The CDBG-DR MHP Round One NOFA provides low-interest loans to eligible entities seeking to develop new construction of affordable multifamily rental housing in the counties of Butte, Fresno, Los Angeles, Napa, Santa Cruz, Shasta, Siskiyou, Solano, and Sonoma to aid in their recovery from the fire disasters that occurred in California in 2020, and in the cities of Malibu, Agoura Hills and Calabasas for their recovery from the 2018 Woolsey Fire. HCD will be the direct lender of these loans. At the time of application for DR-MHP funds, the proposed Project must have demonstrate site control in accordance with UMR §8303 and must not have closed on construction financing or started construction. The project proposal must have been made privy to the local legislative body, or tribal governing body prior to application, and include a letter indicating their approval at the time of application. The proposed Project must tie back to the disaster by increasing the supply of affordable housing units. It must have a minimum of five total units, including Scattered Site Projects, and have a minimum of five Affordable Units or 51 percent of units must be Affordable Units, whichever is greater. CDBG-DR funds are limited to low to moderate income housing units. Proposed Projects may have mixed-income units, but CDBG-DR funds must only be applied to the Affordable Units for occupation by Low- to Moderate- Income Households. At least 10 percent of DR-MHP-assisted Units must be for households not exceeding 30% of the Area Median Income. Eligible Project costs incurred by Sponsors include:• Property acquisition costs;• Architectural, appraisal, engineering, environmental, legal and other consulting costs, and fees, which are directly related to the planning and execution of the Project and which are incurred through third-party contracts;• Escrow, title insurance, recording and other related costs;• Building permits, and state and local fees;• Local development impact fees;• Developer fees, as set forth in the UMR;• Mobilization, site prep, and clean up;• Residential Construction costs; and• Onsite improvements related to the Project. A total of $3,576,470 is available for this year’s program which was provided by the U.S. Department of Agriculture under the 2018 Farm Bill. Examples of the types of activities that may be funded under this grant include: Small-Scale Gardening – purchase tools or equipment, soil, seeds, plants, canning equipment, refrigeration, composting equipment, towers, hydroponic and aeroponic farming. Small-Scale Herding and Livestock Operations – purchase animals, buy, erect or repair fencing for livestock. Apiary – bees and bee boxes, education, expanding food markets. Eligibility Criteria  This year’s program is open to: Individuals, including backyard farmers – for the amount set at $5,000 per applicant. Applicants must be Hawai‘i resident, at least 18 years old and head of the household. Those previously granted awards under the MGFSP are ineligible. Organizations that are registered to do business in Hawai‘i, including Native Hawaiian, nonprofits, federally funded educational facilities – for the amount set at $10,000 per applicant. TWC is re-issuing Statewide Family Child Care Network under RFA 32025-00067 to allow more inclusive Applicant eligibility requirements than the prior issued RFA 32024-00046. TWC is seeking Applications from entities that demonstrate experience working with child care providers, including facilitating or convening early childhood entities or providing technical assistance, training or professional development. In partnership with local or regional collaborative efforts, the Grantee selected under this RFA will develop one (1) statewide FCCN in Texas. The FCCN shall be designed to provide specialized services and technical assistance to address the needs of FCC Providers. The FCCN developed by the Applicant will increase the availability and quality of FCC Providers, particularly as related to TWC’s focus areas for this initiative that aim to increase supply of FCC Providers offering high-quality child care for infants and toddlers, offering Non-Traditional Hour Care, and operating in Child Care Deserts. Through this initiative, TWC also intends to strengthen the quality and supply of FCC Providers with funding for FCC Providers seeking to become newly permitted or permitted at a higher level, while also improving the quality of provided care.

Priority Areas The project priority areas of the SCD Grant Program are: Sickle cell disease workforce development and education. Sickle cell disease treatment centers of excellence. Funding Information A total of $10 million may be awarded under this grant program to multiple recipients.  Grant Period September 1, 2024 – June 31, 2025. Uses of Grants Grant funds may be used for personnel, fringe benefits, travel, rent, communications, utilities, supplies, contractual services, advertising, print, educational materials, facility maintenance, and fixed capital outlay. Eligibility Criteria  The SCD Grant Program’s funding will be awarded to community-based sickle cell disease medical treatment and research centers operating in Florida. In addition, the following are applicable: All individuals, organizations, and agencies submitting an application for funding are advised that accepting state dollars under this RFA will require recipients’ compliance with all federal and state laws, executive orders, regulations, and policies governing these funds.  All vendors doing business with the State of Florida must have a completed W-9 on file with the Department of Financial Services. To be eligible to receive a grant, all corporations, limited liability companies, or partnerships, and their subcontractors/sub-recipients seeking to do business with the State shall be registered with the Florida Department of State in accordance with the provisions of Chapters 607, 608, 617, and 620, Florida Statutes. Project Requirements The proposal must explain and show how the applicant’s institution’s strategic priorities integrate the facility enhancement or the creation of a new center project. Demonstrate the organization’s experience and capacity for securing continued funding, contracting, and contract management. Describe the priorities for facility enhancement, including areas such as facility upgrades, service expansion, infrastructure, technology acquisition or upgrade, rehabilitation, engineering, facility equipping, facility site preparation, and construction. Projects focused on facility enhancement and the establishment of new centers must describe their establishment protocol or enhancement plan and management monitoring strategies.  Proposals for operations support for existing centers of excellence must emphasize an impact evaluation plan to measure health service utilization changes, outcomes and outcomes changes derived from the project implementation. Projects related to Sickle Cell Disease Treatment Centers of Excellence operations support must describe and demonstrate the current or proposed delivery model and benefits and be aligned with the Centers of Excellence concept.
