State Community Development Grants

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations. Jurisdictions within the MID that do not meet the allocation requirements are still eligible to submit Projects towards a 20 percent set aside. Applicants will then be required to submit Project applications which will be reviewed against eligibility thresholds to ensure they meet program requirements. The United States Department of Energy’s (DOE) Energy Efficiency and Conservation Block Grant (EECBG) program was originally created by the Federal Energy Independence and Security Act of 2007 and expanded under the American Recovery and Reinvestment Act of 2009 (ARRA). New funding wBIL as allocated to the program in 2021 under the Infrastructure Investment and Jobs Act (IIJA) with the broad goals to reduce carbon emissions and energy use, improve energy efficiency, and increase community investment and local workforce development. IIJA funding made available in 2021 under the EECBG (2021 EECBG) allocated funds directly to state and certain local jurisdictions that met program criteria, with approximately $4.5 million allocated to the State. Of the funds allocated to the State, $4,070,070 are available for the LGBDC.

Eligibility: 1. Applicants must be the owner or authorized representative of an OTM or non-profit NN public water system. 2. The public water system must serve a community with a population less than 10,000. 3. The public water system must have either PFAS or manganese contamination. Project Eligibility: Projects must include actions to address PFAS or manganese contamination. Eligible items include project planning and design, technical assistance, construction or treatment to address contamination (such as consolidation with another water system, new well construction and old well abandonment, and treatment installation). Application Process: 1. Review the eligibility requirements and grant announcement. 2. Develop your project plan, considering technical assistance if needed. 3. Complete all application materials once they become available on Jan. 16, 2024. 4. Submit the application materials and required documents to [email protected]. 5. Five Illinois counties, Alexander, Hardin, Pulaski, Gallatin and Saline; face a fundamental lack of mental health services for justice-involved youth; often having to take juveniles out of the home county for services. If the juveniles are in need of anything greater than outpatient treatment, these youth are sent outside of their home county and sent up to central Illinois, many miles away. Lack of social services coupled with the lack of public transportation, can make it very difficult for juveniles to access resources to avoid entering the Juvenile Justice system in the first place or to succeed while in the system.
