PROGRAM DESCRIPTION The U.S. Embassy France Public Diplomacy Section of the U.S. Department of State announces an open competition for organizations to submit applications to implement an exchange program for up to 30 French high school students, in the United States, for fifteen days in October and/or November 2025. Through the Youth Ambassadors for Community Service program, up to 30 young adults from France between the ages of 15 and 17 will develop the knowledge and leadership skills necessary to become more engaged in their communities, learn about the U.S. education system, and will further their understanding of the United States. Please follow all instructions below. Purpose of the Youth Ambassadors for Community Service Program: Established in 2008, the Youth Ambassadors for Community Service Program selects high-school participants from underserved backgrounds across France, including the French Caribbean, to participate in a yearlong leadership training program that encourages volunteerism, self-confidence, intercultural sensitivity, and independence. Participants will attend two pre-departure training sessions between January 2025 and June 2025, as well as a debriefing upon their return, organized by a different French implementing NGO, in coordination with the organization awarded the overall grant. In partnership with the U.S. Embassy France, the recipient organization will design the two-week U.S. exchange program, in October and/or November 2025, which will enhance participants understanding of American democratic institutions and volunteer initiatives. Participants will travel to Washington D.C. for initial programming. After spending time in Washington D.C., they will be divided into subgroups in three different cities/host communities, where they will be placed with American host families and meet American students their age. They will then return to Washington D.C. for debriefing and evaluation, as well as visits to the Department of State and the French Embassy to the United States. Participants will engage in a variety of activities, including but not limited to workshops on leadership and community service, community site visits related to program themes, interactive training and discussion groups, volunteer opportunities, visits to educational facilities, local cultural activities, homestays, and other activities designed to achieve the programs stated goals. The exchange must include multiple opportunities for participants to have significant, meaningful interactions with their American peers. Program Objectives: Promote equal opportunities for all and encourage knowledge-sharing and intercultural dialogue between French and American youth. Raise awareness about civic engagement and volunteerism among young people. Strengthen Franco-American friendship and understanding through soft diplomacy. Offer French youth the chance to represent their peers and participate in civic initiatives abroad. Build leadership skills, encourage volunteerism, self-confidence, intercultural sensitivity, and nurture excellence and civic engagement among young leaders from underserved communities. Allow participants to become pillars of community organization, keeping their peers involved in positive social activities and promoting tolerance and achievement. Provide participants with tools to build alliances with American counterparts and to produce positive change in underserved communities. Program Outline: Applicants must demonstrate their capacity for conducting international exchanges in the United States administering exchanges focused on youth that involve different geographic regions; implementing exchange projects that address specific policy challenges; and providing substantive programming and leadership training for youth. The award recipient will be responsible for the oversight and management of performance of all sub-award recipients under the award. U.S. Embassy France reserves the right to reduce, revise, or increase proposal project configurations, budgets, participating countries and regions, and participant numbers in accordance with the needs of the program and the availability of funds The budget should include international travel to and from the United States for up to 30 participants (including domestic travel for up to 25 metropolitan participants to and from Paris and their French city of residence). One staff member must accompany participants for the international travel (France-United States-France). The budget should include the in-country travel and local transportation, lodging, activities, food, insurance, and ESTA costs for up to 30 participants. As participants are under 18, they must be accompanied by facilitators and the host families must be validated by the recipient organization. Participants and Audiences: Up to 30 outstanding French high school students, between the ages of 15 and 17, many from underprivileged backgrounds with leadership potential and commitment to civic engagement. As part of its work to expand the availability of Good Jobs in all sectors, the Department of Labor is committed to creating equitable pathways to the safe, stable, good-paying jobs that allow workers the right to organize and give them an opportunity to thrive, not just get by. One of the Secretary of Labor's goals for the U.S. workforce is to build a modern, inclusive workforce. As outlined in the Department's FY 2022-2026 Strategic Plan, strategic goal 2 is to Ensure Safe Jobs, Essential Protections, and Fair Workplaces. MSHAs role in accomplishing this objective is to prevent fatalities, disease, and injury from mining, and secure safe and healthful working conditions for Americas miners. The Secretary of Labor, through MSHA, may award grants to state, tribal, and territorial governments (including the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands) to assist them in developing and enforcing state mining laws and regulations, improve state workers compensation and mining occupational disease laws and programs, and improve safety and health conditions in the nations mines through Federal-State coordination and cooperation. MSHA recognizes that state training programs are a key source of mine safety and health training and education for individuals who work or will work at mines. MSHA encourages state training programs to prioritize health and safety training for small mining operations, underserved