The Texas Health and Human Services Commission (HHSC), the System Agency, is accepting Applications for the Aging and Disability Resource Center (ADRC) Program. ADRCs are part of Texas’ No Wrong Door (NWD) System. The NWD System initiative is a collaborative effort of Administration for Community Living (ACL), the Centers for Medicare & Medicaid Services (CMS), and the Veterans Health Administration (VHA). The NWD System initiative builds upon the ADRC program and CMS’ Balancing Incentive Program NWD requirements that support state efforts to streamline access to long-term services and support (LTSS) options for older adults and individuals with disabilities. NWD Systems simplify access to LTSS and are a key component of LTSS systems reform. The ADRC core services include: Specialized Information, Referral, and Assistance (IR&A); Referrals to respite care services; Local Contact Agency services to provide assistance to non-Medicaid, Medicare, and private pay nursing facility residents to transition into community living; Housing Navigator Services to increase accessible and affordable housing; and Outreach Activities under the Medicare Improvement for Patients and Providers Act (MIPPA) to educate Medicare beneficiaries with limited incomes who may be eligible for the Low-Income Subsidy program (LIS), Medicare Savings Program (MSP), and Medicare Prescription Drug Coverage (Part D), as well as disease prevention and wellness promotion.

The Energy Code Adoption & Enforcement Grant Program is designed to assist local governments in Colorado with the adoption, implementation, and enforcement of the 2021 International Energy Conservation Code (IECC) or an equivalent code, the state's model electric ready and solar ready code, and the model low energy and carbon code to be developed, or an equivalent code. Authorized by House Bill 22-1362, the Colorado Energy Office aims to provide financial assistance in the form of grants to support local governments in adopting new minimum energy codes and training local governments and the building industry on compliance with these codes. The total funding amount available under this program will not exceed $2 million. The program does not have a statutory termination date and will remain open for quarterly funding rounds until all funding is expended. Eligible applicants include local governments or partnerships of local governments, as well as councils of governments or non-profit organizations applying on behalf of local governments. The grant program encourages the adoption and enforcement of energy codes that meet or exceed the State of Colorado’s requirements, aiming for energy efficiency and greenhouse gas emissions reductions. The application deadline for the third round is March 1, 2024, with future rounds to be announced.

The Healthy Environment for All (HEAL) Capacity grant program, administered by the Washington State Department of Health, aims to empower community-led decision-making for environmental justice (EJ) and climate resilience. This directly supports a theory of change that by empowering those most affected, more equitable and effective environmental and climate solutions can be developed and implemented. The program offers two distinct funding opportunities: Pass-through funding and Project funding. Pass-through funding invites community-based organizations to sub-grant funds to other community-based organizations working with overburdened communities and vulnerable populations across Washington State. This prioritizes equitable community engagement and participation in HEAL activities. Project funding allows organizations to apply for funds to build organizational and community capacity to provide guidance and input to the Environmental Justice Council on HEAL Act implementation, the Department of Health on environmental health disparities map updates, and state agencies on various HEAL Act implementations, including environmental justice assessments and Tribal engagement. These focuses underscore the program's commitment to both direct community support and systemic influence. Expected outcomes and measurable results include enhanced community-led decision-making, increased capacity of community-based organizations to engage in HEAL activities, and improved collaboration between communities and state agencies on environmental health decisions. The program, supported by Washington’s Climate Commitment Act, also aims to reduce climate pollution, create jobs, and improve public health, reflecting the broader goals of the CCA. With a total funding amount of $11.6 million and estimated awards ranging from $250,000 to $1,000,000, the program seeks to make a significant, measurable impact on environmental justice and climate resilience across Washington State.

The Category A Economic Development Road Projects grant, administered by the MDOT Office of Economic Development, aims to promote increased economic potential and improve quality of life by supporting job creation and retention in Michigan. The program funds transportation projects that enhance the network of highway services essential to economic competitiveness, improve accessibility to target industries, support private job-creating initiatives, and encourage economic development and redevelopment efforts. Applications are accepted year-round, and funding decisions are made up to five times a year.

The changes to this section of the HSC also allow for Mobilehome Parks that do not have a permit to operate or whose permit has been suspended to utilize MORE program funds. Key policy goals of the MORE program captured in the guidelines include:-Rehabilitation of Mobilehome Parks that have the most severe health and safety concerns;-Providing funding for the rehabilitation and/or replacement of individualMobilehomes;-The creation of Affordability Restrictions for assisted Mobilehome Parks.

The grant covers various costs associated with adopting automated permitting software, including in-house staff time, training, IT or consultant services, and maintenance or subscription costs for up to three years. The application period opens on April 2, 2024, and closes on June 4, 2024, with program funding available until June 30, 2028, or until expended.
