Federal Natural Resources Grants

This grant provides funding for research institutions affiliated with the Gulf Coast Cooperative Ecosystem Studies Unit to develop innovative genomic methods for controlling invasive plant species in both terrestrial and aquatic ecosystems.

The objective of this NOFO is to invite states, Indian Tribes, irrigation districts, water districts, local governmental entities, non-profit organizations, Existing Watershed Groups, and local and special districts (e.g., irrigation and water districts, conservation districts, natural resource districts) to submit proposals for Phase I activities to develop a watershed group, complete watershed restoration planning activities, and design watershed management projects. See Section C.4. Eligible Projects for a more comprehensive description of eligible activities.A watershed group, as defined in Section 6001(6) of the Cooperative Watershed Management Act (see Section A.1. Authority for full citation) is a grassroots, non-regulatory entity that addresses water availability and quality issues within the relevant watershed, is capable of promoting the sustainable use of water resources in the watershed, makes decisions on a consensus basis, and represents a diverse group of stakeholders, including hydroelectric producers, livestock grazing, timber production, land development, recreation or tourism, irrigated agriculture, the environment, municipal water supplies, private property owners, Federal, state and local governments, Tribes, and disadvantaged communities.

A full study proposal and proposed budget is NOT requested at this time. Brief Description of Anticipated Work: This work requires on-site support for a large field project at Vandenberg Space Fore Base California to implement the Integrated Natural Resources Management Plan (INRMP). Support includes invasive species removal and monitoring, wetlands support, bat surveys, migratory bird monitoring, reptiles and amphibians, vernal pool surveys, marine mammal surveys, and post-wildfire restoration. Anticipated Period of Performance: Base Period: 18 months from award date (12 months for technical and 6 months administrative for onboarding/preparation plus analysis and reporting. Follow-on periods: Six 18-month follow-on periods subject to funding availability. The NAWCA Canada program promotes partnerships between public agencies and groups interested in: a) protecting, improving, restoring, and managing an appropriate distribution and diversity of wetland ecosystems and other habitats for wetlands-associated migratory birds and other fish and wildlife in North America; b) maintaining and improving the current distributions of wetlands-associated migratory bird populations; and c) maintaining an abundance of waterfowl (ducks, geese, and swans) and other populations of wetlands-associated migratory birds consistent with the objectives of the North American Waterfowl Management Plan, U.S. Shorebird Conservation Plan, Waterbird Conservation Plan for the Americas, Partners in Flight Bird Conservation Plan, and other international obligations contained in the treaties and migratory bird conventions and other agreements with Canada, Mexico, and other countries. Proposals to the NAWCA Canada program should demonstrate how the activities of partners would encourage sustainable and effective programs for the long-term conservation of wetlands-associated migratory birds. NAWCA funds wetlands conservation projects that include: a) the acquisition of property containing wetlands ecosystems and associated habitats, including water rights, where the acquired land will be administered for its long-term conservation and for the benefit of migratory birds, fish, and other wildlife that depend on it; and/or b) restoration, enhancement, or management of wetlands ecosystems and associated habitats, where these activities will be conducted on lands and waters that will be administered for their long-term conservation and for the benefit of migratory birds, fish, and other wildlife that depend on them. NAWCA Canada proposals contribute to efforts to reduce climate pollution, support climate resilience, support land conservation and biodiversity efforts and leverage partnerships.