mines, miners, and independent contractors within the mining industry, and to prioritize diversity, equity, inclusion, and accessibility. MSHA is also interested in supporting programs that emphasize training on miners statutory rights, including the right to be provided a safe and healthy working environment, to refuse an unsafe task, to have a voice in the safety and health conditions at the mine, and access to effective training that may include presenting it in the language that miners can understand. MSHA recently published two final rules to improve the health and safety of our nations miners, i.e., lowering exposure to respirable crystalline silica and improving respiratory protection, and a safety program for surface mobile equipment. As part of our Federal-State partnership, MSHA will share compliance assistance materials with grantees to assist operators in complying with the new rules. These materials include training that operators may adapt to educate miners as to how these rules apply to the health and safety conditions of their work. MSHA is strongly encouraging grantees to develop training materials on these new rules for the mining industry and to make that training a priority in their training programs. The Agency encourages grantees to address, in their training and education programs, mine emergency preparedness, mine rescue, electrical safety, contract and customer truck drivers, improving training for new and inexperienced miners, managers and supervisors performing mining tasks, pillar safety for underground mines, and falls from heights. The Agency encourages grantees to focus training programs on the causes and prevention of fatal accidents that have occurred in the mining industry. The purpose of the NIDA Animal Genetics Program is to identify genetic, genomic, and molecular (epi)genetic variants that underlie: 1. Phenotypes associated with addictive behaviors and/or vulnerability to distinct stages along the substance use disorder (SUD) trajectory (e.g. initial/acute use, escalation of use, acquisition of tolerance, dependence, uncontrolled use, abstinence and relapse or recovery); 2. Behaviors associated with SUD (e.g. impulsivity, novelty seeking, delayed discounting, and other genetically-associated phenotypes); and 3. Comorbidities that demonstrate genetic correlations with phenotypes and behaviors linked with SUD (e.g. anxiety, stress, poor maternal care, social defeat, and other paradigms). Applications may examine any type of variant, including single nucleotide variants (SNVs), indels, large and small structural variants, and all types of mobile DNA. NIDA encourages applications that take genomics, multi-omics, and/or data-based approaches that integrate multi-level omics data, delineate gene networks, and/or uncover the function of known or newly discovered genetic or epigenetic variants. NIDA expects these studies to uncover novel mechanisms that contribute to SUD and facilitate the discovery of targets for intervention and guide the development of individualized therapeutics to treat these different aspects of SUD.

The workshop will include sessions on strategic and data-based content ideation, responsible content creation, effective audience engagement, identifying and countering mis/dis-information, and impact of AI on social media. The workshop will also include virtual webinars and exercises on wellness and self-care, combatting copyright or digital theft and tools to promote media literacy to fellow creators. Leveraging the wide knowledge base of Filipino and regional talent, the workshop will feature in-depth discussions and experiential learning sessions led by experts from Southeast Asia and the United States.The workshop will also create and sustain a virtual network of emerging content creators to provide a safe space for exchanges of best practices and solutions to challenges. At the workshops finale, participants may compete for small grants to implement projects and/or campaigns to promote media literacy to fellow emerging leaders across the region and celebrate International Youth Day in August 2025.The proposal should include workshop follow-on activities such as virtual collaborative work, projects funded through small seed grants, or ongoing mentorship. A follow-on activity may also be implemented to report on project successes and challenges and produce a toolkit with best practices on cross-border collaboration. The follow-on activity should be included in the monitoring and evaluation plan.The proposal should include a pre and post workshop survey to measure the overall effectiveness of the workshop as well as any changes to the participants knowledge of the workshop topic.The concepts of leadership, giving back, and strengthening a Southeast Asian/ASEAN identity based on shared values and shared challenges should be integrated into the program.The grantee is expected to develop syllabus materials and an event program with participant and speaker biographies, as well as design banners, backdrops, and other printed materials. The grantee is expected to design a digital engagement strategy for workshop participants and social media audiences, including live video or live online engagement during the program.No new website specific to the event should be created or launched. Domain, hosting and build costs will not be covered.The workshop will be conducted in English.Participants and Audiences:Participants will be content creators, journalists, and media literacy advocates from ASEAN member nations and Timor-Leste. Participants should demonstrate commitment to develop and sustain their projects. Participants should also be registered YSEALI members (before or during application via http://yseali.state.gov).The grantee will create an online application process and coordinate with the U.S. Embassy in the Philippines and other U.S. Embassies in the region to recruit and select participants from all ASEAN member countries and Timor-Leste. All participants must be proficient in written and spoken English. Participants must be citizens and residents of an ASEAN member country or Timor-Leste.The grantee will be responsible for arranging and using cooperative agreement funds to cover all elements related to participant and staff travel including international and domestic flights, visas, travel to and from airports, visas, accommodations, per diem, meals during the program, and insurance.

