The Opioid Abatement Fund Council (OAFC) seeks to combat opioid overdoses in Texas by awarding funds to implement a statewide program that will distribute the opioid overdose reversal medication naloxone where it is needed most, and provide related training, including airway clearance techniques. The Texas Legislature created the OAFC in 2021 to ensure funds collected through lawsuits against pharmaceutical companies are used fairly and efficiently to combat the opioid crisis in Texas. The OAFC is made up of 13 appointed experts and the Texas Comptroller of Public Accounts (CPA) as the non-voting presiding officer. Grant Amount: Up to $25 million Up to $25 million is available for this grant opportunity: approximately $18.75 million for the purchase of naloxone and providing related training, with nearly $3.13 million for administrative costs and another $3.13 million for interventions in targeted counties. The expected term of the grant agreement is an initial two years, with three possible two-year renewal periods for a total project length of eight years. The grant recipient will receive funds on a reimbursement basis. Eligibility Texas governmental entities, nonprofit organizations and any entity registered with the Texas Secretary of State and eligible to conduct business in Texas are eligible to apply. Funding will be awarded to one applicant to implement the program statewide, but applicants may use qualified subcontractors or subgrantees. Companies that paid funds or currently are involved in opioid abatement lawsuits are disqualified from applying. Applicants and subcontractors must also not be subject to the general disqualifications, such as being included on the CPA debarred vendor’s list or having a conflict of interest with the OAFC. Grant applicants may submit a written request for CPA’s preliminary review of any potential conflict of interest by March 18, 2024, to [email protected]. Application and Award Process Applicants must complete an application form, including fully developed and detailed proposals and budgets, through the OAFC’s grant management system by May 7, 2024. Applications will go through a multi-stage selection process, including a risk review and evaluation by an independent peer review panel. After the review process is complete, the OAFC will vote on the final grant award. The grant recipient will be required to submit timely detailed status reports that cover the grant recipient’s and any subgrantee’s performance, expenditures and any additional information requested by the OAFC. CPA may also conduct site visits during the project and after project completion to monitor progress and assess the effectiveness of the program.

This program provides financial assistance to counties and tribal governing bodies to enhance fish and wildlife programs. Established in 1965 by the Wisconsin Legislature as an alternative to bounty payments on coyote, foxes, and bobcats, it now supports a wide range of county-sponsored fish and wildlife habitat projects. After the state budget approval, funds are allocated based on the ratio of each county's area to the total state area. The program is designed as a cost-share initiative for projects that include development of outdoor recreation structures, habitat restoration, stocking projects, maintenance, and miscellaneous projects directly related to fish and wildlife. The Transportation Alternatives Program (TAP) under the Infrastructure Investment and Jobs Act (IIJA), formerly part of the FAST Act, provides funding for diverse transportation projects such as pedestrian and bicycle facilities, recreational trails, safe routes to school, community improvements, and environmental mitigation. The program is competitive, with an 80% federal funding share and a 20% local match requirement. Eligible projects include infrastructure-related activities promoting non-motorized transportation and community improvements. The application deadline for the 2024 cycle is May 31, 2024, at 4:00 p.m. Grant renewed every year.

The Transportation Alternatives (TA) Set-Aside, part of the Federal Highway Administration (FHWA) Surface Transportation Block Grant Program, offers reimbursable federal aid for transportation-related community projects that enhance the intermodal transportation system. This program provides funding to individuals, businesses, and organizations in Missouri for projects that increase local food production and availability, particularly in areas facing food insecurity.

This grant provides local health departments in Indiana with resources to distribute naloxone kits for reversing opioid overdoses and to train community members on their use.

The Minnesota Pollution Control Agency is offering a $10 million grant to tribal nations and local governmental units in Minnesota for projects aimed at preparing local wastewater infrastructure for climate change impacts, with a focus on protecting water quality, increasing resilience, and promoting energy and water efficiency.

