Increase the resume page limit in FOA Section V.D.iii. ---------------------------------------------------------------------------------------------------------------- Inflation Reduction Act (IRA) of 2022: State-Based Home Energy Efficiency Contractor Training Competitive Grant Program: The State-Based Home Energy Efficiency Contractor Training Grants, also known as the Training for Residential Energy Contractors (TREC) Program, seeks to accomplish three goals: (1) reduce the cost of training contractor employees by providing workforce development tools for contractors, their employees, and individuals including, but not limited to, subsidizing available training, testing certifications, and licenses for high-quality jobs; (2) provide testing and certifications of contractors trained and educated to install home energy efficiency and electrification technologies and deliver residential energy efficiency and electrification improvements; and (3) fund states to partner with nonprofit organizations to develop and implement a State sponsored workforce program that attracts and trains a diverse set of local workers to deliver the influx of new federally-funded energy efficiency and electrification programsincluding the IRA-funded Home Efficiency Rebates Program, Home Electrification and Appliance Rebates Program (Home Energy Rebates Programs); and Energy Efficiency Home Improvement Credit. This program was established by Section 50123 of the Inflation Reduction Act. For this competitive program, DOE is making up to $40 million in TREC funds available to states, territories, and the District of Columbia to complement the previously announced TREC formula funding. Topic Area Description Topic Area 1: Training Small Contractor Firms State Energy Offices may use topic area one funding to train and certify small contractor firms and their employees to deliver energy efficiency and electrification improvements. DOE will fund States to support existing small contractor firms through training and certifications so that the contractor firm employees can deliver energy efficiency and electrification improvements eligible for rebates under the Home Efficiency Rebates Program or the Home Electrification and Appliance Rebates Program. Topic Area 2: Innovative, Effective, and Equitable Workforce Development Programs State Energy Offices may use topic area two funding to implement innovative, effective, and equitable workforce development program models that deliver contractor training program curriculum. States can collaborate with nonprofit organizations to design/enhance and implement workforce development, training, certification, and employment programs that train, test, and certify underrepresented populations, new entrants to the workforce, youth ages 17-25, incumbent workers, displaced workers, and contractors to conduct home energy efficiency and electrification improvements under the Home Energy Rebates Programs. PROGRAM DESCRIPTION The U.S. Embassy Morocco is pleased to announce an open grant competition to award a cooperative agreement to organize the DigiGirlz Alumni Incubator Program. The Embassys Public Affairs Office invites proposals from established Moroccan associations, committed, and organized civil-society organizations to implement the "DigiGirlz Alumnae Incubator Program" which builds on prior U.S. investments in Moroccan women and girls, specifically through the long-standing DigiGirlz Mentorship Program. The DigiGirlz Mentorship Program was established in 2017 and more than 2000 alumnae have graduated from the program thus far. The DigiGirlz Alumni Incubator Program aims to further train and empower select alumnae of the DigiGirlz Mentorship Program, building upon their existing ideas and skills, and taking them from project ideation to implementation, through advanced training and mentorship, and providing them with unparalleled networking opportunities and seed funding for proposed start-ups. The program is poised to accelerate sustainable entrepreneurial initiatives that directly combat the climate crisis. Seed funding will be provided to up to ten teams, with each team consisting of between 1-15 participants drawn from our DigiGirlz alumnae network. Please follow all instructions below. Program Objectives: The programs goals and objectives are to: 1- Foster Women-Led STEM Innovation: The incubation program aims to significantly increase the number of women leading STEM-based startups and innovations. This is achieved by offering select participants targeted mentorship, as well as material, financial, and other support, particularly in the areas of entrepreneurship and technology development. The focus is on encouraging young women to pursue careers in STEM and to become innovators and leaders in their fields. 2- Cultivate an Equitable STEM Startup Ecosystem: The program is dedicated to breaking down the barriers and biases that hinder women's participation in STEM entrepreneurship. Efforts will be focused on creating an inclusive and equitable environment within the STEM startup community. This involves providing tailored training and support to address unique challenges faced by women entrepreneurs in STEM fields, thereby promoting gender equality at the foundational level of business creation and growth. 3- Enhance Business Expertise and Employability in STEM: In addition to strengthening technical skills, the program places a strong emphasis on enhancing the business expertise of young women in STEM. This involves providing hands-on experiences in business plan development, project pitching, fundraising, and professional networking, all crucial for successful entrepreneurship. The goal is to increase the employability and business success of program participants, thereby ensuring they are job-ready and equipped to create and lead successful STEM enterprises. 4- Foster Climate Change Innovation and Leadership: The program aims to empower young women in STEM to develop innovative solutions to environmental challenges. By integrating climate change awareness and sustainable practices into the curriculum, the initiative seeks to cultivate a generation of female leaders who are equipped with the skills and knowledge necessary to address todays most pressing climate issues. This objective will encourage participants to apply their STEM expertise towards creating sustainable, eco-friendly technologies and strategies, thereby contributing significantly to global efforts in combating the negative effects of climate change and promoting environmental sustainability. The proposal should take into consideration a three-phased approach: 1) Advanced entrepreneurship training and dedicated mentorship for up to 60 DigiGirlz alumnae; 2) Quarterly networking events to foster collaboration and gain insights from professionals in relevant fields; 3) Final pitching competition resulting in award of seed funding of $5,000-$10,000 (more if additional funding is available) per project for up to 10 projects assessed to have the potential for lasting