State Community Development Grants

This program provides financial support to businesses, nonprofits, and public entities in Ohio for energy efficiency projects that reduce energy costs and emissions while creating or retaining jobs.

CAL FIRE's Wood Products and Bioenergy team seeks to maintain and enhance the wood products infrastructure of California to promote healthy resilient forests throughout the state by supporting a diverse set of business development and workforce development projects.  ; Eligible business development projects include facilities, operations, and professional services that support the restoration of healthy, resilient forests.   Eligible workforce development projects include universities, colleges, government and community organizations, and businesses that aim to increase workforce capacity in the fields of logging, fuels treatment, transportation, manufacturing, or other support services that bolster the development of a resilient forest sector workforce.   Research and development projects related to both business and workforce development will also be considered. This program provides funding to private dam owners and government entities in Michigan for projects that reduce risks associated with dams, including repairs, removals, and planning activities.

The Virginia Emergency Shelter Upgrade Assistance Fund was established by Senate Bill 350, introduced by Senator Lucas, effective from July 1, 2020. This fund is dedicated to providing matching funds to local governments for installing, maintaining, or repairing emergency shelter infrastructure to enhance resilience against natural disasters. This includes infrastructure for backup energy generation, such as solar energy generators, and wind retrofitting to improve structural integrity. The fund prioritizes projects that protect vulnerable populations, offer long-term risk solutions, and support primary shelter enhancements as verified by Local Capabilities Assessment Reports (LCAR). Eligible applicants are local governments with a current and locally-adopted emergency operations plan compliant with Virginia’s Emergency Services and Disaster Laws. Local governments are restricted to one application per year and must have completed any prior funded projects before applying.

This funding opportunity is designed to support initiatives that promote tourism and enhance infrastructure in Delaware County, aimed at increasing visitor numbers and spending.

The LOCAL program provides Washington municipalities with a cost-effective way to finance equipment and/or real estate projects. Participants will benefit from the current program rating of Moody’s Aa1, low fees and expenses, technical assistance, and access to the tax-exempt bond market. The LOCAL Program allows participants access to the national tax-exempt market through a competitive bid process, regardless of the size of their financing contract • By pooling with the State’s Aa1 rated COP issuances, LOCAL participants are able to take advantage of the State’s very low tax-exempt interest rates

This initiative provides funding to organizations that deliver essential health screenings and services to underserved communities of color in Illinois, aiming to reduce health disparities and improve access to care.

The Texas Historic Courthouse Preservation Program (THCPP) offers Planning Grants to counties for producing 95% complete construction plans and specifications for full courthouse restoration projects. The grant aims to restore courthouses to their historic period while also meeting current standards for safety, accessibility, and energy efficiency. Eligible counties can use these documents to apply for future restoration funding, gaining up to 10 additional points for being "shovel ready."Counties with approved plans are encouraged to apply for restoration funding in subsequent cycles, maximizing preservation efforts.

This program provides funding to certified convention and visitors bureaus in Illinois to enhance tourism and promote activities related to the 100th anniversary of Route 66.

This funding opportunity provides financial support to municipalities and non-profit organizations in New York State for planning and zoning projects that promote sustainable development, environmental protection, and affordable housing.

The Tier 1 Local Projects under the 2023 Outdoor Recreation Trails+ Grant aim to support conservation-oriented, shovel-ready projects that benefit specific communities. These projects must be publicly accessible and demonstrate economic benefits through improved quality of life, public health outcomes, and eco-tourism. Eligible applicants include Tribes, Pueblos, Nations, municipalities, counties, public schools, colleges, soil and water conservation districts, and land grant associations. Nonprofits are not eligible. Projects must be completed within 24 months, with grants awarded up front and applications accepted on a rolling basis starting July 1, 2023 until funds are expended or June 30th 2024 (for FY24)

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations. Jurisdictions within the MID that do not meet the allocation requirements are still eligible to submit Projects towards a 20 percent set aside. Applicants will then be required to submit Project applications which will be reviewed against eligibility thresholds to ensure they meet program requirements. This grant provides funding to organizations and institutions to develop a comprehensive maritime strategy for Michigan that promotes sustainability, equity, and environmental justice in the state's shipping and boating sectors.

This funding program provides financial support to Kansas cities and counties for building sidewalks and trails that improve access to essential services for low- and moderate-income residents.

This funding initiative provides low-cost financial assistance to small rural utilities in Texas for essential water and wastewater infrastructure projects.

The United States Department of Energy’s (DOE) Energy Efficiency and Conservation Block Grant (EECBG) program was originally created by the Federal Energy Independence and Security Act of 2007 and expanded under the American Recovery and Reinvestment Act of 2009 (ARRA). New funding wBIL as allocated to the program in 2021 under the Infrastructure Investment and Jobs Act (IIJA) with the broad goals to reduce carbon emissions and energy use, improve energy efficiency, and increase community investment and local workforce development. IIJA funding made available in 2021 under the EECBG (2021 EECBG) allocated funds directly to state and certain local jurisdictions that met program criteria, with approximately $4.5 million allocated to the State. Of the funds allocated to the State, $4,070,070 are available for the LGBDC.

This grant is specifically for new planning grant applicants and is part of the AmeriCorps federal agency. Applications and planning grant proposals are submitted to Serve Kentucky, which acts as a conduit for these federal funds. The application process is twofold, beginning outside the federal eGrants system, with Serve Kentucky reviewing, modifying, and approving applications before they are entered into eGrants​​.
