The Office of English Language Programs (ECA/A/L) of the Bureau of Educational and Cultural Affairs announces an open competition for the FY 2024 Online Professional English Network (OPEN) Program, which offers foreign English teaching professionals and language learners the opportunity for professional development through high-quality, accessible, and openly licensed virtual resources, including online English language teacher development courses, online English language learning courses, virtual exchanges, webinars, an alumni community of practice (CoP), multiple social media channels, and other types of engaging and innovative online learning. In cooperation with ECA/A/L, the award recipient will manage the selection, development, and delivery of appropriate online TESOL (Teaching English to Speakers of Other Languages) learning courses which will be offered to English language educators or learners on an easily accessible online learning management system (LMS). Courses, webinars, and other virtual programming may be offered globally, regionally, or to specific countries at the request of U.S. embassies. Courses and exchanges are developed by U.S. academic institutions, educational NGOs, or TESOL professional associations, while webinars and other social media programming are developed by U.S.-based TESOL professionals. All content produced for this program should be accessible according to Section 508 compliance standards, openly licensed with a Creative Commons Attribution (CC BY) License, and follow best practices for diversity, equity, inclusion, and accessibility (DEIA). ECA/A/L anticipates an unlimited number of English language professionals, educators, and learners will benefit from the openly licensed virtual programming, webinars, massive open online courses (MOOCs), and content developed under this award. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code, Section 26 U.S.C 501 (c) (3) may submit proposals to administer and manage the FY 2024 OPEN Program. It is ECA/A/Ls intent to award one cooperative agreement in the amount of $6,000,000, pending the availability of FY 2024 funds, to an applicant that has the ability to achieve these objectives and provide the necessary infrastructure and experience. The U.S. Embassy Praia of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to enhance Cabo Verde’s climate resilience and adaptability by implementing comprehensive dune restoration strategies. In addition, the project should amplify awareness of dunes’ ecological significance and encourage sustainable eco-tourism practices, leading to better public policy and reduced coastal flooding. In Cabo Verde, efforts to restore dunes and coastal areas are in their infancy, yet they are critical due to the archipelago’s unique vulnerabilities to climate change. This project proposes a strategy for dune restoration to counteract the severe implications of environmental degradation, such as sand mining and off-road driving. With projections from the Food and Agricultural Organization indicating that significant tourist zones in Cabo Verde could be submerged by 2070, the urgency for adopting best practices in dune restoration cannot be overstated. Cabo Verde’s low-lying areas are projected to face increased coastal flooding due to climate change. Sand dunes, which serve as natural barriers against such flooding, are under threat from human activities like sand mining, unregulated tourism, and off-road driving, which has compromised their protective capabilities, especially on the islands of Sal, Boa Vista, Maio, Santiago, and Sao Vicente that have seen the rapid growth of beachfront hotels. Rapid tourism development, while economically beneficial, often overlooks environmental sustainability, leading to habitat degradation and loss of biodiversity, including species like sea turtles that depend on healthy dune ecosystems. Additionally, key actors lack awareness and management capacity to protect and restore these vital areas. Addressing these challenges is imperative for enhancing the ecological resilience of Cabo Verde’s coastal regions, safeguarding biodiversity, and ensuring the sustainable development of its tourism industry, the largest sector of its economy. By focusing on dune restoration, the project will contribute to climate adaptation, safeguard coastal communities, and promote the conservation of natural resources. Specific benefits include fortifying coastal resilience through natural barrier reinforcement, fostering biodiversity conservation by preserving habitats for key species, and encouraging community-driven sustainability efforts.The project aims to rehabilitate degraded coastal dunes, facilitate access to restored areas for educational purposes, and foster sustainable ecotourism that benefits local communities, stakeholders, and biodiversity. By integrating global restoration practices, this project will not only shield coastlines but also preserve the ecological and economic well-being of the region for future generations. Dune protection and restoration initiatives should be environmentally sustainable and economically beneficial, while also boosting local and tourist awareness of the importance of dunes in climate change adaptation. Given the pilot approach of the project, applicants should explain in their proposals how they would leverage the initial grant to pursue additional funding. The proposed implementation strategy should involve relevant expertise and know-how in the design and implementation phases of the project and include relevant partnerships relevant government entities at the central and local level, with non-governmental, community-based