If you are conducting a single standing event, such as a performance or concert, this would not qualify as a festival. Applications from the following are encouraged: Festivals that lift-up the cultural identity of a people or the historical significance of a neighborhood; Racial/ethnic-specific communities or other types of communities that are under-recognized or lack visibility in Oakland; Festivals in neighborhoods with few formal cultural resources (such as, cultural centers, performance venues, art galleries, cultural education programs, etc.); and Partners who are deeply grounded and engaged in the neighborhood where the festival is based. Funding Information Applicants may request up to 50% of the projected expenses for the festival, not to exceed $14,000. The following changes are being implemented for 2025: Applicants may request up to 50% of the projected expenses for the festival, not to exceed  $14,000 (max amount may increase depending on City budget outcomes) Festivals must take place within the calendar year of 2025, between January 1, 2025 and December 31, 2025 Eligibility Criteria  Proof of Residency: Applicant organizations must be based in Oakland at the time of the application and maintain Oakland residency throughout the grant period. Applicants must submit proof of organization’s residency by submitting a recent copy of one of the following: utility bill (landline phone, PG&E, water, or cable bill), rental lease, or mortgage documentation. P.O. Box is not acceptable. Registered Non-Profit & Good Standing with State Agencies: CA Secretary of State Business Search: Applicant or their Fiscal Sponsor must be a registered nonprofit IRS 501c3 status with a street address in Oakland. In addition, the legal name of the organization must match the name provided in the California Secretary of State website and be listed as “Active.” Attorney General Registry of Charitable Trust: Applicant or their Fiscal Sponsor must be in “Current” standing with the Office of the Attorney General’s Registry of Charitable Trusts. OFSR is partnering with MCPS representatives to identify the school sites that will be prioritized for support based on the level of need within the school community and anticipated impact of new or expanded school-based food assistance programming.  Applicants will provide details within the Strategy Narrative regarding the scope of services they are capable of providing, and successful applicants will be asked to serve specific MCPS schools that have been identified based on alignment of individual school’s needs with providers’ current programs, experience, and capacity. Awardees will be matched with one or multiple school(s) following the grant review period; the school match(es) will be indicated in grant agreements.  The range of programming allowed under this grant is intentionally very flexible. Examples of project models that will be considered for funding include, but are not limited to: Choice pantry at the school site, offering school community members a choice model with access to a variety of culturally relevant, healthy shelf-stable and fresh food items including fruits, vegetables, dairy, meat, and eggs; Pre-packed box/bag distribution for students that includes healthy, locally sourced produce options; Delivery of nutritious, medically and/or preference-tailored prepared meals to school populations with unique needs; and Grocery Gift Cards distributed to school families that allow for flexible food purchasing and delivery options for families that experience transportation or other barriers to food access. Target Population  For students and families that rely on school meals and/or face barriers to food access related to transportation or otherwise, an in-school pantry or at-school food distribution can help to address nutrition insecurity and provide convenient access to necessary resources. In Rowan County, the Rowan Arts Council serves as the Designated County Partner, as nominated by the Rowan County Commissioners and approved by the NC Arts Council. The goals of the Grassroots Arts Program are to enhance and strengthen the cultural community and broaden the artistic services offered to Rowan County citizens. Funding Priorities The first priority in awarding grassroots grant funds is to provide program or operating support to qualified arts organizations (where they exist) including theaters, symphonies, galleries, art guilds, choral societies, dance companies, folk arts societies, writer’s groups and arts festivals, among others. Grassroots funds are not generally awarded to arts organizations that receive funding through the N. C. Arts Council’s State Arts Resources. The second priority in awarding grassroots grant funds is to support arts learning and arts in education programs conducted by qualified artists. These can be artist residencies in the schools, after school summer camps or adult arts learning classes. Grassroots funds may not be used for activities associated with a school’s internal arts programs such as in-school student performances, the purchase of art supplies, or student arts competitions and publications. The third priority in awarding grassroots grant funds includes grants made to other community organizations that provide quality art experiences for the greater community. These programs must be conducted by qualified artists. Uses of Funds  Grassroots Arts Program funds may be used to support programs in the visual arts, crafts, dance, drama, film and video, folk arts, literature, music, photography, architecture and the visual environment. Typical uses of Grassroots funds include program expenses (such as artists’ fees and travel, space rental, advertising, publicity, scripts, costumes, sets, props, music, art supplies, and equipment) or program administration and operating expenses.