The United States Embassy in Bosnia and Herzegovina (BiH), through the Public Diplomacy Section (PDS), is pleased to announce a Notice of Funding Opportunity to design and implement the BOLD (Balkanski Omladinski Lideri, Young Balkan Leaders) Small Grants Mentoring Program. The BOLD network is a project of PDS that seeks to empower young people, ages 18-35, through leadership opportunities and training, to implement projects for positive change in their communities. This mentoring program is complementary to the BOLD Small Grants Competitions, which will be announced in separate notices of funding opportunities. One Small Grants Competition will be open to all BOLD members, while the other will be open only to BOLD fellowship alumni to compete for funds of up to $15,000 to implement projects in the areas of economic development and civic engagement over the course of a year. Funding will be awarded to grantees of the small grant competition only after they work with the applicant in a mentoring workshop to fine-tune their projects (see no. 1 below). The goal of the mentoring program is to equip awardees of the grant competition with the skills and support needed, throughout the grant year, to effectively implement their projects in their communities, and to become skilled project managers and grant administrators. The applicant will be expected to guide the winning grantees through the administrative process of receiving their award, successfully implementing their program, handling problems as they arise, and regularly reporting on the projects progress to PDS. The most qualified applicants will have a thorough understanding of the U.S. governments grant process and how to be a steward of those funds for the most effective outcome. Applicants should also be willing and available to expertly impart that knowledge and experience to young grantees who are seeking to successfully make a difference in their communities.

Within ASEAN, governmental, societal, and economic actors are actively engaged in discussing the applications of this technology and the role of regulation, for example in the ASEAN Guide on AI Governance and Ethics approved at the 4th ASEAN Digital Ministers Meeting (ADGMIN) on February 2, 2024. Development of AI within Southeast Asia is complicated by the wide variation in economic development and technological capacity between member states, and 2025 is an opportune time to engage the YSEALI community in efforts to leverage AI to foster shared, sustainable, and inclusive growth throughout the Indo-Pacific Region. The YSEALI AI FutureMakers Regional Workshop will convene young people from throughout Southeast Asia to leverage the power of science, technology, and active civil society participation to address critical challenges and expand opportunities in Southeast Asia. The workshop will emphasize the importance of strengthening people-to-people connections, ensuring that technological advancements benefit not just economies, but societies at large, reinforcing the bridge between innovation and human-centric development. Through this workshop, the participants will not only address immediate challenges but will also lay the groundwork for long-term partnerships and collaborations that will drive positive change and development across the region. This workshop will bring together 60 YSEALI members from ASEAN countries and Timor Leste with a keen interest in leveraging technology to address regional and global challenges. It will offer a unique opportunity for YSEALI leaders to delve deeply into the transformative potential of Artificial Intelligence (AI), with a focus on at least one of the YSEALIs core themes: economic empowerment, civic engagement, education, and environmental sustainability. Participants will engage in comprehensive discussions and hands-on activities aimed at harnessing AI for sustainable change. Within the realm of economic empowerment, the proposal should explore how AI technologies can catalyze socio-economic growth by creating new opportunities for entrepreneurship, enhancing livelihoods, and fostering inclusive economic development. Through case studies and interactive sessions, participants should gain insights into innovative AI-driven business models and strategies that promote equitable access to resources and opportunities. For civic engagement, the proposal should explore how AI can be used to bridge societal gaps and empower marginalized communities. Participants will consider successful AI projects that increase citizen access to information and political participation, while examining the risks of AI perpetuating inequalities that exist within training data and other source material and strategies to mitigate these risks. In the field of education, the proposal should create space for participants to explore how AI can improve access and quality of education, including language learning among Southeast Asias diverse populations; enhanced virtual resources; and/or teacher training in remote or rural communities, along with the ethical challenges of AI generated content and promoting critical thinking skills to detect and resist misinformation. In the context