organizations, municipalities, central government departments, and/or other relevant entities. Proposed projects should build monitoring and evaluation - including time-bound milestones for performance/results into the project. Participants and Audiences: Main project beneficiaries are the local populations of the targeted areas. Given the awareness component of the project, it is expected that there may be positive knock-on effects at the national level as more access to information leads to more people benefiting from project implementation than originally planned. Priority Region: Project activities will be implemented in Cabo Verde. Proposals should prioritize high-value tourism sites and specify targeted areas where restoration works could be completed with the available budget and within the anticipated period of performance. Program Goal: By the end of the performance period, the project will strengthen climate resilience and adaptability by completing dune restoration strategies at the selected area and implementing awareness of dunes’ ecological significance and of sustainable eco-tourism practices. Program Objectives: Objective 1: Implement Sustainable Dune Restoration Techniques: Champion the use of evidence-based, sustainable practices to safeguard biodiversity and stop erosion. Objective 2: Integrate Ecotourism: Help drive localized climate adaptation projects promoting the integration of sustainable eco-tourism as an economic development tool. Objective 3: Strengthen Capacity and Awareness: Build local expertise and leadership and heighten awareness of the ecological importance of dunes through educational initiatives, leading to policy change at the central and municipal levels. Expected Results: Expected results of the project must at least include: Result 1: Launch dune restoration techniques, laying the groundwork for subsequent initiatives across Cabo Verde. Result 2: Enhance capacity at local and national levels for executing dune restoration projects. Result 3: Elevate awareness and engagement among the local population regarding the value of coastal dunes to prevent flooding and conserve biodiversity. Main Activities: Detailed activities should be proposed by applicants and include references to partnerships that the applicant will establish with relevant government entities at both the central and local levels, as well as with other stakeholders, These activities should include at minimum: - Forge technical partnerships to ensure successful dune restoration project execution. - Formulate a green belt plan to regulate visitor and vehicular access in crucial dune regions, adhering to best practices. - Design and implement cost-effective dune restoration strategies, not using invasive plants for dune restoration, but prioritizing native species recovery. - Host a workshop for Protected Area managers and conservation groups, imparting knowledge from dune restoration specialists. - With expert assistance, create adaptable protocols and guidelines for initiating dune restoration projects. - Establish an interpretive trail within a restoration site, complete with educational signage detailing the restoration process and its significance.- Produce and distribute an educational video, complemented by social media content, to broaden understanding and support for dune preservation efforts. Performance Indicators: The project should monitor and report on performance indicators that are specific, measurable, achievable, reasonable, and time bound. Applicants should establish, where possible, performance targets for each expected activity and result and include details on sources that will be used to document performance, how the indicators will be measured and frequency of measurement. Applicants shall use and add indicators to the list below and insert it in the proposed application document. Subsequent to the award, periodic reporting of indicators will be required. Adaptation Indicators: - Number of people trained in climate change adaptation supported by the project (USG assistance). - Number of institutions with improved capacity to assess or address climate change risks supported by the project (USG assistance). - Number of people supported by the project (USG assistance) to adapt to the effects of climate change.- Number of people using climate information or implementing risk-reducing actions to improve resilience to climate change as supported by the project (USG assistance) Key indicators: - Number of hectares with improved management. - Area of land or habitat under restoration in hectares. - Number of people with improved capacity. - Number of information panels placed informing about the restoration project. FEDERAL AWARD INFORMATIONOrganizations can only submit one application in response to the NOFO. The Embassy may: (a) reject any or all applications, (b) accept an application other than the lowest cost application, or (c) waive informalities and minor irregularities in applications received. The Embassy may make the award on the basis of initial applications received, without discussions or negotiations. Therefore, each initial application should contain the applicants best terms from a cost and technical standpoint. Executive Summary: The U.S. Department of States Embassy Ashgabat announces an open competition to implement a program focused on building the capacity of higher educational institutions in Turkmenistan to carry out short- and long-term bilateral exchanges, offer dual-degree programs, conduct and commercialize research, obtain international accreditation, and other activities directed at supporting ongoing educational reform