The U.S. Department of Labor has posted Amendment Two to the Critical Sectors Job Quality funding opportunity. This announcement amends the second closing date, amount available, and clarifies several definitions and terms.The purpose of this demonstration program is to support transformative efforts to improve job quality and availability of good jobs, particularly for the benefit of historically marginalized populations and communities that have experienced barriers to employment in good jobs. The primary focus of these demonstration grants is expanding job quality in the care, climate resiliency and clean energy transition, and hospitality sectors. These demonstration grants will support industry-led, worker-centered sector strategies built through labor-management partnerships aimed at improving job quality in key sectors. These partnerships will address equity, job quality, and worker voice as they design training models and train workers for family-supporting jobs. High-quality jobs, for the purposes of this grant program, include those that offer family-sustaining wages and benefits, have predictable hours and schedules, are filled through transparent and nondiscriminatory hiring and promotion practices, offer clear paths for advancement, always prioritize worker health and safety, and include workers voices in the workplace. Projects under this announcement will fund both short-term capacity-building planning grants and longer-term implementation grants. This funding is authorized by the Workforce Innovation and Opportunity Act (WIOA) sec. 169(c) and appropriated under the Consolidated Appropriations Act, 2023 (Pub. L. 117-328, Div. It seeks innovations that move the industry forward, are based on fundamental technical principles, and demonstrate a clear intent for commercialization and the establishment of viable U.S.-based businesses. The competition is structured into three phases, each with specific focuses and expected outcomes. Phase 1, "Design Study," requires competitors to describe their teams, plans, and current prototypes, with the goal of developing design documents for a Phase 2 prototype. Phase 2, "Initial Demonstration," will see winners from Phase 1 showcasing advancements in packaging solutions, aiming for progress towards Phase 2 performance metrics and innovation beyond the state-of-the-art. Finally, Phase 3, "Final Demonstration," focuses on achieving high voltage and high current targets for SiC modules, demonstrating significant improvements in packaging solutions and creating transformative technologies. Measurable results are tied to the prize structure, with financial incentives at each phase. Phase 1 offers up to 10 winners $50,000 each, Phase 2 provides up to 4 winners $250,000 each, and Phase 3 culminates with up to 1 winner receiving $750,000. These prizes incentivize progress towards the ultimate goal of developing advanced SiC power modules, with the program's strategic priority being the commercialization of early-stage technology and the growth of U.S.-based businesses. The Energy Auditor Training (EAT) Program will provide Grant funding to States for the purpose of training individuals to conduct energy audits, or surveys, of commercial and residential buildings. This program was established by Section 40503 of the Infrastructure Investment and Jobs Act (IIJA), more commonly known as the Bipartisan Infrastructure Law (BIL). The goals of the program are to offer auditor training certifications that include informed curriculum and program design that aligns with current and future standards; inform or empower States with current, standardized framing of the education and training requirements for energy auditors; enlarge the pipeline of diverse talent by closing gaps in job access; address workforce inclusion deficiencies and improve disparities with underrepresented groups; connect auditor trainees to career opportunities that promote job quality and economic mobility; and inspire sustainability through intentional practices and partnerships that support infrastructure development and the long-term value of a clean energy workforce. ELIGIBLE APPLICANTS: In accordance with the BIL Section 40503, funding is only available to States, the District of Columbia, and United States territories that have a demonstrated need for assistance for training energy auditors. These eligible entities are referred to throughout this FOA as States. No other entity types, including Local Government and Tribes, may be considered for this funding. In accordance with 2 CFR Section 910.126 and DOE Program Rule 10 CFR Part 420, eligibility for these awards is restricted to State Energy Offices. FUNDING OVERVIEW: The BIL appropriated $40 million in funding to be issued through a competitive Grant program. DOE may issue one, multiple, or no awards. Individual awards may vary between $200,000 and a maximum of $2,000,000. DOE anticipates making approximately twenty (20) to thirty (30) awards under this FOA. In accordance with the BIL Section 40503(d)(1) the amount of a Grant awarded to an eligible State shall be determined by the Secretary, taking into account the population of the eligible State. DOE reserves the right to determine the final award amount of selected eligible States. COST MATCHING: Cost match is not required for these awards. DOE encourages states to consider how they could leverage philanthropic and private sector funding to advance their goals and amplify the impact of the BIL funding.
