State Law Justice and Legal Services Grants

This grant program is designed to offer financial aid to counties in Texas for essential public services, including law enforcement, jail, and court services. It also covers the reimbursement of extraordinary costs associated with the investigation or prosecution of capital murder or crimes motivated by bias or prejudice, as outlined in Article 104.004 of the Code of Criminal Procedure. rojects are considered on a case-by-case basis with preference given to counties seeking reimbursement for costs incurred for the investigation and/or prosecution of capital murder or crimes committed because of bias or prejudice as defined in Article 104.004 of the Texas Code of Criminal Procedure. Eligible costs may include: Expert witness fees and travel; Trial exhibit costs; Additional courtroom security; Juror expenses; Investigative services; Court reporter fees (original transcripts only); Costs associated with change of venue including detention services; Prosecution costs; Other costs associated with trial and prosecution of crimes under Sec. 19.03 of the Penal Code or Article 42.014 of the Code of Criminal Procedure.

This program provides $3,000,000 to support joint narcotics teams and task forces in Michigan by funding essential training and equipment to improve their effectiveness in combating drug-related activities.

This program provides financial assistance to law enforcement agencies for training scholarships and salaries for new recruits attending basic law enforcement academies.

The program supports full service sexual assault crisis programs across Maryland, providing services to victims of rape and sexual offenses. It aims to improve victim services, ensuring safety, and making the community aware of rights and resources​​. The Sexual Assault/Rape Crisis Grant Program is funded through state general funds to support local rape crisis centers. Services are provided through a network of community-based rape crisis programs and are available in every jurisdiction in Maryland. These funds are used to provide services to adult and child victims of rape and other sexual offenses. Services to victims include a 24-hour hotline, counseling, medical accompaniment, and assistance in accessing and using other support services such as legal assistance.

The SFY 2024 PSNM Grant aims to support local law enforcement and partnering agencies in developing, implementing, and supporting anti-gang and violent crime enforcement strategies across Maryland. This initiative is part of a nationwide effort to enhance public safety by fostering partnerships among federal, state, local, and tribal law enforcement and community leaders to develop comprehensive solutions for violent crime problems.

Police Accountability, Community, and Transparency Grant support law enforcement agencies across the State of Maryland with the development of effective accountability procedures to achieve their goals of lawfulness and legitimacy while enhancing community relations and transparency. Funds are intended to increase safety and training for law enforcement, and promote safe communities and encourage community engagement between law enforcement and the communities they serve.

This grant aims to improve outcomes for children and youth within the juvenile justice system by enhancing community-based programs and services, expanding community-based alternatives to confinement, increasing diversion opportunities, and supporting positive youth development. It focuses on addressing juvenile delinquency and improving the juvenile justice system through technical assistance, training, and effective programs.

The purpose of the FY 2023 Child Sex Trafficking Screening and Services Act Regional Navigator Program Grant (RNPG-ARPA) grant funding is to expand programming projects in up to 14 additional jurisdictions. The RNPG Notice of Funding Availability (NOFA) was developed to obtain needed services to comply with the Child Sex Trafficking Screening and Services Act of 2019. This grant program is designed to respond to incidents of family violence, intimate partner stalking, domestic violence, and dating violence, and to develop and strengthen victim services in Maryland. With a total funding of $3,000,000, it aims to support state and local government agencies, non-profit non-governmental victim services programs, faith-based and community organizations, and the state domestic violence coalition.

The BJAG Program aims to support a broad range of activities to prevent and control crime based on the state's specific needs. Grant funds are used to improve the criminal justice system, enhance law enforcement initiatives, crime prevention, and education, as well as to support corrections, drug treatment, planning, evaluation, technology improvements, and crime victim and witness initiatives. The program is focused on reducing gaps in services, decreasing violent crime, assisting crime victims, and improving enforcement, prosecution, adjudication, detention, and rehabilitation efforts across Maryland.