impact. The program implementation (fixed cost) of this program is estimated at between $50,000 to $70,000 USD. B. The Energy Auditor Training (EAT) Program will provide Grant funding to States for the purpose of training individuals to conduct energy audits, or surveys, of commercial and residential buildings. This program was established by Section 40503 of the Infrastructure Investment and Jobs Act (IIJA), more commonly known as the Bipartisan Infrastructure Law (BIL). The goals of the program are to offer auditor training certifications that include informed curriculum and program design that aligns with current and future standards; inform or empower States with current, standardized framing of the education and training requirements for energy auditors; enlarge the pipeline of diverse talent by closing gaps in job access; address workforce inclusion deficiencies and improve disparities with underrepresented groups; connect auditor trainees to career opportunities that promote job quality and economic mobility; and inspire sustainability through intentional practices and partnerships that support infrastructure development and the long-term value of a clean energy workforce. ELIGIBLE APPLICANTS: In accordance with the BIL Section 40503, funding is only available to States, the District of Columbia, and United States territories that have a demonstrated need for assistance for training energy auditors. These eligible entities are referred to throughout this FOA as States. No other entity types, including Local Government and Tribes, may be considered for this funding. In accordance with 2 CFR Section 910.126 and DOE Program Rule 10 CFR Part 420, eligibility for these awards is restricted to State Energy Offices. FUNDING OVERVIEW: The BIL appropriated $40 million in funding to be issued through a competitive Grant program. DOE may issue one, multiple, or no awards. Individual awards may vary between $200,000 and a maximum of $2,000,000. DOE anticipates making approximately twenty (20) to thirty (30) awards under this FOA. In accordance with the BIL Section 40503(d)(1) the amount of a Grant awarded to an eligible State shall be determined by the Secretary, taking into account the population of the eligible State. DOE reserves the right to determine the final award amount of selected eligible States. COST MATCHING: Cost match is not required for these awards. This program aims to provide technical assistance (TA) to employers (which may include public sector entities) and labor unions in the United States and its territories to encourage employment of women in both apprenticeable occupations and nontraditional occupations (A/NTO), specifically in the following ways:Developing (establishing, expanding, and/or enhancing) pre-apprenticeship, youth apprenticeship, Registered Apprenticeship (as defined in Appendix B "Acronyms and Definitions"), or other nontraditional skills training programs designed to prepare women for careers in A/NTO;Providing ongoing orientations or other resources for employers, unions, and workers on creating a successful environment for women in A/NTO; and/orSetting up support groups, facilitating networks, and/or providing supportive services (as defined in section IV.E.3) for women in A/NTO to improve their retention.Applicants may propose to provide technical assistance to support womens participation and success in the full range of industries in which women are historically underrepresented or where women are disproportionately concentrated in the lower-wage occupations. Survivors of GBVH often suffer the loss of other employment rights and benefits. Grant recipients will address GBVH in the world of work by building awareness, connecting women to federal and state workplace rights and benefits, and implementing worker and survivor-driven strategies to shift workplace norms. Selected awardees will work to reach women workers and survivors with a particular focus on underserved and marginalized women workers who are disproportionately impacted by GBVH, including but not limited to women of color, women with disabilities, justice system-impacted women, individuals who identify as LGBTQI+, marginalized workers in women-dominated sectors, ethnic minorities, immigrants, workers with limited English proficiency and workers experiencing substance abuse issues, homelessness, or chronic poverty. Summary – In accordance with the Workforce Innovation and Opportunity Act (WIOA), the new four-year NFJP grant cycle went into effect on July 1, 2020. The Employment and Training Administration (ETA) is issuing this TEGL to notify NFJP grantees of PY 2023 grant allotments and to provide instructions for submitting required documents. Grantees must submit required documents, including program plans and budget documents. NFJP grantees approved to serve youth in PY 2022 and who met their youth enrollment goals may also apply for additional youth funding via this TEGL. Please see the summary provided in section 3(c). ETA is using a streamlined application process for these funds and limiting the competition to existing NFJP grantees who were both approved to serve youth in PY 2022 and met 100 percent of their youth enrollment goals. To confirm if a grantee met their youth enrollment targets, ETA will use the rolling four quarters performance report for the cohort period 1/1/2022 – 12/31/2022. These additional funds will enable successful applicants to enhance the delivery of youth workforce investment activities described in the NFJP regulations at 20 CFR 685.310 to eligible MSFW youth, which include the activities described for the WIOA Youth program in WIOA section 129 and 20 CFR 681.460. This funding provides additional resources so that selected NFJP grantees can increase access to education and provide career services and training that result in good quality jobs for MSFW youth, which advances the Department’s youth strategy called Youth Employment Works. Encourage collaboration between Spanish and /or Andorran and American organizations that share the defense of human rights. Explore topics such as the rights of LGBTQI + community, racism, sexism, and the rights of people with disabilities. Promote the rights and equality of women, ethnic and religious minorities, the LGBTQI + community, refugees and migrants, people with disabilities and other marginalized populations in Spain and / or Andorra. All programs should ensure they promote diversity and inclusion. Please be aware that projects funded through this APSmustinclude an American element.That could involve a connection or partnership between Spanish and/or Andorran and American organizations or institutions.For example, an American expert could take part, in person or virtually, in your project.Activities might highlight or examine shared values between Spain and/or Andorra and the United States, national interests, etc.You may incorporate a U.S. approach or method you have learned about to addressing an issue or challenge facing your community, institution, or profession.
