. The ReConnect Program is authorized by the Consolidated Appropriations Act, 2018 (Pub. L. 115-141), which directs the program to be conducted under the Rural Electrification Act of 1936 (7 U.S.C. 901 et seq ). The policies and procedures for the ReConnect Program are codified in a final rule, 7 CFR part 1740, that was published in the Federal Register on February 26, 2021 (86 FR 11603). The Rural Utilities Service (RUS), a Rural Development agency of the United States Department of Agriculture (USDA), is issuing a Notice of Funding Opportunity (NOFO) to announce that it is accepting applications for the ReConnect Program. In addition, the NOFO defines requirements that are determined at the time a funding announcement is published, as outlined in the regulation. Beginning on March 22, 2024, applications can be submitted through the RUS on-line application portal until 11:59 a.m. Eastern on May 21, 2024. This program provides financial assistance to farmers and small rural businesses for implementing renewable energy projects and improving energy efficiency.

The Lithium-Ion Battery Recycling Prize is a grant opportunity for creative individuals, entrepreneurs, and businesses to address challenges in the lithium-ion battery recycling supply chain. The goal of this phased prize competition is to develop and demonstrate processes that can capture 90% of all discarded or spent lithium-ion batteries in the United States for recovery of key materials. The continuation of the prize will award a total of $7.4 million in cash prizes and voucher support over the next 3 years. This includes a new competition track for new competitors and previous participants, as well as additional support for Phase III winning teams. Breakthrough, a new public contest, aims to incentivize innovative solutions from battery industry entrepreneurs that align with the prize goal. Up to $2.4 million in cash prizes and voucher funding will be awarded to up to 10 winners. Winners will also have the opportunity to advance to Phase IV of the competition. Qualified lithium-ion battery recyclers and second-life testing organizations are also being sought as Evaluation Entities for Phase IV. The Rural Economic Development Loan and Grant program provides funding for rural projects through local utility organizations. USDA provides zero-interest loans to local utilities which they, in turn, pass through to local businesses (ultimate recipients) for projects that will create and retain employment in rural areas. The ultimate recipients repay the lending utility directly. The utility then is responsible for repayment to USDA. USDA provides grants to local utility organizations which use the funding to establish Revolving Loan Funds (RLF). Loans are made from the revolving loan funds to projects that will create or retain rural jobs. When the revolving loan fund is terminated, the grant is repaid to USDA.The Agency anticipates the following maximum amounts per award: Loans - $2,000,000; Grants - $300,000.

The U.S. Department of the Treasury (Treasury) is pleased to announce that it is seeking applications from eligible applicants for grant funding under the new SSBCI Investing in America SBOP that propose innovative and high-impact models for delivering technical assistance (TA) in the areas of legal, accounting, and financial advisory services to very small businesses (VSBs) and businesses owned and controlled by socially and economically disadvantaged individuals (SEDIowned businesses).The SSBCI Investing in America SBOP is related to and supports the SSBCI Capital Program and the allocation formula-based SSBCI TA Grant Program. The HBIIP program offers cost-share grants up to $5 million to fueling and distribution facilities for the expansion of renewable fuel infrastructure, aiming to increase the sales and use of higher blends of ethanol and biodiesel derived from U.S. agricultural products.