in Turkmenistan. The ultimate goal of the projects is to enable Turkmenistan to become an active member of the global education community, and a viable partner in international exchanges, with an eventual opening of a U.S. branch university in Turkmenistan. The initial timeline for these activities is one year, with the possibility of extension. Please follow all instructions below. Background: Turkmenistan is a post-Soviet state of roughly 5 million people (official statistic) that gained its independence in 1991. The Ministry of Education oversees all educational institutions from kindergarten to university. Turkmenistan has implemented several educational reforms within the last 10-15 years, mostly introducing new subjects to schools and universities (such as those from the STEM field), increasing the use of technology in teaching (such as smartboards and laptops) and adapting textbooks and materials to make them fit better within Turkmenistans context. However, the centralized structure of the education system has not changed significantly, with universities continuing to offer highly structured five-year specialist degrees that fall somewhere between bachelors and masters degrees on the western scale. Under the current system, students play a limited role in crafting their own educational process and/or degree. When students matriculate to university, they do so by declaring their chosen specialization. In fact, they dont apply to the university as a whole; they apply to a specific department. Once accepted, they have no option to drop classes or switch majors. Students also do not choose which classes to take a specific major has a set list of classes. These rules severely limit students academic opportunities and affect future professional opportunities. In the last few years, the Ministry of Education has stated its intention modernize Turkmenistans education system, which include several stated priorities: a) Launching a dual degree program together with a U.S. university (bachelors or masters); b) Obtaining international accreditation; c) Establishing a branch of a U.S. university in its capital, Ashgabat; d) Gradually moving all universities to the Western, credit-based system. Turkmenistans government is very eager to begin work on these goals and is interested in assistance from U.S. universities in providing expertise and guidance on conducting these large-scale overhauls. The Public Diplomacy Section has worked closely with the Ministry of Education to develop a road map to bring Turkmenistans education system closer to the U.S. model, as well as signed a memorandum of understanding (MOU) with the Government of Turkmenistan on cooperation in the education sector. The MOU and the road map lay out concrete steps, including inviting U.S. experts on internationalization and education reform, and are some of the first actions that Embassy has taken, together with the Ministry of Education, to help Turkmenistan reach its stated goals. Through the projects described in this NOFO, the Embassy would like to develop a realistic road map to overhaul the education system, bringing it closer to Western standards and accreditation, and eventual establishment of a U.S. university branch campus in the capital city of Ashgabat. The initial project duration is one year, but will most likely be extended, as the envisioned task is multi-pronged and will likely require more than 12 months. YTL is a new initiative based on the outcomes of the 2023 Camp David Trilateral Leaders Summit and 2024 U.S.-ROK-Japan Trilateral Global Leadership Youth Summit that seeks to include youth aged 20-35 in meaningful dialogue about the shared opportunities and challenges facing the United States, Republic of Korea, and Japan. The inaugural YTL programmatic year will focus on a series of regional workshops that encourage Korean and Japanese youth to collaborate with -- and learn from -- American peer experts on issues related critical and emerging technologies. The PEPFAR Community-led feedback program is funded through the U.S. Presidents Emergency Plan for AIDS Relief (PEPFAR). One of the goals of PEPFAR in Eswatini is to support efforts to achieve HIV epidemic control through implementation of evidence-based interventions to drive progress in HIV prevention, care and treatment and ultimately, save lives. Through the PEPFAR Coordination Office, the U.S. Embassy Eswatini administers the Community Grants Program and is seeking proposals from organizations representing registered local Community-based Organizations (CBOs) whose mission and activities focuses on HIV programming, in order to coordinate the CLF activities. Client experience feedback is key to ensuring availability, access to, and delivery of quality HIV care and services. CLM will empower patients and communities to seek out this information, increase health literacy, expand engagement with health service delivery, support demand creation, and demand accountability from the health system to improve and deliver these services. Client experience feedback data will be collected for HIV services delivery at the facility level. Results from CLM will be analyzed and presented in collaboration between community representatives, providers and facility managers at facility and regional level and in collaboration with stakeholders at the national level to ensure participating with identification of issues and subsequent implementation and monitoring of solutions. This will include developing the dissemination and quality improvement integration plan in collaboration with the MOH with the goal of improving service quality, continuity, and retention.