Applications may be considered under one or both of the following project priorities. Project Type - Transition from Provisional License to Annual License: To transition to an annual license, provisional licensees must meet all regulatory requirements in Title 3 of the California Code of Regulations, sections 8102, 8105, and 8106. Eligible activities under this project type include, but are not limited to: cleanup, remediation, and restoration, professional services, consulting, and infrastructure related to cleanup, remediation, and restoration. Eligible costs include but are not limited to: compliance costs (except the ineligible costs described above); meeting the avoidance, minimization, or mitigation requirements approved in the project’s CEQA document; or county permitting requirements. If the applicant is representing a provisional license cultivator, actions outlined must lead to the issuance of an annual license or lead to on-the-ground implementation that will result in the issuance of an annual license from the licensing authority. Project Type - Sustainable Cannabis Cultivation Practices: Sustainable cannabis cultivation practices should alleviate direct and indirect environmental impacts of cannabis cultivation and enhance environmental stewardship. Activities that may be eligible include but are not limited to: sustainable water consumption, sustainable waste management, integrated pest and disease management, erosion control, and/or riparian protection. Qualified Cultivator - The following qualified cultivator may be represented by an eligible applicant. The qualified cultivator being represented by the eligible applicant must at a minimum have a valid and active provisional license or annual license issued by the California Department of Food and Agriculture (CDFA; now the Department of Cannabis Control). Bus. & Prof. Code, § 26050.2 et seq.). Priority will be given to qualified cultivators with ownership and/or financial interest in no more than 10,000 square feet of total canopy. However, cultivators with ownership and/or financial interest accumulating between 10,000-20,000 square feet of total canopy may still qualify. All proposed projects must benefit qualified cultivators as defined below. Qualified cultivation license types are: Specialty cottage:-“Specialty Cottage Outdoor” is an outdoor cultivation site with up to 25 mature plants.-“Specialty Cottage Mixed-Light Tier 1” only, is a mixed-light cultivation site with 2,500 square feet or less of total canopy Specialty:-“Specialty Outdoor” is an outdoor cultivation site with less than or equal to 5,000 square feet of total canopy, or up to 50 mature plants.-“Specialty Mixed-Light Tier 1” only, is a mixed-light cultivation site between 2,501 and 5,000 square feet of total canopy. Small:- “Small Outdoor” is an outdoor cultivation site between 5,001 and 10,000 square feet of total canopy.- “Small Mixed-Light Tier 1” only, is a mixed-light cultivation site between 5,001 and 10,000 square feet of total canopy. “Mixed-light Tier 1” is without the use of artificial light or the use of artificial light at a rate above zero, but no more than six watts per square foot.

The New York State Department of Labor (NYSDOL) is making up to $3M in Title I Workforce Innovation and Opportunity Act (WIOA) Statewide Activities funding available under the Apprenticeship Expansion Grant (AEG-4) Request for Applications (RFA). The purpose of this RFA is to expand New York State (NYS) Registered Apprenticeship (RA) training by increasing employment opportunities for approximately 130 apprentices, with a focus on underrepresented populations. The Minnesota Pollution Control Agency (MPCA) is offering approximately $4.5 million in grants to support organics management projects aimed at reducing the amount of organic material sent to landfills or incinerators. This funding is intended for projects that enhance or establish collection, processing (through composting, anaerobic digestion, or feeding to animals), and education/outreach initiatives related to organics management. This grant is designed to support licensed emergency medical services that have been operational for at least 12 months. It aims to fund the purchase of equipment, vehicles, and training materials to help improve response times and patient outcomes. Eligible entities include county/city governments, volunteer/non-profit organizations, and other eligible services. The funding requests can cover training, communications equipment, ambulances, emergency response vehicles, and specific medical equipment. Ineligible entities include private for-profit services and state agencies that do not meet the volunteer staffing requirement of 51% or more. Grant renewed every year.