of environmental conservation, the proposal should highlight the potential of AI for monitoring and managing natural resources, protecting wildlife, and mitigating the impacts of climate change. Through interactive discussions and fieldwork at AI-driven organizations specializing in environmental conservation, participants should explore cutting-edge technologies and data-driven approaches that support sustainable environmental stewardship and biodiversity preservation. Through a combination of theoretical insights, practical case studies, hands-on activities, and collaborative discussions, the YSEALI AI FutureMakers Regional Workshop should equip participants with the knowledge, skills, and tools they need to harness the transformative potential of AI for building sustainable, inclusive, and equitable communities throughout Southeast Asia. The proposal should include workshop follow-on activities such as virtual collaborative work, projects funded through small seed grants, and/or ongoing mentorship. The follow-on activity should be included in the monitoring and evaluation plan. The proposal should include a pre and post workshop survey to measure the overall effectiveness of the workshop as well as any changes to the participants knowledge of the workshop topic. Workshop speakers/facilitators/mentors should be citizens of the United States, an ASEAN member country, or Timor-Leste. The workshop should also include a cultural or community service component that promotes ASEAN unity, and the United States as a partner to ASEAN. The recipient is expected to develop syllabus materials and an event program with participant and speaker biographies, as well as design banners, backdrops, and other printed materials. The recipient is expected to design a digital engagement strategy for workshop participants and social media audiences, including live video or live online engagement during the program. No new website specific to the event should be created or launched. Domain hosting and build costs will not be covered. Participants and Audiences: The recipient will coordinate with U.S. Embassy Bangkok and with the U.S. embassies in ASEAN and Timor-Leste to recruit and select the final 60 participants. Participants will be between the ages of 18-35 and a keen interest in leveraging AI technology to address and solve one of the following issues: economic empowerment, civic engagement, education, and environmental sustainability, as well as collaborating with others from diverse backgrounds and building networks for future initiatives. The recruitment process should ensure that the pool of applicants reflect different regions of the country, not just capital cities. All participants must be proficient in written and spoken English. All programs must include participants from all ten ASEAN member countries and Timor-Leste. The workshop will be conducted in English. The recipient will be responsible for arranging and using cooperative agreement funds to cover all elements related to participant and staff travel including international and domestic flights, visas, travel to and from airports, visas, accommodations, per diem, meals during the program, insurance, COVID-19 testing, etc. B. Funding Instrument Type: Cooperative agreement The U.S. Embassy Bangkok will have substantial involvement in the development, content, and schedule of the workshop. In consultation with U.S. Embassy Bangkok, the award recipient must actively engage all relevant U.S. embassies related to the recruitment and selection process as well as communication with the participants. Working closely with U.S. Embassy Bangkok, the recipient of this cooperative agreement shall develop a robust program for the workshop; schedule the event at a mutually agreed upon location; manage the application and selection process through a secure portal; develop the agenda and content for the workshop; recruit speaker(s); manage all travel logistics for participants and speakers; and generate content for social media and other publicity. The recipient is expected to provide all design files, photos and video recorded, as well as a promotion-ready, U.S. Embassy-approved photo album and a video series of the workshop after completion. Regular, transparent communication via email, phone and video conference calls and face-to-face meetings (as appropriate) with the Grants Officer, Grants Officer Representative, and Program Officer throughout the period of performance is critical to the success of this cooperative agreement. All major elements of the program and its content require advance approval by U.S. Embassy Bangkok, including, but not limited to: Choices of dates, venue, accommodations, and menus; Final selection of participants, mentors, and speakers (from the United States, an ASEAN member country, or Timor-Leste); Titles, format, and content of workshop sessions and other program activities; Design and content of all marketing materials, publicity, and media products. Program Performance Period: Proposed programs should be completed in 12 months or less. The workshop must be a minimum of six full days, including travel days. C. ELIGIBILITY INFORMATION 1.