PROJECT OBJECTIVES: PDS Poland invites proposals to equip the next generation of Polish leaders (aged 15 30) to implement impactful civic engagement programs focused on the promotion of human rights, democratic values, and the rule of law. Activities should equip participants with skills to successsfully navigate the complexities of their society, engage constructively, and contribute meaningfully to their communitys development and Polands future. Projects should also be designed with the intent of fostering enduring connections and collaboration among participants after the projects conclusion. PRIORITY PROGRAMMING AREAS: A successful proposal will include a comprehensive calendar of activities up to 36 months that include the following three elements: 1. A series of skills-building workshops and/or interactive trainings; 2. Support for implementation of participant-led community projects; 3. A minimum of 12 months of ongoing mentoring and networking opportunities for participants following the completion of elements 1 and 2 above. All projects must address the development of youth leadership, critical thinking, project management skills, and resilience as well as at least one of below programming areas: Human Rights Engagement and Problem-Solving: Initiatives promoting human rights and tolerance, focused on active community engagement, including local analysis of challenges and identification of solutions. Promoting Democratic Participation: Programs that encourage democratic involvement, and increase youth participation in the public policy process, including collaboration with local governments, communities, NGOs, civil society organizations, and/or the private sector. Programs should focus on teaching advocacy skills and the formulation of policy reforms to develop strategies addressing local issues to affect meaningful change. Inclusive Engagement: Strategies for engaging typically civically inactive youth and ensuring that the needs and rights of minority communities are considered in building safe and tolerant environments. Examples of types of activities that can be included in proposals: 1. Projects organized and carried out by youth (aged 15 - 30) that focus on the themes mentioned above. Initiatives aimed at empowering young people by providing them with the necessary skills and knowledge to effectively plan and execute community projects. 2. Programs that train educators to equip young people (aged 15 - 30) with the necessary skills (including resilience) to carry out civic engagement projects (this type of activity must include a youth-implemented project) in their communities. 3. Mentoring and networking events. PDS Poland welcomes proposals that incorporate the involvement of U.S. experts, trainers, models, and/or best practices, as appropriate. Participants and Audiences: Proposals should describe both the primary and secondary audiences for the program, including anticipated numbers to be reached. Primary audiences are those who will participate directly in the program, while secondary audiences are those who will be reached by the projects primary audiences as a result of their participation (For example, a workshop for educators would have teachers as the primary audience and the students in their classrooms organizing a civic engagement project in their local communities as the secondary audience). Programs ensuring gender parity and socio-economic inclusion across all its activities are encouraged. Applicants should be as specific as possible in their proposals about their projects primary audience and how they will engage them through programming. The principal method of engagement will be through in-person programming. Virtual engagement may be a part of the overall strategy, augmenting in-person programming. Additional proposal elements to note: The grantee is expected to lead recruitment efforts of program participants, ensuring DEIA (diversity, equity, inclusion, and access) principles are promoted in the recruitment process. U.S. Mission Poland will amplify program opportunities on its social media platforms. The language of instruction can be English and/or Polish. The proposal must include detailed information about the project members/coordinators, including CV and other relevant professional experience. The trainers or facilitators of the program should be experienced professionals working in the field. The proposal must include a proposed activity schedule and monitoring and evaluation plan to measure program impact. Marketing and outreach strategies to recruit target program participants are required. Activities that are not typically funded include, but are not limited to: Projects that are inherently political in nature or that contain the appearance of partisanship/support to individual or single party electoral campaigns; Projects that support specific religious activities; Exchange programs; including travel to the U.S. Social welfare projects; Trade activities; fundraising campaigns; commercial projects; scientific research; construction projects; projects whose primary aim is the institutional development of the organization itself; Conferences, lectures, scientific research, studies, etc.; Book publishing or translation for the purposes of publishing a book; Ongoing salary costs of organization staff; Equipment, including but not limited to, cameras and for the office; and Food and drink beyond the cost of coffee breaks and working lunches (alcohol will not be funded).

The U.S. Embassy Nassaus Public Diplomacy (PD) section announces an open competition for organizations to submit applications to develop and organize a Regional Alumnae Summit for the Academy for Women Entrepreneurs (AWE) network throughout the Caribbean. The PD section invites proposals from non-profit organizations, civil society organizations, and U.S. government alumni organizations to design and organize a summit to connect small and medium businesses of AWE Alumnae from across the Caribbean during a 2-day Summit in Nassau, The Bahamas in Spring 2025.