This grant is aimed at improving the handling of child abuse and neglect cases, including child sexual abuse and exploitation. It focuses on the development of innovative programming to enhance the front-end intake and investigative stages of child welfare, aligning with the Maryland Governor’s Office's objective to reduce victimization among children. All funding is contingent upon the Governor’s Office of Crime Prevention, Youth, and Victim Services receiving the specified grant funds from the U.S. Department of Health & Human Services (HHS).

This grant is designed to improve the quality and timeliness of forensic science and medical examiner/coroner services within the State of Maryland. It aims to support state and local law enforcement agencies and medical examiner's offices by providing funds to alleviate bottlenecks and improve the overall efficiency of forensic science services, including laboratory analysis and crime scene examination. The grant supports Maryland's law enforcement goals of disrupting and dismantling criminal organizations involved in guns, gangs, drugs, and human trafficking.

The Sexual Assault Services Program provides intervention, advocacy, accompaniment (i.e., accompanying victims to court, medical facilities, police departments, etc.), support services, and related assistance for adult, youth, and child victims of sexual assault, family and household members of victims, and those collaterally affected by the sexual assault. SASP, created by the Violence Against Women and Department of Justice Reauthorization Act of 2005, 42 U.S.C. §14043g, is the first federal funding stream solely dedicated to the provision of direct intervention and related assistance for victims of sexual assault. SASP provides intervention, advocacy, accompaniment (i.e., accompanying victims to court, medical facilities, police departments, etc.), support services, and related assistance for adult, youth, and child victims of sexual assault, family and household members of victims, and those collaterally affected by the sexual assault. Rape crisis centers play a vital role in assisting sexual assault victims through the healing process, as well as assisting victims through the medical, criminal justice, and other social support systems. In order to provide comprehensive services to victims of sexual assault, SASP assists states in supporting rape crisis centers in the provision of direct intervention and related assistance.

This program provides financial support for specialized training to law enforcement agencies in Maryland, enhancing their skills in crime prevention, investigation, and victim services.

This grant aims to supplement police protection resources in local communities through a formula-driven funding program. It supports operational costs of local police agencies, sharing costs between the State and its municipalities based on population factors and previous year's operational costs​​.

The program, with a funding availability of $3.5 million, is designed to enhance the testing of sexual assault kits to aid in the prosecution and investigation of sexual assault cases. It supports both the Maryland State Police and local law enforcement agencies, focusing on kits collected since May 1, 2018, to help improve victim services and address the backlog of untested kits​​.

The 2023 Property Tax Relief Grant is a one-time grant proposed by Governor Brian Kemp to refund $950 million in property taxes to homestead owners in Georgia. The grant, also known as the Homestead Tax Relief Grant, was signed into law on March 13, 2023. The Department of Revenue has been allocated $950 million to reduce the assessed value of Georgia homesteads by $18,000. To receive the grant, property owners will see a $18,000 reduction in the assessed value of their property. Local tax officials will notify the Department of Revenue of the anticipated revenue, and the Department of Revenue will issue credits to the local taxing authorities. The grant does not apply to rental properties and is only available to homesteads claimed by Georgia taxpayers before the April 1 deadline. It is important to note that the Property Tax Relief Grant is different from a homestead exemption. Georgia offers various homestead exemptions, including exemptions for seniors over 65, disabled veterans, and surviving spouses of public safety officers. The grant program was created in the late 1990s and discontinued after the 2008 Recession, but it has been reinstated due to the State's excess reserves. The grant does not provide a paper check or direct deposit, but rather appears as a reduction on the property tax bill.

The JAG program, created by the Anti-Drug Abuse Act of 1988 (Public Law 100-690), emphasizes controlling violent and drug-related crime and serious offenders, and fosters multi-jurisdictional and multi-state efforts to support national drug-control policies. This grant program provides funding for projects which assist local and state government and non-profit agencies in their efforts to reduce violent crime and illegal drug activities, improve the criminal justice system and support local, state and national priorities.
